HomeMy WebLinkAboutAging & Disability Advisory Committee - Minutes - 1/28/2013 1 BAYFIELD COUNTY DEPARTMENT OF HUMAN SERVICES AGING AND DISABILITY SERVICES ADVISORY COMMITTEE Courthouse Conference Room B January 28, 2013 3:00 p.m. Committee Members Present: Pat Carver, Richard Compton, Jim Crandall, Verne Gilles, Clarence Henkel, Ken Jardine Committee Members Absent: Martha Oie (Excused), Sue Sederholm, Red Cliff Elderly Program Representative Staff Present: Carrie Linder, Jane Cook Others Present: Mary Willett, Regional Representative for Congressman Sean Duffy, 7th District, Wisconsin Call to Order and Introductions Henkel called the meeting to order at 3:00 p.m. Adoption of the November 26, 2012 Minutes Motion made by Gilles to approve the November 26, 2012 minutes, second by Jardine. Motion carried. Review & Consideration for Approval – 2013 AFCSP Application Linder presented the 2013 Alzheimer’s Family Caregiver Support Program (AFCSP) Application for review and approval. The 2013 allocation is $5,375 which increased slightly from $5,367 in 2012. Motion made by Jardine to approve the AFCSP 2013 Application. Seconded by Jardine, motion carried. This will be forwarded to the DHS board as a recommendation for consideration and approval. Review & Consideration for Approval – 2013 COP Plan Update Linder presented the 2013 COP Plan Update for review and approval. Linder indicated that the case management rate remains the same at $99.00. Discussion and review followed. Motion made by Gilles to approve the 2013 COP Plan Update. Seconded by Jardine, motion carried. This will be forwarded to the DHS board as a recommendation for their approval. Review & Consideration for Approval – Staff and Volunteer Meal Contribution Policy Linder distributed information regarding volunteers and staff persons under age 60 working in the Elderly Nutrition Program (ENP). A meal can be offered on a voluntary contribution basis to individuals under age 60 who provide volunteer services to the nutrition program during meal hours. Volunteers under age 60 who perform nutrition program related duties as part of their job description may be offered a meal only if doing so will not deprive an older individual of a meal. There is no written local policy for meals provided to volunteers or to volunteers or staff under age 60. Linder presented options for the committee to consider including: offer meals on a donation basis; 2 request a meal payment equal to the suggested donation; or request payment equal to the full cost of the meal. Discussion followed. Motion made by Compton to charge the suggested donation to staff and volunteers under age 60 who are provided a meal at the mealsite. Seconded by Crandall, motion carried. Linder will be draft and present a written policy at the next meeting. Willett arrived at 3:15 p.m. Nutrition Program Updates A. Review 2013 ENP Units Per Site & Providers Linder provided a three year analysis of the Congregate Nutrition Program meal costs by vendor. The information included the average donation per meal by congregate meal site for 2010-2012. Linder provided a brief overview of how funding has decreased as a result of the national 2010 Census and how it is likely to decrease again with sequestration. Discussion followed. B. Compressed Natural Gas (CNG) Meal Delivery Vehicle Linder discussed the CNG vehicle that is being used for meal delivery. Gary Sarver uses this vehicle for his meal deliveries on the northern route. Bayfield County received a grant from the Department of Administration to modify the vehicle to use compressed natural gas. Although initially there were some issues, the vehicle is working well and should provide a significant savings in the cost of fuel. C. Meal Site Activity Calendar Linder presented a meal site activity calendar. Educational programs will be presented at each meal site once each month by Northern Lights Health Care staff. ADRC Updates A. Dementia Specialist Grant The Aging and Disability Resource Center of the North (ADRC-N) was awarded one of seven grants to hire a Dementia Care Specialist position. Interviews took place in December and Misty Mogensen was hired. She lives in the Cable area and will work from her home. This position is being hired through a contract with the Alzheimer’s Organization. B. Discussion On Outreach Activities Linder asked committee members for suggestions on outreach activities that can be used for ADRC presentations. Informational Items A. Linder distributed an article regarding a study conducted by Brown University on home delivered meals. The article explains that the meal has added value since by providing the meal can aid delaying the need for more costly long term care services. B. Non-emergency medical transportation and the state’s contract with LogistiCare was discussed. LogistiCare has provided the State of Wisconsin with a 90 day notice to terminate the contract. The contract ends February 17, 2013, but LogistiCare will continue to provide services until a new contractor can take over. The State will issue a Request for Proposal to solicit bids to identify a new transportation provider. C.
