AGING & DISABILITY SERVICES ADVISORY COMMITTEE
Monday, March 25th, 2013 at 3:00pm
Conference Room B of the Courthouse
Committee Members Present: Richard Compton, Jim Crandall, Verne Gilles, Clarence Henkel, Ken
Jardine, Martha Oie, and Grace Livingston.
Committee Members Absent: Pat Carver and Sue Sederholm.
Staff Present: Carrie Linder and Nina Bucher.
Call to Order and Introductions: Henkel called the meeting to order at 3pm and introductions
were made.
Adoption of 1/28/13 minutes: January 28th, 2013 minutes were reviewed. Compton
recommended a correction to the motion on the “Review & Consideration for Approval-2013 COP Plan
Update”. Compton indicated that the minutes indicate that the motion was made and seconded by
Jardine, but in fact the motion was made by Gilles and seconded by Jardine. Jardine made a motion
to adopt the minutes with the correction. Crandall seconded, motion carried.
Review/Approval of 2013 Elder Abuse Application and Budget: Linder presented the
application and budget for 2013 Elder Abuse funds. A correction on the new hire in #11 was made to
change the year from 2013 to 2012. Linder relayed that guardianships/protective placements have
tripled from 2012 to 2013. This may be an ongoing trend as the population ages. Compton made a
motion to approve the 2013 Elder Abuse Application and Budget with the date correction. Crandall
seconded and motion carried.
Review/Approval of Volunteer/Staff Meal Site Policy: The draft meal policy for volunteers &
staff who eat at congregate meal sites was reviewed. Two corrections were noted - to use
“suggested donation” throughout the policy and to delete the asterisk by “Full Cost” on page 2. Oie
made a motion to approve the policy with the changes. Gilles seconded and the motion carried.
Review/Approval of 2012 Aging Self-Assessment: Linder presented the 2012 Aging Self-
Assessment and provided highlights. Linder explained that staffing patterns in 2012 prevented the
attainment of some goals. Linder reported that the 2012 Aging Self-Assessment was submitted to the
GWAAR review team and, with minimal edits, was conditionally approved. Gilles made a motion to
approve the self-assessment. Compton seconded, motion carried.
Nutrition Program Updates:
A letter that will be issued to all Senior Dining participants was reviewed and discussed. The letter
responds to questions about the future of the program due to funding and budget cuts. It also
highlights the importance of donations. There was some concern that the letter was too long. After
much discussion, the Committee recommended changes and supported its distribution to all
participants.
Linder relayed that all ENP staff are required to have at least 7 hours of training annually. Half of the
required hours are provided through annual regional training. Planning has begun for a local
nutrition program staff training that will be held in May 2013.
ADRC Updates:
Lynn Frechette RN retired in January. Lynn conducted all of the long term care functional screens.
Linder reported that she has worked with the Campus Administrator and the Home Health Unit
Supervisor from Northern Lights to develop a contract for conducting the screens. Two RNs are now
certified to conduct the functional screens and are completing their orientation so that they can begin
to provide this service.
Four individuals travelled to Rice Lake to be trained as leaders for the Stepping On program. We
hosted the second Stepping On workshop in Bayfield County. It was a success.
Linder partnered with Public Health to submit a “Living Well with Chronic Conditions” grant. Funds
were awarded and will be used to coordinate workshops and recruit individuals interested in
becoming class leaders for this program. The first year of the grant ends in August 2013, but
extensions are possible for up to three years.
Misty Mogensen was hired three months ago as the Dementia Care Specialist for the ADRC - N. Misty
is currently working with ADRC Coordinator Barb Peterson and learning about the “Memory Care
Connection” program. Linder will invite Misty to provide a presentation to the Committee at a future
meeting.
Informational Items:
Linder explained that a coordinated planning process for public transportation (S 85.21) funds is
required in 2013. This program provides transportation for seniors and disabled persons. Bayfield,
Ashland and Price Counties will coordinate planning efforts. The Public Transit Manager and the
Aging Unit directors in the three counties have developed a work plan, status report, and provider
list. A one day workshop will be held at the Northern Great Lakes Visitors Center for transportation
providers and interested individuals. The outcomes of the workshop include: to obtain feedback
about current services; to identify needs; to brainstorm on strategies, activities and/or projects that
might address gaps; and to identify local priorities. Sheldon Johnson from the Northwest Regional
Planning Commission will facilitate the workshop. Linder invited members of the Committee to
participate.
Linder announced a workshop series called “Powerful Tools for Caregivers”. It is designed to help
caregivers take care of themselves. The workshop will be conducted Fridays from April 5, 2013 to
May 3, 2013 at New Horizons North in Ashland.
Linder announced another workshop series for adults with ongoing health problems, “Living Well
With Chronic Conditions” will be held Mondays from April 8, 2103 to May 13, 2013 at Our Savior’s
Lutheran Church in Iron River.
Linder also announced that CORE Community Resources is sponsoring a free Senior Wellness Day at
the Bayfield Area Recreation Center to be held every Friday in 2013. This program was made
possible through an Otto Bremer grant.
Future Meeting Date: The next meet will be held on Monday, May 20, 2013.
