HomeMy WebLinkAboutAging & Disability Advisory Committee - Minutes - 11/18/2013 1 BAYFIELD COUNTY DEPARTMENT OF HUMAN SERVICES AGING AND DISABILITY SERVICES ADVISORY COMMITTEE Courthouse Conference Room A November 18, 2013 3:00 p.m. Committee Members Present: Richard Compton, Jim Crandall, Verne Gilles, Clarence Henkel, Grace Livingston, Martha Oie, Sue Sederholm Committee Members Absent: Patricia Carver, Ken Jardine Staff Present: Carrie Linder, Elizabeth Skulan, Jane Cook, Sandra Notzke Other(s) Present: Beth Meyers, CORE Community Resources Call to Order and Introductions Henkel called the meeting to order at 3:00 p.m. and introductions were made. Approval of the September 30, 2013 Minutes Motion made by Crandall to approve the September 30, 2013 minutes, second by Oie. Motion carried. Open Floor for Public Input Henkel opened the floor for public input at 3:03 p.m. Beth Meyers, CORE Community Resources presented a request for $4,000 from the s.85.21 grant to cover 2014 transportation expenses. She noted that CORE volunteers have driven almost 5,600 miles in 2013, transporting clients for medical trips and that the current allocation of roughly $1600 was depleted earlier this year. Review and Consideration for Approval – ENP Request for Proposals Linder distributed 2014 Elderly Nutrition Ranking Sheets for the submitted Request for Proposals (RFP). Committee members were asked to use them to evaluate the RFPs. Four proposals were submitted by the deadline. Included were proposals from Chartwells, Hyde’s on Buskey Bay, Lakewood’s Resort and Time-Out Restaurant. Linder review each proposal and circulated each proposal among committee members. During the review process, various questions were raised and responded to by Linder. No proposals were received from the South Shore School District, which provides weekly meals to the Port Wing area seniors or the Red Cliff Elderly Nutrition Program, which provides both meals and delivers for the City of Bayfield and area surrounding the Red Cliff Reservation. Motion carried. Consideration for Approval – 2014 s. 85.21 Specialized Transportation Assistance Program Linder distributed and reviewed the Draft 2014 Application for the S.85.21 Specialized Transportation Services for the Elderly and Persons with Disabilities. A brief overview of the recent Coordinated Transportation Plan meeting was given and included a review of current transportation resources, transportation needs and gaps, coordination plan goals//strategies/activities and collaborating partners. Motion made by Compton to approve the Draft 2014 Application with the amended budget increase of $2,500 for Project #3, CORE, for an amended amount of $96,960.00, second by Sederholm. Motion carried. Consideration for Approval – Alzheimer’s Family Caregiver Support Program 2014 Application Linder distributed the 2014 Alzheimer’s Family Caregiver Support Program (AFCSP) budget report for review and approval. The 2014 allocation is $5,952 which has increased slightly from $5,375 in 2913. Motion made by Gilles to approve the AFCSP 2014 Budget Report, second by Crandall. Motion carried. Consideration for Approval – 2014 Elder Abuse Application Linder tabled this item to the next meeting on January 27, 2014. Review and Consideration for Approval – 2014 GWAAR Budget Linder distributed the Draft 2014 GWAAR Budget. Brief discussion followed. Motion made by Crandall to accept the Draft 2014 GWAAR Budget, second by Oie. Motion carried. Review and Consideration for Approval – Elderly Nutrition Program Request for Transfer of Funds-Title III-C1 (Congregate Meals) to Title III-C2 (Home Delivered Meals) Linder noted that the federal Older Americans Act allows for a transfer of 45% of C1 (Congregate) dollars to provide for C2 (Home Delivered) expenditures. Linder requested approval to transfer 45% of C1 to C2 for fiscal 2014. A brief discussion followed. 3 Motion made by Crandall to transfer 45% of C1 dollars to C2, second by Compton. Motion carried. Nutrition Program Updates A. Strategies on Sequestration Linder reviewed upcoming strategies relating to sequestration. ADRC Updates A. Half Time ADRC Worker The County Board has approved a half-time ADRC worker position. Linder noted that she will need to complete a job description for this position. Also Linder noted that Evelyn Hanson, Barnes Meal Site Coordinator has given notice of her retirement. She has been actively helping to find a replacement but no results at this time. B. Community Care of Central Wisconsin The new MCO, Community Care of Central Wisconsin (CCCW) will take over GSA 7 effective January 1, 2014. Linder recently met with representatives of CCCW. During the visit, she provided a detailed map of Bayfield County and acquainted them with demographics such as Bayfield County is the second largest county by land mass in the state and that there are roughly 16 people/square mile. Also discussed were Home Delivered Meals, Adult Protective Services and the ADRC relationship. Informational Items A. National Memory Screening Day Linder informed members of the upcoming National Memory Screening Day on Tuesday, November 19, 2013. Baseline screening tests are being given at various sites - Bayfield, Red Cliff, Iron River, Cable, Ashland-Essentia Health, St. Luke’s and the Senior Citizens Center. B. Social Worker Intern Linder introduced Sandra Notzke. Sandra is a Social Worker Intern that started with DHS on November 4, 2013 and will be working with A&D for 90 days. Review Future Meeting Date(s) for 2014 Future meeting dates: January 27, 2014. Cook distributed a 2014 Meeting Date Schedule.
