AGING AND DISABILITY SERVICES ADVISORY COMMITTEE

Committee Members Present: Patricia Carver, Jim Crandall, Richard Compton, Verne Gilles,

Call to Order and Introductions
Gilles called the meeting to order at 3:05 p.m. No introductions were made.
Approval of the November 18, 2013 Minutes
Motion made by Carver to approve the November 18, 2013 minutes, second by Oie. Motion carried.
Review and Consideration for Approval – 2014 Elder Abuse Application
Linder reviewed the 2014 Elder Abuse Application. Total allocation is $9,900.00.
Motion made by Crandall to approve the 2014 Elder Abuse Application-Budget, second by Carver.
Motion carried.
Sederholm arrived at 3:07 p.m.
Review and Consideration for Approval – 2014 COP Plan Update
Linder reviewed the 2014 COP Plan Update. The case management rate changed from $99.00 to
$98.52. Correction to the Date Submitted to BLTS. Should be 1/28/2014 not 1/28/2013.
Motion made by Crandall to approve the 2014 COP Plan with the date change amended, second by
Carver. Motion carried.
Review and Consideration for Approval – 2013 Aging Unit Self-Assessment
Linder distributed the 2013 Aging Self-Assessment and provided highlights. This is the second year
of a three year plan-2013-2015.
Motion made by Crandall to approve the self-assessment, second by Sederholm. Motion carried.
Nutrition Program Updates
A. Barnes Site Manager
Linder indicated that Evelyn Hanson, Barnes Meal Site Manager has retired. Cake and coffee
was held on February 25, 2014. Terriann Ward started on 2/17/14 as the new Barnes Meal
Site Manager.
B. Nutrition Sub-Committee Status

Nothing has transpired for this committee at this time, but there is still a need for it to be
created and review current ENP practices. Compton was willing to participate on this sub-
committee.
C. 2014 Omnibus Spending Bill Regarding OAA Nutrition Programs
Linder discussed the changes. In mid-January a significant portion of funding was added back
to the OAA Title III Nutrition programs (congregate and home delivered meals). Funds were
restored to just below the FY 2012 levels, which is to say the amount of funding before the
Census reallocation and sequestration. The initial 2014 contract for congregate meals was
$58,000 and funding was restored to $78,000; home delivered meals was $13,617 and was
restored back to $17,384.
ADRC Updates
A. MCO Transition Updates
Community Care of Central Wisconsin became the new MCO effective January 1, 2014. Due
to phone problems, consumers are having trouble reaching their care managers directly and
often have to use long distance. They are attempting to resolve the problem.
B. Change in IRIS Allowable Living Setting
The Department of Health Services (DHS) has provided notice that Community Based
Residential Facility (CBRF) as not allowed as an IRIS funded service and as a long-term living
setting for IRIS participants. The amendment was approved effective January 1, 2014 stating
CBRF cannot be added as a new service on an IRIS participant’s plan. No Bayfield County
residents are affected by this notice.
C. LTC Expansion Report
Linder distributed a DHS Long-Term Core Report and provided highlights. The State is
supportive of ADRCs and Family Care.
D. ADRC Compliance Review Results
Barb Peterson, ADRC-N Regional Coordinator was onsite and conducted an ADRC
compliance review. Results are pending but overall the review went well.
Informational Items
A. Family Caregiver Call-In
Linder explained that caregivers have a hard time leaving their care recipients to attend
support groups. A Family Caregiver Call-In has been established providing a monthly
opportunity for family caregivers throughout the state of Wisconsin to talk, share, support and
learn from each other going through the caregiver journey. Each month they will alternate
between a call-in chat and a speaker talking on a topic chosen by this group. There is no cost
to participate. The Family Caregiver Call-In will be held the 2nd Tuesday of each month from
1:00-2:30 p.m. allowing caregivers to participate from the comfort of their home.
Review Future Meeting Date(s) for 2014
Future meeting dates: May 19, 2014, July 21, 2014, September 15, 2014 (changed from September
29, 2014), December 8, 2014 (changed from November 17, 2014).
