Review of the July 21, 2014 Minutes Motion by Jardine to approve the minutes, second by Oie, Motion carried. Review of the September 15, 2014 Meeting Notes Motion by Crandall to approve the notes, second by Jardine. Motion carried. Elect Char and Vice Chair Nominations opened for Chairman. Patty Carver nominated by Jim Crandall. Jim Crandall nominated by Patty Carver. Nominations closed. Motion by Jardine to approve Patty Carver for Chairman, second by Crandall. Motion carried. Nominations opened for Vice Chairman. Patty Carver nominated Jim Crandall. Nominations closed. Motion by Jardine to approve Jim Crandall for Vice Chairman, second by Crandall. Motion carried. Open Floor for Public Input Carver opened the floor for public input at 3:07 p.m. Betty Schell arrived at 3:10 p.m. Mark Abeles-Allison arrived at 3:11 p.m. Opportunity for Public Comment on the 2015 Specialized Transportation Assistance Program Linder began by providing an overview of transportation services throughout Bayfield County. She provided information about a transportation survey that was completed in 2007, which resulted in some enhancements to current transportation services throughout Bayfield County. Iron River Transit 2 was increased to every Friday for trips vs. every other Friday and the Cable Transit project was created. Linder noted that the survey data was outdated and needs to be updated. She pointed out the need for attention to specialized transportation services throughout the county primarily due to the increasing age of Bayfield County residents; by 2035, 42% of the population will be 65 or older. Linder also discussed the creation of a TCC (Transportation Coordinating Committee) for Bayfield County. Group discussion on a survey took place. Tom Waby, BART, presented information regarding a survey he completed in 2003 Survey that used an outside consultant that collected a lot of good information. 53.11 funds were accessed for purposes of a planning grant and provided 80%of the funds needed for the survey to be completed; 20% was local match. Procurement for funding a project like this will take roughly 1 year to complete. Bob Olsgard, North Country Independent Living, noted that it is a challenge to keep volunteers for the transportation voucher program he oversees. Many are elderly themselves and at some point will need transportation themselves. Regional service delivery and planning versus Bayfield County independently discussed. Many Bayfield County residents are travelling long distances for repeated trips, going through neighboring counties. Planning on a regional perspective will help identify these specific issues and strengthen the entire network. Linder stressed the unique nature of Bayfield County demographics with regard to not having a “service center” contained within the boundaries and also the reliance upon services providers outside of the county’s boarders. Mark Abeles-Allison questioned the validity of doing a tri-county or dual-county plan. Brief discussion on this followed. Kevin Johnson, County Veterans Service Officer briefly spoke on the Veterans transportation needs side. Kevin Johnson, Michelle Lee, Bob Olsgard, and Ton Waby left at 3:58 p.m. Consideration for Approval – 2015 Specialized Transportation Assistance Program Linder briefly reviewed information presented. Motion by Crandall to approve the 2015 Specialized Transportation Assistance Program Application, second by Jardine. Motion carried. Abeles-Allison left at 4:04 p.m. Consideration for Approval – 2015 Alzheimer’s Family Caregiver Support Program (AFCSP) Linder gave a brief summary of funding for 2015. The allocation for 2015 is $5,374. Motion by Crandall to approve the 2015 AFCSP Budget Report, second by Jardine. Motion carried. Consideration for Approval – 2015 Bayfield County Plan on Aging Budget Brief discussion on 2015 budget took place. Motion by Crandall to approve the 2015 Bayfield County Plan on Aging Budget, second by Jardine. Motion carried. Consideration for Approval –Waiver to Transfer Funds from C1 to C2 3 Linder noted that a waiver is required to transfer Elderly Nutrition Program funds of Title III-C1 (Congregate Meals) to Title III-C2 (Home Delivered Meals). Bayfield County continues to do this on a regular basis. Motion by Crandall to approve the transfer of funds from C1 to C2, second by Oie. Motion carried. Close Floor for Public Input Carver closed the floor for public input, second by Oie, at 4:10 p.m. Nutrition Program Updates A. Barnes Site Update – Linder noted that she received concerns regarding the Barnes Meal Site. With the retirement of the former meal site manager, there have been new ideas implemented and with this comes change. One of the changes is to provide a computer for public use at the meal site. Linder indicated that she has been working with the Barnes town board and they have approved of this addition and they have purchased a small computer desk to donate for the project. Linder is working with Bayfield County Information Technology Department to get it operational. Usage will be two-fold-for the meal site manager to do necessary paperwork electronically and for public usage to connect to resources and information. B. Briefly reviewed an ENP Senior Dining and Home Delivered Meal Informational Handout. ADRC Updates A. Memory Screens - Memory Screening was held on November 18, 2014 in 5 different locations throughout Bayfield County. From this event, several abnormal screens were referred to Misty Mogenson, Dementia Care Specialist for further review and follow up. B. Regional Service Delivery Expansion – Linder noted that Sawyer County received approval to hire one full time employee to join the regional Information and Assistance staff currently answering phones. Currently, Bayfield County employs Jack Holevatz as a regional Information and Assistance staff member to answer phones for the ADRC on a half time basis. The other half of his time is spent working as an Information and Assistance Specialist working directly with Bayfield County consumers. C. Resource Directory Update – No information presented. Other (Informational Items) A. Staffing Updates – Gary Sarver, Van Driver for the Home Delivered Meals program retiring January 1, 2015. Currently seeking a replacement for a van driver. With regret, Linder noted that the last day of employment for Roberta Meyer, Social Worker l was November 17th. Currently have a posting for a social worker. Patti Carlson and Karen Guski have accepted employment to work with close to 30 individuals on the position’s case load. Review Future Meeting Date(s) Future meeting dates: January 19, 2015.
