HomeMy WebLinkAboutAging & Disability Advisory Committee - Minutes - 1/19/2015 1 BAYFIELD COUNTY DEPARTMENT OF HUMAN SERVICES AGING AND DISABILITY SERVICES ADVISORY COMMITTEE Courthouse Conference Room A January 19, 2015 3:00 p.m. Committee Members Present: Patricia Carver, Jim Crandall, Richard Compton, Kenneth Jardine, Martha Oie, Sue Sederholm Committee Members Excused: Betty Schell, Ron Stauske Committee Member Absent: Red Cliff Elder Program Representative Staff Present: Carrie Linder, Jane Cook, Elizabeth Skulan Call to Order and Introductions Linder called the meeting to order at 3:02 p.m. No introductions required. Review of the December 8, 2014 Minutes Motion by Crandall to approve the minutes, second by Jardine, Motion carried. Public Comment – Limited to 3 minutes per person None Elder Abuse – Screen a video Committee members viewed a video titled “I Won’t Go”, produced by Terra Nova Films. The film depicts an eccentric ex-headmistress named Oli Truss in her nineties, who now lives isolated and housebound in her condemned country cottage. Her only companions are a cat, a dog, and a small Shetland pony named “Baby”. The cottage has rats, the floor is littered with animal droppings, cobwebs decorate the windows and maggots squirm in leftover food in the kitchen, but Oli won’t hear of leaving her home. She is happy on her own; she gets up every morning around 7:15 for a biscuit and a cup of tea – when she can find her cup, that is. She accepts the bare minimum of help from home care workers on the first floor, as the second floor is now off limits to everyone due to safety. Thus the question becomes at what point is further intervention mandatory? Should she be allowed to live life her way? A discussion took place regarding older individuals living alone, on their own terms. The majority of referrals DHS receives are for older adults in similar situations. Staff follow up on all referrals and work toward establishing trust with the individual and connecting them with appropriate resources. Review Committee Member Roster Ron Stauske has resigned his positon as an ADAC committee member. He had replaced Verne Gilles, who represented the townships in the eastern/central portion of Bayfield County. He will be removed from the roster. We will begin recruitment in that area again for a replacement. Consideration for Approval – 2015 Community Options Program Linder reviewed the 2015 COP Plan Update. Motion by Crandall to approve the 2015 COP Plan, second by Jardine, Motion carried. 2 Consideration for Approval – 2015 Elder Abuse Program Linder reviewed the 2015 Elder Abuse Application. Total allocation is $9,900. The majority of the funding ($6,000) is being allocated for direct services. $3,000 is allocated for Service Coordination (case management) and $900 for staff training. Motion by Jardine to approve the 2015 Elder Abuse Application, second by Crandall. Motion carried. Nutrition Program Updates A. 2014 Assessment Follow-up: 1. Carry-out Meals Procedure - Draft purpose and procedure reviewed. Brief question and answer. Motion by Jardine to accept Carry-out Meals Procedure, second by Crandall. Motion carried. 2. Disciplinary Procedures for Meal Sites – Reviewed the draft. Brief discussion took place. Any changes required to the draft were authorized by committee members to be made by Linder. Linder will seek clarity from Pam VanKampen. Motion by Compton to approve Disciplinary Procedures for Meal Sites, second by Oie. Motion carried. 3. Reviewed Options for Waiting List – Discussed waiting list procedure for home delivered meals, including sample procedures from Jefferson, Outagamie, and Eau Claire Counties. Exceptions to a first come-first served basis could change the status on the list such as health and safety risk factors, high nutritional risk, diagnosis of a terminal condition, or subject of an elder or vulnerable adult investigation. Feedback taken during discussion. Every effort will be made to serve all geographical areas of Bayfield County; however finite resources may preclude us from doing so. B. Computer Usage at Senior Meal Sites Procedure – Reviewed draft procedure. Brief discussion took place. Motion by Oie to approve the Computer Usage at Senior Meal Sites Procedure, second by Sederholm. Motion carried. ADRC Updates A. Enrollment Streamlining in Family Care: ADRC staff participated in an online training in December. There were some technical difficulties in the system, which caused some delay in Family Care enrollment. B. Caregiver Public Information: Funding from the NFCSP was used for placing caregiver ads and outreach in the Bottom Line and South Shore Connection newspapers. Other (Informational Items) A. Staffing Updates: New Adult Protective Services staff, Michele Reiswig began employment on Monday, January 19, 2015. She will work part-time in Adult Protective Services and part-time on case management for SHC, COP and NFCSP and AFCSP. Orientation and training is being provided by Karen Guski and Patti Carlson. New home delivered meals van driver Clare Hintz, began employment in December. B. Superior Days: Linder indicated that she will be attending Superior Days in February and presenting an issue related to the lack of proper dementia related resources for this region. 3 Review Future Meeting Date(s) Future meeting dates: March 16, 2015 Adjournment Carver adjourned the meeting at 4:44 p.m. Minutes respectfully submitted by Jane M.
