Call to Order and Introductions
Linder called the meeting to order at 3:00 p.m. No introductions required.
Review of the January 19, 2015 Minutes
Motion by Crandall to approve the minutes, second by Compton, Motion carried.
Public Comment – Limited to 3 minutes per person
None
Elder Abuse – Screen a video
Committee members viewed a video titled “Mr. Nobody”, produced by Terra Nova Films. The film
focuses on eccentric 65-year-old Jack Huggins. Since the death of his parents, Jack has lived alone
in his family’s house. A bachelor, he lavishes attention on a menagerie of cats. The house is
crammed with discarded appliances collected from curbside garbage. Soon his neighbors complain
to the Health Department. Do mentally competent seniors have the right to neglect themselves and
their surroundings to the extent that they endanger themselves and/or offend the community? What
should be done when reclusive or eccentric seniors refuse help? Do government agencies have an
obligation to intervene? In this film, these legal, ethical and human issues have been addressed
clearly and poignantly. Discussion followed the video.
Consideration for Approval – Home Delivered Meals Waiting List Policy
Linder distributed an updated policy reflecting minor changes due to typing errors and/or verbiage.
Brief discussion followed.
Motion by Jardine to approve the Home Delivered Meals Waiting List Policy, second by Crandall,
Motion carried.
Consideration for Approval – 2014 Plan Aging Unit Self-Assessment
Linder reviewed the 2014 Plan Aging Unit Self-Assessment. Brief discussion took place.
Motion by Jardine to approve the 2014 Plan Aging Unit Self-Assessment, second by Oie. Motion
carried.
Nutrition Program Updates
A. Update on Disciplinary Procedures for Meal Sites

Questions were raised regarding the Communication Form for Expelling Participants from
Nutrition Program. Linder spoke with Pam VanKampen regarding form and discovered there
are no federal or state requirements relative to this form. Linder will work on a form that
captures the necessary documentation for incidents that take place.
ADRC Updates
A. Regional Training
Linder recently attended a regional ADRC training for all ADRC of the North counties in Cable
in January. It was a good opportunity for all to get together as one entity.
Other (Informational Items)
A. Areas of Concern in the Governor’s Proposed 2015-2017 Budget
Linder presented concerns to the WIDHS agency meeting during Superior Days. Discussion
took place with regard to the proposed changes and possible advocacy efforts. A resolution
will be going to the DHS board and then on to the County board in the next month. It will also
be placed on the next committee agenda in May.
B. AARP Tax Aid Site
Linder distributed an informational sheet about the tax aide sites. Two sites are available –
one in Ashland and one in Washburn.
