HomeMy WebLinkAboutAging & Disability Advisory Committee - Minutes - 11/9/2015 (2) 1 BAYFIELD COUNTY DEPARTMENT OF HUMAN SERVICES AGING AND DISABILITY SERVICES ADVISORY COMMITTEE Courthouse Conference Room A November 9, 2015 3:00 p.m. Committee Members Present: Patricia Carver, Richard Compton, Jim Crandall, Betty Schell, Sue Sederholm Committee Members Excused: Martha Oie Committee Member Absent: Kenneth Jardine, Red Cliff Elder Program Representative Public Present: Megan Gottschall, Community Care Connections of Wisconsin; Linda Barnes, CORE-Community Resources Staff Present: Carrie Linder, Jane Cook Call to Order and Introductions Carver called the meeting to order at 3:08 p.m. Introductions were made. Review of the September 21, 2015 Minutes Motion by Compton to approve the minutes, second by Schell. Motion carried. Public Comment – Limited to 3 minutes per person Megan Gottschall, CCCW and Linda Barnes, CORE elected to speak during the discussion on the 2016 Elderly and Disabled Transportation Assistance Program Application. Open the Floor for Public Hearing Chairman Carver opened the floor for public hearing. Opportunity for Public Comment on the 2016-2018 Bayfield County Aging Unit Plan for Older People & 2016 Elderly and Disabled Transportation Assistance Program Application (Limited to 3 minutes per person) No public comment at this time. Review and Consideration for Approval-2016 Elderly and Disabled Transportation Assistance Program Application Linder reviewed the application. Updates will be made to Third Party Contracts Sheet and 2016 County Project Budget Summary Sheet. Further consultation with WIDOT staff will take place in 2016/2017 to determine expectations regarding a formal bidding process for the three projects funded with BART, due to the collective amount being over $10,000. 2016 plans include a survey of veteran’s transportation needs and the need for a lift equipped small van. Linder noted that the survey of veteran’s needs should be out the first quarter of 2016. After reviewing the data collected from the survey, the need for purchasing a lift equipped vehicle will be explored. Based on Aging Plan survey results, transportation is noted as an area of concern by for older adults throughout Bayfield County. Linda Barnes, CORE thanked Bayfield County for their continued support. CORE received $4000 in 2015 for their volunteer driver program and requested $5,000 for 2016. This increase has been incorporated into the budget for 2016. 2 Motion by Crandall to approve the 2016 Elderly and Disabled Transportation Assistance Program Application with changes, second by Sederholm. , Motion carried. Review and Consideration for Approval-2016-2018 Bayfield County Aging Unit Plan for Older People Linder reviewed the Executive Summary of the plan. A discussion on the focus areas followed. A brief synopsis of pages 19-26 was also discussed. Motion by Compton to approve 2016-2018 Bayfield County Aging Unit Plan for Older People, second by Schell, Motion carried. Review and Consideration for Approval – Elderly Nutrition Program Request for Transfer of Funds – Title III-C1 to Title III-C2 Linder noted that a waiver is required to transfer Elderly Nutrition Program funds of Title III C1 (Congregate Meals) to Title III C2 (Home Delivered Meals). Bayfield County continues to do this on a regular basis. $11,995 has been requested to be transferred. No change in services are planned at this time. Motion by Compton to transfer funds from Title III C1 to Title III C2, second by Crandall, Motion carried. Review and Consideration for Approval – 2016 Elder Abuse Direct Service Funds Application Linder reviewed the 2016 Elder Abuse Application. Total allocation is $9,900.00. This is the same amount as last year. Motion made by Crandall to approve the 2016 Elder Abuse Direct Services Application-Budget, second by Carver. Motion carried. Consideration for Approval – 2016 Alzheimer’s Family Caregiver Support Program Linder reviewed the 2016 Alzheimer’s Family Caregiver Support Program (AFCSP) budget report. The 2016 allocation is $5,521 which has increased slightly from 2015. The allocation can only serve 1-2 households as the maximum amount payable to an eligible person is $4,000. Motion by Crandall to approve the AFCSP 2016 Budget Report, second by Sederholm. Motion carried. Review and Consideration for Approval – Proclamation for National Caregiver’s Month Linder provided committee with a Proclamation for National Caregiver’s Month. November is designated as National Caregiver Month. Motion by Crandall to approval proclamation, second by Sederholm. Motion carried. Close the Floor to Public Comment on the 2016-2018 Bayfield County Aging Unit Plan for Older People & 2016 Elderly and Disabled Transportation Assistance Program Application Chairman Carver closed the floor for public hearing. Nutrition Program Updates A. Shortage of Substitute Drivers – There has been a shortage of sub drivers; Linder reported that interviews with four individuals recently took place. All candidates will be considered. ADRC Updates A. 172 Decision Points on Redesign of Family Care – Review and discussion took place. Advocacy Updates 3 Linder distributed information for a Community Listening Session on Alzheimer’s and Dementia hosted by Representative Beth Meyers; it will be on Wednesday, November 11, 2015 at the Northern Great Lakes Visitors Center from 11:00 a.m. to 1:30 p.m. Other (Informational Items) A. Staffing Update – Additional Social Worker Aid position has been approved to support Aging and Disability Services Unit. Future Meeting Date(s) Meeting tentatively scheduled for December 7th has been cancelled.
