HomeMy WebLinkAboutAging & Disability Advisory Committee - Minutes - 5/16/2016 1 BAYFIELD COUNTY DEPARTMENT OF HUMAN SERVICES AGING AND DISABILITY SERVICES ADVISORY COMMITTEE Courthouse Conference Room A May 16, 2016 3:00 p.m. Committee Members Present: Richard Compton, Kathryn Grafsgaard, Martha Oie, Jeremy Oswald, Betty Schell Committee Members Excused: Patricia Carver Committee Member Absent: Kenneth Jardine, Red Cliff Elder Program Representative Staff Present: Carrie Linder, Jane Cook, Michele Reiswig Call to Order and Introductions Linder called the meeting to order at 3:05 p.m. Introductions were made. Review of the March 21, 2016 Minutes Motion by Oie to approve the minutes, second by Schell. Motion carried. Election of Vice Chairman Item was tabled till next meeting on July 18, 2016. 2015 Aging Unit Self-Assessment-GWAAR Response Linder reviewed letter from Pam Van Kampen, GWAAR on the 2015 Aging Unit Self-Assessment. The self-assessment is reviewed to measure the progress of the planned goals and outcomes as well as the agency’s compliance with the Wisconsin Elders Act. The assessment is also a way to showcase the accomplishments of the agency. Overall, Bayfield County has done a phenomenal job of achieving the 2013-2015 3-yr plan goals. It was recommended to add additional information to our website in a few areas such as Family Caregiver Support, Supportive Home Care & Chore Services, Alzheimer’s disease, Advance Directives and Evidence-Based Programming. Jeremy Oswald arrived at 3:23 p.m. and introductions were made. Michele Reiswig arrived at 3:30 p.m. Recognition of World Elder Abuse Awareness Day Michele Reiswig presented information on World Elder Abuse Awareness Day. Ashland & Bayfield County Human Service Departments are hosting a Community Forum and Information Session to raise awareness on elder abuse. The event will be held at the Northern Great Lakes Visitor Center on Wednesday, June 15, 2016 from 4:00 p.m.-6:00 p.m. Michele noted that there are several types of elder abuse: physical abuse; emotional abuse; financial abuse; sexual abuse; exploitation; neglect; abandonment; and self-neglect. Elder abuse can occur anywhere – in the home, in nursing homes, or community settings. It affects seniors across all socio-economic groups, cultures and races. Based on available information, women and “older” individuals are most likely to be victimized; dementia is a significant risk factor; mental health and substance abuse issues – of both abusers and victims – are also risk factors. Isolation can also contribute to risk. If you suspect elder abuse, report your concerns. To report suspected abuse in the community contact the Bayfield County Department of Human Services. Remember: You do not need to prove that abuse is occurring; it is up to the professionals to investigate the suspicions. 2 Nutrition Program Updates A. Policy and Procedure for Restaurant Meal Sites – WIDHS has drafted new language to bring restaurant sites to be in compliance. The congregate nutrition program being offered through the Time Out Restaurant is considered out of compliance. This will be addressed with the hiring of the new Social Work Aid position as necessary duties to become compliant will be added. B. Review number of meals served for first quarter – Congregate and home delivered meals served from January-March 2016 were compared with the number of meals served from January-March 2015. Congregate Meals are up roughly 5% and home delivered meals are down approximately 5%. Of particular note is a decrease in the number of Family Care meals purchased, which results in roughly $4780 less in revenue. C. ENP Survey – The annual survey will be sent out to all home delivered consumers and congregate meal sites. ADRC Updates A. Transition/Orientation Plan for new employees. - Linder reported that two positions are in the process of being filled. Jack Holevatz, A&D Services Specialist has tended his resignation as of July 8, 2016; he is pursuing higher education. A new Social Worker Aide position will be added to the section with a start date of July 5, 2016. Both positions have been posted at the same time to ensure the appropriate person is hired for the appropriate position. Pam Van Kampen will be here to provide orientation to the new and current staff in July. Advocacy Updates At the March meeting, Linder reviewed the Executive Summary of the Family Care/Iris 2.0 Concept Paper. Also attached were 2 pages of the coalition response, “Keep Our Care at Home.” After review and brief discussion; the suggestion was to present a resolution requesting the Joint Finance Committee to delay the adoption of the concept paper until further details were provided. The resolution was created and presented to the Human Services Board for approval and action. The HS Board approved the resolution and will go before the County Board for their consideration on May 31, 2016. Other (Informational Items) A. Dementia Capable Training for Crisis Response Personnel – To be held on May 25, 2016 from 1:00 p.m.-4:00 p.m. at the Northern Great Lakes Visitor Center and 6:00 p.m.-9:00 p.m. at the Bayfield County Emergency Operations Center. B. Hoarding Training for I-Team and Mental Health Professionals – Plans are to have this training sometime in September or October.
