HomeMy WebLinkAboutAging & Disability Advisory Committee - Minutes - 7/18/2016 1 BAYFIELD COUNTY DEPARTMENT OF HUMAN SERVICES AGING AND DISABILITY SERVICES ADVISORY COMMITTEE Courthouse Conference Room A July 18, 2016 3:00 p.m. Committee Members Present: Patricia Carver, Richard Compton, Kathryn Grafsgaard, Martha Oie, Betty Schell Committee Members Excused: Jeremy Oswald Committee Member Absent: Kenneth Jardine, Red Cliff Elder Program Representative Staff Present: Carrie Linder, Jane Cook, Ann Marie Mackin Call to Order and Introductions Carver called the meeting to order at 3:04 p.m. Introductions were made. Review of the May 16, 2016 Minutes Motion by Compton to approve the minutes, second by Schell. Motion carried. Oie arrived at 3:05 p.m. Election of Vice Chairman Nominations opened for Vice Chairman. Martha Oie nominated Dick Compton. Nominations closed. Motion by Oie to approve Dick Compton for Vice Chairman, second by Schell. Motion carried. Alzheimer’s Family Caregiver Support Program-Update by Ann Marie Mackin Mackin distributed information on the Alzheimer’s Family Caregiver Support Program. The Alzheimer’s Family Caregiver Support Program (AFCSP) was created in 1985 and is a state funded program. It was created to make services available for people with Alzheimer’s disease and their caregivers. A signed physician’s statement diagnosing a form of dementia is required for eligibility in this program. Annual income of person and spouse must be $48,000 or less; there is no asset limit. The person must not be receiving or eligible to receive Family Care. Maximum allowed allocation per eligible individual is $4,000. Linder talked about the Memory Diagnostic Clinic; this clinic is held on the 3rd Wednesday of the month and a referral from a physician is not needed. Patient and significant other (caregiver) are both involved. One fee is assessed for all four service steps: Assessment with RN, Cognitive Testing, Physical Analysis Diagnosis and recommendations. Contact person is Candace Kolenda at Essentia Health. Various informational materials were distributed. Mackin left at 3:43 p.m. Nutrition Program Updates A. Customer Service and General In-Service Training for ENP staff will take place on July 25 – Pam Van Kampen will be at Bayfield County to provide this service training module. B. Review number of meals served for second quarter – Congregate and home delivered meals served from April-June 2016 were compared with the number of meals served from April-June 2 2015. Congregate Meals are up, home delivered meals and Family Care meals are down. Linder briefly provided members with an update on the flooding situation which affected the delivery of HDM meals, which were suspended for one day and then resumed on Wednesday, July 13th 2 consumers were not accessible so did not receive meals for the week; both are Family Care participants and coordination through the local office took place to ensure their needs were met. C. Reviewed options that may need to be implemented for Washburn Congregate Meal Site – Distributed a breakdown on the number of meals served at the Time Out from 2010-2016. A change to serve meals at this site from five meals to four was implemented February 1, 2011. Even with this change the number of meals served has continued to increase. This is currently causing a projected $10,000 deficit for this program. A meeting between Gary Betley, Owner of Time Out Restaurant, Elizabeth Skulan and Linder took place to review concerns and brainstorm options to address the matter. Three options were developed: 1) Discontinue meals for August and resume in September; 2) Reduce number of days served to 3; or 3) Begin a reservation system (call day before prior to meal and then cap number of meals). Gary Betley indicated that if a day were to be eliminated, Friday would be his preference. Linder submitted the three suggestions to Pam Van Kampen, GWAAR for consideration and feedback. Pam felt that Option 2 was preferable. A waiver update would be needed for the change. Further discussion by the ADAC Committee Members felt that M-W-F to serve meals would be best. This would reduce the number of day’s in-between service. Linder will set up a public session for consumers on July 25, 2016. ADRC Updates A. Jack Holevatz, A&D Services Specialist last day was July 8, 2016; he provided orientation and training to his replacement. Lindi Olson. The Social Worker Aide position is still not filled at this time. Advocacy Updates A. SHIP Funding – Briefly reviewed GWAAR Legislative Alert information about the funding cuts for the State Health Insurance Assistance Program (SHIP). Linder recommended that committee members contact their U.S. Representative to let them know how important SHIP funding is used in Wisconsin and why it is so important to invest in the program, not to eliminate it. Other (Informational Items) A. Security Health Grant – Linder noted that she applied for a grant for $15,000 and was awarded the funds to further enhance evidence based programs and health promotion activities. B. People First Round Table Discussion – Was held July 15, 2016. Discussion focused on the proposed changes to IRIS and Family Care, and what future changes may mean to consumers who depend on those services.
