HomeMy WebLinkAboutAging & Disability Advisory Committee - Minutes - 9/18/2017 1 BAYFIELD COUNTY DEPARTMENT OF HUMAN SERVICES AGING AND DISABILITY SERVICES ADVISORY COMMITTEE Courthouse Conference Room A September 18, 2017 4:00 p.m. Committee Members Present: Karen Anderson, Patricia Carver, Jeremy Oswald Committee Members Excused: K. Grafsgaard, Red Cliff Elder Representative, Betty Schell Committee Member Absent: None Staff Present: Carrie Linder, Elizabeth Skulan, Jane Cook Others Present: None Call to Order and Introductions Carver called the meeting to order at 4:00 p.m. and introductions were made. Review of the July 17, 2017 Minutes Motion by Oswald to approve the minutes, second by Anderson. Motion carried. Review and Possible Recommendation of Citizen Applications for Committee Citizen application from Doug Defoe, NCIL representative was presented for consideration. Resume provided additional information at meeting. Motion by Oswald to approve Doug Defoe to serve as a member of the ADAC, second by Anderson. Motion carried. Carrie noted that she is continuing to look for a representative for the southern part of the county. Nutrition Program Updates A. Port Wing Meal Site – The new congregate meal site will be located at the Bear Paw Restaurant; soft opening will take place on Tuesday, October 3rd from 2:00-4:00 p.m. Carrie met with the owner of Bear Paw to review meal requirements, menus, processes and procedures and expectations of both parties. Interviews were held for the Meal Site Facilitator position; it is still open to encourage additional applicants interested in being substitutes for the position. B. Barnes Nutrition Site Survey – A survey was distributed to individuals of the Barnes Meal Site who attended during the time period of May, 2016 through May 2017. Results were tabulated and presented at a listening session at Barnes meal site. About 15 participants attended. Good feedback. Results were provided to the Barnes Meal Site Facilitator, Dana Hodowanic. C. Request for Transfer of Allocations between C-1 and C-2 Funding Sources – Each year we have the opportunity to transfer Title III C-1 (congregate) funds to Title III C-2 (home delivered) funds. Process includes review and approval by the committee and GWAAR staff. Bayfield County continues to do this on a regular basis and $12,176 has been requested to be transferred. D. Review number of meals served in 2nd Quarter of 2017 – Brief review of meals. Other (Informational Items) A. Specialized transportation services update – A survey of county residents will occur in 2017; copy of the transportation survey was provided. The intent is to determine feedback from residents and use the data to improve upon or transform what transportation services are 2 currently in place throughout Bayfield County. Linder has met with Professor Kevin Schanning and staff from the Center for Rural Communities to execute a transportation survey with a random sample of Bayfield County residents, with a focus on elderly and low income citizens. Dr. Schanning will execute this work by engaging his Research Methods students as well as Research Assistants at the Center for Rural Communities (CRC). The CRC will also provide computer assisted telephone interviewing capacity. Dr. Schanning and student research assistants will develop a report summarizing results. This has been included in the 2017 Transportation Budget and approved by the DOT. Completion by end of year. Linder distributed a proposal for the project. B. 2018 ENP Contracts – Contracts for 2018 are going out as a RFP (Request for Proposal). A vendor meeting will be held prior to RFP submissions to inform providers of any upcoming changes. 2018 changes include ½ of offered grains must be whole grain and 1 additional serving of fruit and/or vegetable. Foods being served will be healthier. Barnes has been offering a vegetarian option and starting in October, vegetarian options will be offered to home delivered meals participants. C. Red Cliff Health Fair 2017 – Will be held on Thursday, September 21, 2017 from 10:00 a.m. to 1:00 p.m. This will be about Medicare; a representative from the local SSA field office will give a presentation via video conferencing and the BCDHS Elder Benefit Specialist will attend to offer informational support. Additional items discussed but not included on the agenda included an Alzheimer’s Family Education Calendar; a WAN Advocacy Brief; and information from North Lakes on the health center funding cliff for informational reading.
