Call to Order and Introductions
Carver called the meeting to order at 4:05 p.m. and introductions were made.
Review of the September 18, 2017 Minutes
Motion by Oswald to approve the minutes, second by Anderson. Motion carried.
Opportunity for Public Comment (Limit 3 minutes per person)
Open the Floor for Public Hearing-Carver opened the floor for public comment.
Opportunity for Public Comment on the 2018 DOT Specialized Transportation Assistance
Program- No public comment at the time of the hearing.
Discussion and Possible Action-Review 2018 County Elderly and Disabled Transportation
Assistance Program Application
Clarification on the application, as it states it is for 2017 but is 2018; it is a template password
protected by WIDOT. Additional funding was approved through the Governor’s budget for 2018;
amounts are reflected on the total budget. Trust Fund Spending Plan for 2017 and 2018 includes a
planning and managerial study of the current transportation system in place in Bayfield County.
Implementation of findings will take place in 2019. A partnership with Northland College, Center for
Rural Communities, and Center on Wisconsin Strategy will assist with further developing the survey
instrument, execution of the survey and a summary of the findings. Expenses are estimated at
$11,000 with an additional $5,000 of in-kind match. Linder reached out to transportation providers to
inquire if they had or have any capital improvements that would improve current transportation
services for older adults and individuals with disabilities in Bayfield County.
Oswald noted that they are looking for a new BART director and asked if he could get some feedback
from Linder on the new hiring for that position. Doug Defoe offered some resources to Oswald at the
time of the meeting. Linder to follow-up with Oswald on the request.
Motion by Oswald to approve the 2018 S.85.21 County Elderly and Disabled Transportation
Assistance Program Application, second by Defoe. Motion carried.
Discussion and Possible Action-Review and Possible Recommendation of Citizen Application
for Committee-Suzanne Rooney
Citizen application from Suzanne Ronney was presented for consideration.

Motion by Grafsgaard to approve Suzanne Rooney to serve as a member of the ADAC, second by
Schell. Motion carried.
Discussion and Possible Action-Review and Possible Recommendation of 2018 Bayfield
County Aging Unit Budget
Linder highlighted budget changes from 2017 to 2018 and discussed the need for the Waiver to
transfer funding from C1 to C2, which results in a transfer of $122,226 from congregate meals to
home delivered meals. Agencies can transfer up to 40% of funding between sources upon approval
of the area agency. There are no changes or negative effects for congregate meals with this transfer.
Motion by Anderson to approve transfer of C1 to C2 funding and the 2018 budget, second by Schell.
Motion carried.
Discussion and Possible Action-Review and Possible Recommendation of RFP’s received for
2018 Elder Nutrition Program
The deadline for RFP’s was Thursday, November 30, 2017. To date, three proposals were returned:
Bear Paw Café, Chartwell’s Dining Services, and Time Out Restaurant. Vendors Hyde’s on Buskey
Bay, Lakewood’s Resort and Red Cliff Elderly Nutrition Program indicated that they intended to
continue to provide services but due to oversight did not submit RFP in a timely fashion. Linder noted
that she held a vendor meeting to inform providers of the upcoming changes to the meal pattern.
2018 changes include ½ of offered grains must be whole grain; 1 additional serving of fruit and/or
vegetable. Summary sheets of submitted RFP’s were distributed, reviewed and discussed. A
significant increase in per meal cost was received by the Time Out Restaurant. Current meal cost is
$6.50/meal and 2018 cost submitted is for $7.20/meal, which is a 10.75% increase. Discussion took
place. Linder was directed to negotiate the per meal price with Time Out owner. Recommendation
by Oswald to accept RFP’s presented with a 3% to a 5% range only and any outstanding RFP’s
submitted to be reviewed by Linder with the option to reconvene as needed.
Nutrition Program Updates
A. Nutrition Program Assessment – Tabled to next meeting.
B. Review of Port Wing Meal Site – 110 consumers and 216 meals were served at the Bear Paw
Restaurant for the month of October.
C. Review number of meals served in 3rd Quarter of 2017 – Brief review of meals.
ADRC Updates
A. APS Referrals – Linder reviewed. Looking to improve process between the ADRC of the North
and counties.
B. Youth Transitions – Linder reviewed. Looking to lead a more family friendly transitional process.
Advocacy Updates
A. Linder briefly reviewed bills being presented in the Alzheimer’s and Caregiver bill package on
Tuesday, December 12, 2017.
Close the Floor to Public Comment on the 2018 DOT Specialized Transportation Assistance
Program - Motion by Oswald to close floor, second by Defoe. Motion carried.
Future Meeting Dates 2018
Next meeting: January 15, 2018. 2018 dates included in packet information.
