HomeMy WebLinkAboutAging & Disability Advisory Committee - Minutes - 9/17/2018 1 BAYFIELD COUNTY DEPARTMENT OF HUMAN SERVICES AGING AND DISABILITY SERVICES ADVISORY COMMITTEE Courthouse Conference Room B September 17, 2018 3:00 p.m. Committee Members Present: Karen Anderson, Lynette Benzschawel, Doug Defoe, Alan Filipczak, Tom Gordon, Suzanne Rooney, Betty Schell Committee Members Excused: Kathryn Grafsgaard Committee Member Absent: None Staff Present: Carrie Linder, Jane Cook Call to Order and Introductions Gordon called the meeting to order at 3:02 p.m. and introductions were made. Discussion and Possible Action-Review of the July 16, 2018 Meeting Minutes Linder noted that the Nutrition Advisory Council (NAC) meeting has been postponed until December 3, 2018. Motion by Schell to approve the July 16, 2018 Minutes, second by Anderson. Motion carried. Discussion and Possible Action-Review Draft Bayfield County 2019-2021 Aging Plan Linder provided 16 pages of additional plan information for members. Bullet points discussed. No action required at this time for the Aging Plan. Linder discussed goals for the plan period. There will be no public hearing for the Aging Plan at the December meeting. Instead, public hearings will be held at two senior meal sites on Thursday, October 11, 2018 t the Iron River Community Center and Wednesday, October 17, 2018 at the Benoit Community Center. ADAC meeting on December 3, 2018 will include a final version of the Aging Plan. Discussion and Possible Action-Public Transit-Human Services Transportation Coordination Plan for Ashland, Bayfield and Price Counties Review of the 5-year plan. Linder referred to the overview information. Federal transit law as amended by SAFETEA-LU (2005), continued in MAP-21 (2012) and the FAST Act (2015) requires that projects selected for funding under the Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program be “derived from a locally developed, coordinated public transit- human services transportation plan” and that the plan be “developed through a process that includes representatives of public, private, and non-profit transportation and human services providers and participation by members of the public.” Plan focuses on common transportation needs between Ashland, Bayfield and Price counties. Discussion and Possible Action – 2019 Aging Programs Budget Linder distributed the 2019 Aging Unit Budget itemizing budget funding per expenditure category. Larger funding areas include home delivered meals, congregate meals and legal/benefit assistance. Not much change from 2018 to 2019. Because the final county budget is not yet approved, there may be minimal changes; if so, it will be revisited at December meeting. Motion by Defoe to approve the 2019 Aging Programs Budget, second by Rooney. Motion carried. 2 ADRC Updates A. Enrollment Packet Pilot Linder discussed the WIDHS focus on greater consistency for various forms utilized for options and enrollment counseling for publically funded Long-Term Care programs. Lindi Olson, Aging and Disabilities Services Specialist is the key staff participating in this project. Other (Informational Items) A. UW-Extension Week, October 7-13, 2018. Programs being held during the week are presented by UW-Extension Educators in Ashland and Bayfield Counties. Two sessions of note include creative housing options and rethinking aging. Future Meeting Dates 2018 Next meeting: December 3, 2018 (Nutrition Council meeting begins at 2:00 p.m., ADAC meeting begins at 3:00 p.m.) Adjournment Motion by Defoe to adjourn meeting at 4:12 p.m., second by Schell.
