HomeMy WebLinkAboutAging & Disability Advisory Committee - Minutes - 12/3/2018 1 BAYFIELD COUNTY DEPARTMENT OF HUMAN SERVICES AGING AND DISABILITY SERVICES ADVISORY COMMITTEE Courthouse Conference Room B December 3, 2018 3:21 p.m. Committee Members Present: Karen Anderson, Lynette Benzschawel, Doug Defoe, Alan Filipczak, Tom Gordon, Suzanne Rooney, Betty Schell Committee Members Excused: Kathryn Grafsgaard Committee Member Absent: None Staff Present: Carrie Linder, Jane Cook Call to Order and Introductions Gordon called the meeting to order at 3:21 p.m. and introductions were made. Discussion and Possible Action-Review of the September 17, 2018 Meeting Minutes Motion by Defoe to approve the July 16, 2018 Minutes, second by Schell. Motion carried. Discussion and Possible Action-Review Final Bayfield County 2019-2021 Aging Plan and 2019 Aging Budget Linder indicated that public hearings were held at two senior meal sites on Thursday, October 11, 2018 at the Iron River Community Center and Wednesday, October 17, 2018 at the Benoit Community Center. Linder reviewed key input from the public hearings. Motion by Defoe to approve the Final 2019-2021 Aging Plan, second by Schell. Motion carried. Linder reviewed the Elderly Nutrition Program Request for Transfer of Allocations between Funding Sources included in the 2019 Budget. Each year we can transfer Title III C-1 (congregate) funds to Title III C-2 (home delivered) funds. The process includes review and approval by the committee and GWAAR staff. Bayfield County continues to do this on a regular basis and $12,226 has been requested to be transferred. Agencies can transfer up to 40% of funding between sources upon approval of the area agency. There are no changes or negative effects for congregate meals with this transfer. Motion by Anderson to approve transfer of C1 to C2 funding, second by Ronney. Motion carried. Discussion and Possible Action-2019 S.85.21 Elderly and Disabled Transportation Assistance Program Application Linder reviewed the County Elderly & Disabled Transportation 2019 Project Budget Summary sheet. Project funding by revenue sources include $72,389 from State allocation, $14,478 county funds. Linder discussed the plan to use Trust Fund Spending for various associated project costs including the Transportation Survey Project, hosting a Transportation Summit, providing local match for the electric bus (Washburn Project) and local match for the charging station (Washburn Project), a Trishaw (bike unit) Pilot with Northern Lights. Funding is estimated at $33,000.00, with some costs to be determined and will be spent down from the trust fund over the next year. Motion by Benzschawel to approve the 2019 S.85.21 County Elderly and Disabled Transportation Assistance Program Application, second by Filipczak. Motion carried. 2 Discussion and Possible Action – 2019 Alzheimer’s Family Caregiver Support Program Application (AFCSP) Linder reviewed the 2019 Alzheimer’s Family Caregiver Support Program (AFCSP) application. Total allocation is $9,793 Motion by Defoe to approve the 2019 Alzheimer Family Caregiver Support Program (AFCSP) Application, second by Rooney. Motion carried. ADRC Updates A. Regional Coordinator-Position Update. The ADRC Regional Coordinator, Barb Peterson, will retire December 31, 2018. Currently advertising for a replacement. B. 2019 Budget Linder briefly discussed C. ADRC Customer Service Survey Results Linder participated in a phone conference discussing the survey results. Overall the ADRC is doing a great job. Customer service satisfaction is high. The model has proven to be successful. Advocacy Updates Sue Rosa, DHS Citizen Board Member has been a caregiver herself and works with the Caregiver Challenge, a group that has begun meeting to address caregiver workforce issues. She is a member of the Public Advocacy Action Team. Other (Informational Items) A. Erin Clark, Northern HDM Route Driver has submitted her resignation with her last day December 5, 2018. The position has been filed. Kelly Kiggins will start on December 10, 2018. Former retired Bayfield County employee Tom Moran has been hired as a casual van driver who started November 29, 2018.
