AGING AND DISABILITY SERVICES ADVISORY COMMITTEE

Call to Order and Introductions
Linder called the meeting to order at 4:25 p.m. and introductions were made.
Discussion and Possible Action-Review of the September 16, 2019 Meeting Minutes
Motion by Ray to approve the September 16, 2019 Minutes, second by Schell. Motion carried.
Open the Floor for Public Hearing or Public Comment (Limit 3 minutes per person)
Motion by Ray to open floor for public hearing or public comment, second by Benzschawel. Motion
carried.
Opportunity for Public Comment on the 2020 s.85.21 Specialized Transportation Assistance
Program
Discussion and Possible Action-Review 2020 s.85.21 Specialized Transportation Assistance
Program
Linder reviewed the 2020 s.85.21 County Elderly and Disabled Transportation Assistance Application.
Discussion on the Trust Fund Spending Plan and the 2020 Project Budget Summary sheet. Project
funding by revenue sources include $79,889 from State allocation, $15,978 county funds. Trust Fund
spending to be used for various associated projects costs including providing local match for the
electric bus (Washburn Project), Planning and Managerial Study, a Trishaw (bike unit) pilot for
Northern Lights. Funding is estimated at $37,915 with some costs to be determined and will be spent
down from the trust fund over the next year.
Motion by Ray to approve the 2020 s.85.21 County Elderly and Disabled Transportation Assistance
Program Application, second by Oie. Motion carried.
Discussion and Possible Action – Review 2020 Elder Abuse Grant Application
Linder reviewed the 2020 Elder Abuse Grant Application. This is an annual application. Total
application is $9,900. This is the same amount as last year.
Motion by Bennzschawel to approve the 2020 Elder Abuse Grant Application, second by Rooney.
Motion carried.
Discussion and Possible Action – Review 2020 Aging Program Budget
Linder highlighted budget changes. Brief discussion on waiver to transfer funding from C1 to C2
which results in a transfer of $13,104 or 20% from congregate meals to home delivered meals.

Agencies can transfer up to 40% of funding between sources upon approval of the area agency.
There are no changes or negative effects for congregate meals for this transfer.
Motion by Ray to approve 2020 Aging Program Budget, second by Schell. Motion carried.
Discussion and Possible Action – Review 2020 Alzheimer’s and Family Caregiver Support
Program (AFCSP) Application
Linder reviewed the 2020 AFCSP Application. This is an annual application. Total application is
$9,928. Two households to be enrolled and served in the coming year.
Motion by Schell to approve the 2020 Alzheimer’s Family Caregiver Support Program Application,
second by Benzschawel. Motion carried.
ADRC Updates
A. Options Counseling
Covers explaining options to clients looking for long term care. State testing of I & A staff.
B. Scorecard
This has been in the works. State has taken a survey on Family Care and IRIS participants and
turned the data into a scorecard for comparison on MCO’s.
C. Time and Task Reporting
Will be using another program for time and task reporting. State sanctioned workbook program
known as WellSky. Nightingale Notes has ended and expect a savings of about $10,000/year.
D. Financial status of regional budget
ADRC regional budget will be about 2/3 funded. Any overbudget funding will come out of the
contingency fund.
Advocacy Updates
A. Governor’s Task Force on Caregiving
Information provided in packet information.
Linder also mentioned an advocacy item that occurred in our county. Committee member Betty
Schell spoke about how the community walking area at Northern Lights was closed due to a
plumbing issue last year. There were no plans to reopen this area. A petition was started to
reopen this area, about 200 signatures were collected, and it was submitted. At an open house
for the new administrator and staff, the director was present along with Northern Lights Board
Members. The Director indicated that the area would be reopened as soon as the floor was fixed.
Reopened earlier but consumers using the area were required to sign a waiver and a new
entrance to the area was assigned. Advocacy for the community walking area was carried out
with diplomacy and respect and the petition was non-confrontational to support the need.
