HomeMy WebLinkAboutForestry & Parks Committee - Minutes - 4/1/2009BAYFIELD COUNTY FORESTRY COMMITTEE Wednesday, April 1, 2009 County Board Room Bayfield County Courthouse, Washburn, Wisconsin Members Present: David Good, Chairman of the Committee, Marco Bichanich, Kenneth Jardine and William Kacvinsky. Shawn Miller made notification of his absence. Staff in Attendance: Paul Lundberg, Administrator, Steve Probst, Assistant Administrator, Jason Bodine, Forester and Barbara Suminski, Office Manager. Other in Attendance: Tim Davis, DNR Liaison. The meeting was called to order by Chairman Good at 6:00 PM Meeting minutes: On a motion by Bill Kacvinsky to approve the February 4, 2009 meeting minutes and seconded by Marco Bichanich the motion was approved and carried. Financial Report: Paul Lundberg shared the February gross timber sale receipts with the Committee on a seven year comparison fact sheet. The Committee also received the current Expense/Budget Performance Report and a report on the ten percent Timber Sales Paid to the townships. The Chairman suggested that in CY 2010 that the staff delivers the payments to the Townships at their meetings. A motion to accept the financial reports as presented was made by Bucky Jardine and seconded by Bill Kacvinsky and the motion was approved and carried. Presentation: Todd A. Naas, Wildlife Biologist, DNR, gave a presentation on the CY2008 Bayfield County Openings Maintenance Report. Mr. Naas also gave information in regard to the CY 2009 proposal. On a motion by Bill Kacvinsky to place the reports on file and seconded by Marco Bichanich the motion was approved and carried. Request: Chequamegon Area Mountain Bike Association is requesting the approval of a Land Use Permit for the dates of June 12th through June 14th, 2009. On a motion by Bucky Jardine to approve the request and seconded by Marco Bichanich the motion was approved and carried. Request: Trails North ATV Club was requesting permission to maintain Flag Road located between Battle Axe Road and the Flag River in the Town of Port Wing. They would like to keep the surface graded and maintained to avoid accidents due to washouts that occur due to storms and ATV traffic. Marco Bichanich made a motion to approve the request and Bucky Jardine seconded and the motion was approved and carried. Request: The Bayfield County ATV Club Association was requesting to use the three mile fire break which runs from Weldon Road west to More Road in the Town of Barnes. This access would allow ATV traffic to avoid motorized traffic along Island Lake Road and also legal access to road routes from Weldon and Hall roads. The ATV Club would grade and keep the area free of obstructions on an as needed basis. On a motion by Bill Kacvinsky to approve the request and seconded by Bucky Jardine the motion was approved and carried. Town Road Funding: The proposal presented to the Committee would assist Townships with funding for maintenance of Town roads that provide access to County Forest land. After discussion Chairperson Good suggested that the proposal state that once the Forestry Department reaches 101 percent of the budget that the criteria for budget selection and the Town proposals be brought before the Committee for final approval and that the Town Road Funding could begin in CY 2010. On a motion by Bucky Jardine to approve the proposal with the stated changes brought forward by the Chairperson and Marco Bichanich seconded the motion and the motion carried. Spring Timber Sales: The CY 2009 Spring Timber Sales were brought to the Committee for approval with the date of May 6, 2009 for bid opening. On a motion by Bill Kacvinsky to approve the 2009 Timber Sales and bid opening and seconded by Bucky Jardine the motion was approved and carried. Other Business: Chairperson Good informed the Committee that Paul Lundberg, Administrator had submitted his letter of retirement. Paul Lundberg also informed the Committee that tree planting would begin sometime around April 16, 2009.
