Special Meeting
Monday, September 28, 2009
County Board Room
Bayfield County Courthouse, Washburn, Wisconsin
Members Present: David Good, Chairman of the Committee, Marco Bichanich, Kenneth
Jardine, William Kacvinsky and Shawn Miller.
Staff in Attendance: Jason Bodine, Administrator, Steve Probst, Assistant Administrator,
Mike Amman, Forester and Barbara Suminski, Office Manager.
Other in Attendance: Steve Coffin, DNR Liaison.
The meeting was called to order by Chairman Good at 5:00 PM
Timber Sale Contract Termination/Resale Update: The administrator informed the
Committee that the termination of Contracts has been completed and that seven sales will be
reoffered and two will be retained and made into larger sales. The Timber Sale offering of
seized wood products went well with four loggers bidding. The Committee also received a
summary of volumes and values of the terminated Lipka contracts.
Performance Bond Retention Standard: After some discussion in regard to the motion at the
September 2, 2009 Committee Meeting setting a retention standard, the administrator was
requesting possible Committee action on a slight revision to the standard presented at the
September meeting and passed on motion. The new retention standard requested for approval is
as follows: Any extensions applied to the original total bid price will be used to determine the
“new” terminated total bid price (currently, 5% over original bid price for the first year extension
and 15% over the original bid price for the second and final one year extension). On a motion by
Shawn Miller to approve the revised retention standard and seconded by Marco Bichanich the
motion carried unanimously.
Forestry Department Annual Activities: The Forestry Administrator presented a report on the
Bayfield County Forestry Department with an overhead display and handout follow-along. The
presentation and discussion dealt with the activities of the Department on an annual basis, which
included ways to deal with the deficit. Information shared were harvest goals, reconnaissance
updates and accomplishments, harvest accomplishments, time standards for timber sale
establishment, foresters work time, harvest goals by species, comparison of standards between
Bayfield County and the DNR, goals within County time standards, distribution of annual
activities of foresters in a calendar year, establishment of goals for CY 2010, restructure of time
for savings, potentials after Departmental restructure, life of a Timber Sale Contract, estimated
revenues.

There was open discussion and question sharing during the process of the presentation with the
Committee.
On a motion by Bill Kacvinsky and seconded by Marco Bichanich the meeting adjourned at 6:30
P.M.
The next Committee Meeting will be held on October 7, 2009 at 5:00 P.M. in the County Board
Room.
