County Board Room Bayfield County Courthouse, Washburn, Wisconsin Members Present: David Good, Chairman of the Committee, Marco Bichanich, Kenneth Jardine. William Kacvinsky and Shawn Miller were absent. Staff in Attendance: Jason Bodine, Administrator, Steve Probst, Assistant Administrator, And Barbara Suminski, Office Manager. Other in Attendance: Steve Coffin, DNR Liaison. The meeting was called to order by Chairman Good at 5:10 PM Approve Minutes: On a motion by Marco Bichanich and seconded by Kenneth Jardine the meeting minutes for September 2, 2009 and September 28, 2009 were approved and motion carried.. Monthly Financial Report: On a motion by Marco Bichanich and seconded by Kenneth Jardine the Department Financial Report and Timber Sale Revenue Report were approved as received and motion carried. Representatives of the Towns of Bayfield and Russell regarding the Sand River Pit. The representatives were not present for the evening meeting and the Agenda Item was tabled. Contractors in Breach. The Administrator shared with the Committee Members the current Contract language in cases where Contractors may have breached their Contracts. There was discussion regarding the process and Steve Coffin, DNR Representative shared with the Committee the DNR’s approach on the subject. After discussion a motion was made Marco Bichanich that, “A Purchaser or any company controlled by the Purchaser deemed by the Seller to be in breach of said Contract may also be considered an irresponsible bidder and be banned from the opportunity to bid upon or obtain future timber sales of the Seller for a period not to exceed two 2) years from the date of determination of the breach of Contract”. The motion was seconded by Kenneth Jardine and the motion carried. Forest Certification Update: The Administrator shared a hand-out of the County Forest Certification CARs and shared information regarding the recent FSC and SFI County Forest Land recertification audit. A summary of the results included new corrective action requests (CAR), the status of older CAR’s and new opportunities for improvement. Also there was discussion regarding the final draft of the FSC US Forest Management Standard and the WCFA’s response. Page 2 – October 7, 2009 Forestry Committee Meeting Minutes Camping Request: The Administrator informed the Committee that he had received a request from Dan Rubik to erect a hunting shack of Bayfield County Forest Land from October 10th through November 28th of 2009. The Committee directed the Administrator to write a letter to Mr. Rubik informing him of the County Ordinance. Camping Permits: The Committee discussed the possible development of a camping permit and the Administrator shared information he has received regarding other counties and their restrictions and fee structure. On a motion by Bucky Jardine and seconded by Marco Bichanich the Administrator was directed to develop a camping permit policy with no fee attached and the motion carried. Fall Timber Sales: The Committee was presented with the listing of Fall Timber Sales and on a motion by Marco Bichanich to accept the listing as received and seconded by Bucky Jardine the motion carried. General Discussion Items: The Administrator informed the Committee of the status of terminated Contracts. Information was also shared in regard to the Heavy Equipment Trailer which would need to be replaced at some point in the future as it no longer can be used. The Committee was informed that Steve Probst was working to get the Firewood Permits on-line for the Department. There was discussion regarding the DNR Quarterly Report and Secure Rural Schools (SRS). The Committee was informed that Long-a-Load went very well in that 370 kids and teachers attended the one day event. The second day was cancelled due to rain. The Administrator also stated the he has not forgotten about the Access Management Plan and that it will be done.
