County Board Room, Bayfield County Courthouse, Washburn, WI
Members Present: David Good, Chairman of the Committee, Marco Bichanich, Kenneth Jardine,
William Kacvinsky and Shawn Miller.
Staff in Attendance: Jason Bodine, Administrator, Steve Probst, Assistant Administrator and Barbara Suminski,
Office Manager.
Others in Attendance: Steve Coffin, DNR Liaison and Rocky Tribovich, representing the Town of Russell in
regard to the Sand River Pit.
The meeting was called to order by Chairman Good at 6:00 P.M.
Approve Minutes: On a motion by Bucky Jardine and seconded by Shawn Miller the meeting minutes for
October 7, 2009 were approved and the motion carried.
Monthly Financial Report: On a motion by Bill Kacvinsky and seconded by Marco Bichanich the monthly
financial reports were approved as received.
County Conservation Aids Grant: The Administrator explained that funding for the Conservation Aid Grant
had not been approved until this past month. This is an annual grant from the State and the dollars available to
Bayfield County are $ 4,218.00. The eligible projects have a fish and wildlife emphasis and are a 50% match
funding. This Grant requires Committee approval. On a motion by Bill Kacvinsky and seconded by Marco
Bichanich to approve application for the Grant and the motion carried.
County Town Road Improvement Funding: The Administrator presented a proposed modification in the
funding for Town Road Improvement to provide an example of funding and emphasize that this is based
upon original gross timber sale revenues. Shawn Miller made a motion to accept the modified, “Funding for
Town Road Improvement”, and Marco Bichanich seconded the motion and the motion carried.
West Wisconsin Land Trust-Veitmeier Property Update: The Administrator discussed this parcel of land and
the proposal by West Wisconsin. After discussion by the Committee a motion was made by Bill Kacvinsky to
not offer funding and the motion was seconded by Marco Bichanich and the motion carried.
American Birkebeiner Request: The American Birkebeiner was requesting permission to use portions of
Bayfield County Forest as part of the Birkebeiner and Kortelopet race course scheduled for February 27, 2010.
A motion to approve the request was made by Marco Bichanich and seconded by Bucky Jardine and the
motion carried.
Representative of Town of Russell: Rocky Tribovich attended the meeting for discussion regarding the
Township concerns regarding the Sand River Pit. The Township has questions regarding the detail of the
reclamation plan. The Administrator was requested to bring to the Committee at their December 2, 2009
meeting all information that the Forestry Department has on the Sand River Pit.
General Discussion Items: The Administrator informed the Committee of the status of the terminated contracts.

There was discussion in regard to the replacement of the heavy equipment trailer and options to consider.
The Variable Acreage Loan has been approved. The Administrator informed the Committee that the annual
DNR Partnership meeting was held and shared with the Committee a summary of the agenda and the
corresponding discussions that were held along with the Administrators review of updates needed by the
Department.
Jason informed the Committee that he had met with Tourism and members of the Ashwabay Outdoor Education
Foundation to begin a work plan for the Jolly Trail system. Mark Abeles-Allison is working on an agreement
regarding Volunteers operating equipment owned by the County. In the next few weeks there will be another
meeting to finalize the work plan.
In regard to the Klessig Access Permit restructure the Administrator was directed to refer to the Bayfield
County Legal Counsel.
The Administrator discussed a possible revenue source regarding the use of gravel for the Highway 27
resurfacing project. The Administrator will get more information regarding this issue and bring it back to the
Committee.
Steve Coffin commented on the annual DNR Partnership meeting and stated that it was a beneficial meeting and
shared some of his insights on the future.
On a motion by Bucky Jardine and seconded by Marco Bichanich the motion passed and the meeting adjourned
at 7:30 P.M.
