County Board Room, Bayfield County Courthouse, Washburn, WI
Members Present: Marco Bichanich, Vice Chairman who presided, Kenneth Jardine, William Kacvinsky and
Shawn Miller. David Good, Chair, was excused for the evening meeting.
Staff in Attendance: Jason Bodine, Administrator, Steve Probst, Assistant Administrator and Barbara Suminski,
Office Manager.
Others in Attendance: Steve Coffin, DNR Liaison and Dave Thie, Director of the Ashwabay Outdoor
Education Foundation (AOEF).
The meeting was called to order by Vice-Chair Marco Bichanich at 6:00 P.M.
Approve Minutes: On a motion by Bill Kacvinsky and seconded by Shawn Miller the meeting minutes for
November 4, 2009 were approved and the motion carried.
Monthly Financial Report: On a motion by Bucky Jardine and seconded by Bill Kacvinsky the monthly
financial reports were approved as received.
Jolly Trail System: The Administrator provided information to the Committee associated with the Jolly Trail.
The Committee also received a summary of the grant monies used to create the trail system, copies of the
agreement with Jerry Jay Jolly for the use of the land and the Town of Bayfield for the maintenance of the
parking lot and restroom (this agreement is set to expire the end of December 2009). Also, the Committee
received copies of the recreational use permit that was established with AOEF and the ordinance addressing the
Jolly Trail. The Administrator shared with the Committee a copy of an annual work plan that he had been
working on with David Thie, AOEF Director. The Administrator stated that he was hoping to have a user
agreement in place in the very near future. After a good deal of discussion regarding maintenance of the trail
system and issues with use of the equipment and County liability the Committee made a motion to turn over
five items of equipment to the AOEF. A motion was made by Shawn Miller to turn ownership over to the
AOEF of one Alpine Twin Track Snowmobile, Alpine Tow behind Tiller, Plastic Culvert Roller-24inch, Ginza
Groomer and Battery Packs for the Ginza Groomer (2), the motion was seconded by Bucky Jardine and the
motion passed unanimously.
Sand River Pit: Jason explained to the Committee that he provided them with the official permit and
reclamation plan for the Sand River Pit. From his discussions with the Bayfield County Zoning Department
the permit is based upon the 40 acre parcel in which it is situated. The proposed expansion is located in a
different, unique parcel and would require a new permit process. The process to receive the permit would take
from sixty to ninety days at the cost of $325.00 and the Conservation Department would also need to do a
review. The pit would be subject to all appropriate annual fees. The Administrator was directed by the
Committee to move forward with the permit process.
North End Ski Club Request: The North End Ski Club was requesting permission to use portions of Bayfield
County Forest as part of the North End Classic Cross Country Race on February 14, 2010.A motion to approve
the request was made by Shawn Miller and seconded by Bill Kacvinsky and the motion carried.

Chequamegon Fat Tire Festival: The Chequamegon Fat Tire Festival was requesting permission to use portions
of Bayfield County Forest as part of their festival to be held on September 17th through September 19th, 2010.
A motion to approve the request was made by Bucky Jardine and seconded by Shawn Miller and the motion
carried.
Potential Land Purchase: The Administrator discussed in some detail the Porter property which the
Administrator felt would be an ideal piece of property for potential purchase. The property is bounded on all
sides the Bayfield County Forest. The Administrator feels that there may be merchantable timber on the site, so
there could possibly be an immediate return from a purchase. The Administrator informed the Committee that
there has been no discussion of purchase dollars at this time. The Committee directed the Administrator to look
into the purchase price and get back to them with the details.
General Discussion: The Committee was informed by Jason Bodine, Administrator that the status of the
terminated contracts was waiting for one check to arrive at any time in the next week.
The Highway 27 project is not workable for the contractor who is going to be working on the highway, stating
that a secure site was needed. The Administrator will look into this site for the future.
The Administrator informed the Committee that one bid was pulled from Tract 24-09 in the Fall Sale due to an
error by the bidder on the bid sheet. The bid was awarded to the next highest bid.
Steve Coffin, DNR Liaison, had nothing new to report to the Committee.
The meeting adjourned at 7:30 P.M. on a motion by Bill Kacvinsky and seconded by Bucky Jardine and carried.
