FORESTRY DEPARTMENT COMMITTEE MEETING
MARCH 3, 2010
Members Present: David Good, Chairman; William Kacvinsky, Kenneth Jardine, Shawn Miller and Marco
Bichanich were present.
Staff in Attendance: Jason Bodine, Administrator, Steve Probst, Assistant Administrator and Barbara
Suminski, Office Manager.
Others in Attendance: Steve Coffin, DNR Liaison.
The meeting was called to order by Chairman David Good at 6:05 P.M.
Approve Minutes: On a motion by Shawn Miller and seconded by Bill Kacvinsky the meeting minutes for
February 3, 2010 were approved and the motion carried.
Monthly Financial Report: On a motion by Marco Bichanich and seconded by Bucky Jardine the monthly
financial report was approved.
Access Permit Request: Greg Clements and John Stone are requesting access to their 80 acre parcel located
T50N R5W, Section 34. There are existing logging roads all of the way to their property and the Administrator
did not see any issues granting the access request and recommended approval. Bill Kacvinsky made a motion
to approve the request for access for ten years with maintenance for access to be completed by the individuals
and Bucky Jardine seconded the motion and motion carried.
Timber Sale Contract Revisions: The Administrator brought before the Committee necessary Contract
changes and informed the Committee that Corporate Counsel Jack Carlson had reviewed the changes. The
Committee was provided a written copy of the Summary of Timber Sale Contract changes. The changes were
in the areas of Performance, Performance Bond, Liquidated or Actual Damages, Future Contracts; Utilization
Specifications; Assignment; Scaling and Conversion Factors; and Other Conditions. On a motion by Bill
Kacvinsky and seconded by Marco Bichanich the Timber Sale Contract Language as it appeared on the
Summary were approved and carried.
General Discussion Items:
Jolly Trail: As of February 25, 2010 there have been over 1600 individual uses and $701.35 collected from the
donations tube.
Gravel Permits: The application and reclamation plan have been submitted. There will be a presentation
given at the Town of Bayfield meeting in the middle of March 2010.
Survey Project: After further discussion with Mark Abeles-Allison, Bob Mick and a few Committee members,
it was decided to go forward with the Town of Cable project.
Long Lake Sale Update: The Administrator stated that he would be sending out a response letter to all
interested parties that have contacted him.

Verizon: Verizon Wireless has contacted the Administrator regarding cell towers on Hwy 27 near 43rd.
The Administrator met with Verizon representatives regarding the potential of establishing a tower on
County Forest land. This process would require a resolution to withdraw County Forest Land, a two acre
parcel and it would then be established as County Land. If the County eventually approves of the placement
the County Forest Land would need to go through the CFL withdrawal process.
John Brilla: Mr. Brilla had contacted the Administrator regarding meeting with the Committee to discuss
Contract extention requirements. The Administrator requested that Mr. Brilla submit a formal proposal to be
included to make a presentation at the April 7, 2010 Committee meeting.
Steve Coffin, DNR Representative: Informed the Committee that the DNR may be offering some early
retirement options to some employees. There may be some fire resources throughout the State moved, but felt
that Bayfield County’s fire resources should remain the same.
Analysis of the Forestry Department: Presentation by the Forest Administrator, Jason Bodine.
The Administrator informed that Committee that the intent of his presentation is to request an additional forester
based on the supplement of his September 28, 2009 presentation to the Committee, with additional information,
updated data and a new direction. The Committee received a hand-out prepared by the Administrator with
Harvest Goals, Accomplishments, Goals and Time Standards, Average Accomplishments, Time Saving through
Restructure, Restructure Time Distribution, Restructure vs Harvest Deficit, the core activities and additional
activities of an additional forester, savings to the Department, Cost and Return on the investment of an
additional forester. Also, the Committee received suggested solutions to maximize the potential of the County
forest using a new forester as a preferred solution or a forty hour work week as an alternative solution. After a
period of questions and discussion a motion was made by Bucky Jardine to include an additional forester in the
CY 2011 Budget and the motion was seconded by Shawn Miller and the motion carried unanimously.
On a motion by Marco Bichanich for the Committee meeting to adjourn and seconded by Shawn Miller the
motion passed unanimously. The meeting adjourned at 7:30 P.M.
