BAYFIELD COUNTY
FORESTRY DEPARTMENT COMMITTEE MEETING
JUNE 2, 2010
Members Present: Committee members present were Marco Bichanich, Vice-Chairperson, Bucky Jardine,
John Bennett and William Kacvinsky. Committee member absent was Shawn Miller.
Staff in Attendance: Jason Bodine, Administrator, Steve Probst, Assistant Administrator and Barbara
Suminski, Office Manager.
Others in Attendance: Steve Coffin, DNR representative and Dennis Pratt, WDNR fisheries biologist.
Call to Order: The meeting was called to order by Marco Bichanich, Vice Chairperson at 6:00 P.M.
Approve Minutes: On a motion by Marco Bichanich and seconded by Bucky Jardine the meeting minutes for
April 7, 2010 were approved and the motion carried.
Monthly Financial Report: On a motion by Bill Kacvinsky and seconded by Bucky Jardine the monthly
financial report was approved.
Presentation by Dennis Pratt, WDNR Fisheries Biologist: Mr. Pratt reviewed the work that has been
completed regarding the trout habitat work on Bayfield County Forest – Lake Superior tributaries. This was Mr.
Pratt’s annual visit to the Committee where he informed the Committee of activities completed in the CY 2009
and project goals for CY2010. Mr. Bucky Jardine made a motion to accept the CY 2009 report from Mr. Pratt
and to approve the project goals for CY 2010. On a motion by John Bennett the motion carried unanimously.
Town Road Improvement Aid Project Selections: The Administrator reviewed the proposals received for
the Town Road Improvement Aid project. Proposals were received from the towns of Tripp, Barnes, Cable,
Bayfield, Bayview, Clover, Iron River, Russell, Orienta and Hughes. The total monetary request for all projects
was close to $80,000.00 with just a little over $23,000.00 in the account. A summary of the projects was
shared with the Committee giving them two options to approve from. Bill Kacvinsky made a motion to approve
Option 1, which will give funding to the towns of Barnes, Orienta, Tripp, Bayfield and Hughes. The motion was
seconded by Bucky Jardine and the motion carried unanimously.
Breached Timber Sale Contracts: The Administrator informed the Committee that presently there are two
breached contracts, Kev’s Excavating and CJ Companies. The Committee was informed that both of these
contracts are relatively small. One sale is partially harvested and there is a letter of credit that will be retained.
The second sale has had no harvesting with a performance bond that will be retained. The Administrator
recommended that both contractors be banned from bidding for a period of two years. Bucky Jardine made a
motion to ban Kev’s Excavating and CJ Companies from bidding on Timber Sales for two years and John
Bennett seconded the motion and the motion carried.
Executive Session: The Vice-Chair Marco Bichanich called for Executive Session under Wisconsin Statute
19.85 (1) (e) for the purpose of deliberating and negotiating the purchase of forest land. Bill Kacvinsky called
for executive session and Bucky Jardine seconded the motion and on role call vote the Committee entered into
Executive Session.
Bill Kacvinsky made a motion to come out of executive session and the motion was seconded by Bucky
Jardine and on role call vote the Committee reconvened into open session.

Presentation by Jason Bodine, Forestry Administrator regarding Future Structure of the Forestry
Dept.: On a motion by Bill Kacvinsky and seconded by Bucky Jardine the Committee unanimously voted to
postponed the presentation so that the full Committee could be in attendance. A meeting was scheduled for
Monday, June 21, 2010 at 5:00 P.M.
General Discussion Items:
Cable area Access Management: The administrator informed the Committee that he had me with a few
individuals in Cable who have issues with the current accessibility of the Forest in Cable. The administrator is
thinking about the possibility of reopening the plan.
Red Cliff Meeting: The administrator met with individuals of the Red Cliff Tribe regarding their involvement in
the planning process of how we manage timber within the Tribal reservation boundaries. A meeting will take
place in the next few months to discuss how their long term goals may fit into the Department’s long term
management plan.
Horse Trails: The administrator met with Dan Peterson to discuss the potential of developing designated horse
trails on the County forest. The administrator stated that he is gathering as much information as possible to
determine the feasibility of such a project.
Sale of Heavy Equipment Trailer: The Department trailer has been sold on Wisconsin Surplus as part of the
Highway Department’s auction. The winning bid was $1,536.01. This revenue will go into the Department’s
non-lapsing equipment account.
Klemik Road Snowmobile Gate: The gate is only partially completed and a date of completion has been given
to the individual of May 31, 2010. If the gate is not completed at that time the Administrator will refer the gate
repair to the Corporate Counsel.
Interns: The Administrator informed the committee that the Department has two interns working at this time
and they are Jeremiah Neitzel and Crystal Stace. The Administrator stated that both interns are working out
well.
Steve Coffin, DNR Representative: Steve did not have anything new to report.
The next scheduled Committee meeting will be held on Monday, July 19, 2010 at 5:00 P.M.
