HomeMy WebLinkAboutForestry & Parks Committee - Minutes - 12/13/2010BAYFIELD COUNTY FORESTRY DEPARTMENT COMMITTEE MEETING DECEMBER 13, 2010 Members Present: Committee members present were Shawn Miller, Chairperson, Marco Bichanich, Vice-Chairperson, Bucky Jardine, John Bennett and William Kacvinsky. Staff in Attendance: Jason Bodine, Administrator, Steve Probst, Assistant Administrator and Barbara Suminski, Office Manager. Others in Attendance: Steve Coffin, DNR representative, Roger Marincel, Carol Lindsey and Pete Kulenkamp.. Call to Order: The meeting was called to order by Chairperson Shawn Miller at 5:30 P.M. Approve Minutes: On a motion by Bucky Jardine and seconded by Marco Bichanich the November 15, 2010 meeting minutes were approved and the motion carried. On a motion by John Bennett and seconded by Bucky Jardine the November 17, 2010 meeting minutes were approved and the motion carried. On a motion by Bucky Jardine and seconded by John Bennett the November 29, 2010 meeting minutes were approved and the motion carried. Monthly Financial Reports: On a motion by Marco Bichanich and seconded by Bucky Jardine the November 2010 Financial Report was approved and the motion carried. Fall 2010 Timber Sale Re-Offering Bid Opening: The bids for the Calendar Year 2010 Fall Timber Sale Re-Offering were opened and called. There were a total of two sales offered with bid on both of these sales. The total bid value of the two sales was $52,045.60. A motion was made by Bucky Jardine to approve the bids on the conditional outcome of the review of the bids and to give the Department Administrator authority to approve the winning bid. The motion was seconded by Marco Bichanich and on a roll call vote approved. Ashwabay Outdoor Education Foundation Presentation: Pete Kulenkamp and Carol Lindsey gave a presentation regarding Mt. Ashwabay and the Jolly Ski Trail networks. As part of the recreational use permit, it is required that Bayfield County and the Ashwabay Outdoor Education Foundation develop a work plan for the maintenance of the Jolly and Birch Hill trails. The Administrator has had numerous discussions with AOEF regarding the topic. Pete Kulenkamp shared with the Committee what has and what has not worked in the past few years and the future direction that AOEF is pursuing. The Administrator also shared with the Committee a draft version of the 2011 work plan that has yet to be signed by AOEF. There was discussion regarding sign language and placement. The Committee stated that all changes to sign language and placement should be coordinated with the forest administrator. 2011 Annual Forest Work Plan: The Administrator shared a copy of the CY 2011 Work Plan with the Committee and explained that the Committee would see a significant increase in allowable harvest goals in the coming year. The new goals will put the Department over 5,000 acres for the first time. The Administrator stated that the additional forester will have an immediate impact. The Administrator also informed the Committee that Forester Kirby Dernovsek had applied for an Arbor Day Grant for CY 2011 and the Department was awarded a $48,000.00 Grant. This grant will pay for all of the seedlings for planting. Bill Kacvinsky made a motion to approve the CY 2011 Forest Annual Work Plan and forward to the Bayfield County Board for approval and the motion was seconded by Marco Bichanich and the motion carried. Recreational Use Permit: Chequamegon Fat Tire Festival was requesting a recreational use permit for September 16 thru September 18, 2011 for their annual event. On a motion by Marco Bichanich and seconded by John Bennett the recreational use permit was approved. BAYFIELD COUNTY FORESTRY DEPARTMENT COMMITTEE MEETING DECEMBER 13, 2010 Page 2. Executive Session: Bill Kacvinsky made a motion to enter into Executive Session at 6:45 P.M. pursuant to State Statute 19.85 (1)(c)(e) considering employment, promotion, compensation or performance evaluation data of any public employee; conducting other specified public business, whenever competitive or bargaining reasons require a closed session and the motion was seconded by John Bennett. On a role call vote those approving the Executive Session were Shawn Miller, Marco Bichanich, John Bennett, William Kacvinsky and Bucky Jardine. Out of Executive Session: On a motion by Marco Bichanich and seconded by John Bennett the Committee moved into Open session at 7:26 P.M. General Discussion Items: New Forester Update: Interviews for the new position will take place on Monday, December 13, 2010. There were 39 applicants for the position and 7 will be interviewed. Office Management: Barbara has submitted her letter of retirement and her last official day is January 14, 2011. The position has been posted. Red Cliff Cutting Permit: The Administrator informed the Committee that Red Cliff is claiming that they have the right to require a cutting permit for anyone who plans on harvesting their land within Tribal boundaries. The Administrator informed the Committee that he has had numerous productive discussions with the Tribe over the last few years and this issue has never come up in the past. The Administrator stated that as a courtesy he has filled-out the permit papers, but has not provided a payment of the $500.00 that is the stated permit fee. Other Updates: The Administrator informed the Committee that twenty trees have been removed from the Fish Sticks project. DNR Report: Steve Coffin, DNR representative had no major changes to report to the Committee. Next Scheduled Meeting: The next scheduled meeting will be held on Monday, January 17, 2011 at 5:30 P.M.
