HomeMy WebLinkAboutForestry & Parks Committee - Minutes - 10/12/2011BAYFIELD COUNTY FORESTRY AND PARKS DEPARTMENT COMMITTEE MEETING October 12, 2011 County Board Room Members Present: Shawn Miller, Chairperson; Marco Bichanich, Vice-Chairperson; John Bennett; Bill Kacvinsky, and Bucky Jardine Staff in Attendance: Jason Bodine, Administrator; Steve Probst, Asst. Administrator; Pat Bruno, Office Manager Others in Attendance: Joseph LeBouton, WI DNR; Roger Marincel; Steve Garrett; and Chad Abel, citizens. Call to Order: The meeting was called to order by Chairperson S. Miller at 5:30 P.M. 1. Approval of September 12, 2011 Meeting Minutes. MOTION: (Bichanich, Jardine) to approve the September 12, 2011 meeting minutes. Carried. 2. Monthly Financial Report. a. Forestry J. Bodine reported that sale of wood revenues had already exceeded the budget by over $140,000. Expenses are on target for the year. b. Parks J. Bodine reported revenues to date are near $80,000 for the season and expenses are under budget. MOTION: (Jardine, Bennett) to approve the October 2011 Financial Report. Carried. 3. Fall Timber Sales. The fall 2011 timber sale offering will consist of 29 sales totaling 2,293 acres (all new sales). The offering is one of the largest ever produced by the department. The bid openings will be held at the November committee meeting. MOTION: (Bichanich, Bennett) to approve the fall 2011 Timber Sale as offered. Carried. 4. Parks. a) Policy and Procedural changes for the 2012 season. The proposed policies and procedures were discussed briefly. J. Bodine will summarize the list and present recommended changes during the November meeting. Some discussion regarding the proposed rates for 2012. MOTION: (Kacvinsky, Bichanich) to approve the proposed rates for 2012 park season; amending the non- motorized rate to be the same rate as motorized. Carried. b) Twin Bear Projects. J. Bodine reported the WI DNR is requiring that compliance issues be addressed before the grant money is released. J. Bodine explained the proposed plan of action to meet shore land grant compliance, as well as ADA access compliance. J. Bodine and the committee will meet at the site to discuss with the Bayfield County Forestry and Parks Committee Page 2 of 3 October 12, 2011 Meeting Minutes DNR. MOTION: (Kacvinsky, Bichanich) to reject the current plan and revise it. Carried. 5. 2012 Budget. No further discussion required. 6. Lakes States Lumber Association Resolution Request. Counties with U.S. forest land are requested to pass a resolution calling on the U.S. Forest Service meet their allowable sustainable harvest objectives. MOTION: (Kacvinsky, Jardine) to approve the resolution. Roll Call Vote: 2 Yes, 3 No. Motion failed. 7. Land Acquisition. J. Bodine presented information on a 40 acre red pine parcel in the Barnes Barrens Management Area that was identified as a prime parcel for the floating barrens plan goals. The DNR has offered the county a no- cost appraisal. J. Bodine will request the appraisal. No motion needed. 8. County Conservation Aids. The DNR is again offering the annual 50/50 match grant. MOTION: (Kacvinsky, Bennett) to apply for the Conservation Aids grant. Carried. 9. General Discussion Items. a) DNR Annual Partnership Meeting. J. Bodine attended the annual meeting. b) Bradfield Road Access Issue. This item will be added to the executive session agenda. c) Joseph LeBouton, WDNR Representatives, Comments. Of the fifteen new foresters anticipated as new to the WDNR, one will fill the Barnes vacancy. MOTION: (Bennett, Kacvinsky) to move into Executive Session pursuant to Wisconsin Statutes 19.85(1)(e) for the purpose of conducting other specified business, whenever competitive or bargaining reasons require a closed session; and on a roll call vote entered into Executive Session at 6:30 PM.
