HomeMy WebLinkAboutForestry & Parks Committee - Minutes - 11/9/2011BAYFIELD COUNTY FORESTRY AND PARKS DEPARTMENT COMMITTEE MEETING November 9, 2011 County Board Room Members Present: Shawn Miller, Chairperson; Marco Bichanich, Vice-Chairperson; John Bennett; Bill Kacvinsky, and Bucky Jardine Staff in Attendance: Jason Bodine, Administrator; Steve Probst, Asst. Administrator; Andrew O’Krueg, Forester; and Pat Bruno, Office Manager Others in Attendance: Joseph LeBouton, WI DNR; Ned Zuelsdorff, American Birkebeiner Ski Foundation; Tom Thimm, Roger Marincel, Matt Kurilla, and Robert Huray, citizens; and Michael Defoe, Red Cliff Natural Resources. Call to Order: The meeting was called to order by Chairperson S. Miller at 6:00 P.M. 1. Approval of October 12, 2011 Meeting Minutes. MOTION: (Kacvinsky, Bichanich) to approve the October 12, 2011 meeting minutes. Carried. 2. Monthly Financial Report. a. Forestry J. Bodine reported that timber sale revenues are close to $2.35 million to date. Expenses are on target. b. Parks J. Bodine reported that revenues are over $80,000 for the year and expenses are on target. MOTION: (Kacvinsky, Bennett) to approve the November 2011 Financial Report. Carried. 3. Fall Timber Sale Bid Opening. J. Bodine opened and read the bids of the 2011 Fall Timber Sales (29). Two tracts had no bids. The unofficial winning bids were announced. MOTION: (Kacvinsky, Bichanich) to receive the preliminary timber sale bids. Carried. 4. Recreational Use Request: Ned Zuelsdorff, American Birkebeiner Ski Foundation. Presentation by N.Zuelsdorff regarding the proposed race start location changes and new ski trail construction in the Town of Cable. MOTION: (Jardine, Kacvinsky) to table the agenda item until the December Committee meeting, which will be held also as a public input meeting in Cable, WI. Carried. 5. Recreational Use Request: Bayfield Chamber. Request received from the Bayfield Chamber of Commerce to use county trails for the annual Apostle Islands Sled Dog Race on February 4 and 5, 2012 in the Towns of Bayfield and Russell. MOTION: (Bichanich, Jardine) to approve the request to use county trails for the annual Apostle Islands Sled Dog Race on February 4 and 5, 2012 in the Towns of Bayfield and Russell. Carried. The draft will be brought by sections to future Committee meetings for consideration. b. Twin Bear Projects. 1) Summary of Electric RFP’s. Keith Jolma Electric, LLC has been selected as the contractor for the Twin Bear project. MOTION: (Jardine, Kacvinsky) to have J. Bodine enter into a contract with Keith Jolma Electric, LLC; and to require the trenching and wire burial at Twin Bear campground be completed before the end of 2011; and to require the project be completed before campgrounds officially open in spring 2012. Carried. 2) Shoreline Grant Update. Discussion of changes requested by the Wisconsin Department of Natural Resources and what is required by the American Disabilities Act. Project is on hold until discussions have been completed. 7. Access Permit Request: Jim Hartmon. A request has been received for a temporary access permit to property located in the Town of Orienta. MOTION: (Kacvinsky, Bichanich) to grant a ten (10) year temporary access permit to Jim Hartmon to his property in the Town of Orienta. Carried. 8. General Discussion Items. a. Plum Creek Easements. J. Bodine reported that discussions between Bayfield County and Plum Creek Enterprises are currently taking place regarding a reciprocal easement agreement. b. Ashwabay Outdoor Education Foundation/Jolly 2012 Work Plan. J. Bodine reported that a plan is in the works for grooming and maintaining the trail. The Town of Bayfield has agreed to maintain the parking lot. c. Joseph LeBouton; DNR Representative, Comments. J. LeBouton had no comments at this time. 9. Executive Session. MOTION: (Bichanich, Bennett) to move into Executive Session pursuant to Wisconsin Statutes 19.85(1)(e)(g) for the purpose of conducting other specified business, whenever competitive or bargaining reasons require a closed session; considering legal advice regarding strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved; and on a roll call vote entered into Executive Session at 7:50 P.M. Carried. Reconvened into Open Session at 8:13 P.M. b) Parks Caretaking Contract. By motion made in Executive Session, the Committee agreed to enter into a Bayfield County parks caretaking contract with Steve and Brenda Garrett for years 2012 – 2014.
