COMMITTEE MEETING
March 12, 2012

1. Call To Order of Forestry and Parks Committee Meeting:
The meeting of the Forestry and Parks Committee was called to order by S. Miller at 5:29 P.M.
2. Approval of January 11, 2012 Meeting Minutes:
MOTION: (Bennett, Bichanich) to approve the January 11, 2012 meeting minutes. Carried.
3. Approval of February 8, 2012 Meeting Minutes:
MOTION: (Jardine, Bennett) to approve the February 8, 2012 meeting minutes. Carried.
4. Public Comment: None.
5. Monthly Financial Report:
Forestry: J. Bodine reports the revenues received to date exceed the normal average. Several timber sites
have recently become active prior to the new spring road restrictions.
Parks: Nothing new to report for this season.
MOTION: (Kacvinsky, Bichanich) to approve the February 2012 Financial Report. Carried.
6. Access Permit Re-route Request: Paul Becker, Victory Buck Camp.
J. Bodine has received a request from a group of 25 people, represented by Mr. Becker, to re-route a
permitted access trail in the Town of Barnes. The WI DNR has requested the re-route for the purpose of
avoiding wetlands. The group, who uses the trail for 4-wheel access only, will pay for improvement costs.
MOTION: (Bichanich, Kacvinsky) to approve the requested re-route of the access trail in the Town of
Barnes. Carried.
7. Recreational Use Request: Ron Bergin, CAMBA.
J. Bodine has received a request from CAMBA for permission to use Bayfield County land for a mountain
bike event on May 25 – 27, 2012. The group has submitted the proper insurances for the event.
MOTION: (Kacvinsky, Bichanich) to approve the recreational use permit requested by CAMBA for their
proposed event. Carried.
8. 2011 Forestry and Parks Department Accomplishment Report.
J. Bodine discussed some of the highlights of the 2011 Department accomplishments, some of which

include increases in sustainable harvested timber (# of acres managed) and timber sale revenues;
reforestation program benefits; and reconnaissance (updating stand information) of the number of acres
more than doubled from 2010 accomplishments. Also noted was a record year of miscellaneous forest
products (firewood), disabled hunting and Christmas tree permits. B. Kacvinsky congratulated the
Department staff.
9. Sand and Gravel Policy.
A discussion of the current policy that exists within the land use plan and of the recommendations listed and
distributed by J. Bodine. B. Kacvinsky suggested that Corporation Counsel reviews the current policy and
the agenda item be included in the next meeting agenda.
MOTION: (Jardine, Bennett) to set the price for the sale of sand at $1.00/ton for the remainder of 2012.
Carried.
10. Bayfield County Ordinance Amendment: Amending Bayfield County Ordinance Section 12-2-3,
Responsibilities and Duties of Forestry and Parks Committee, to include the administration of sand
and gravel pits located on county forest land.
A discussion of the current ordinance proposing amendments to include language addressing the sale of the
product to be used for a public project purposes only and the definition of “public;” and also to include
contractor assurances. The Committee recommends that Corporation Counsel reviews the current ordinance
and that the agenda item be included in the next meeting agenda.
11. General Discussion Items:
a. Parks. A Request for Proposal has been let for a variety of repairs needed on Twin Bear and Delta
Campgrounds’ outbuildings.
M.Abeles-Allison has not received a response from the WI DNR regarding a funding decision for the
ADA approved plan for the project at Twin Bear campground.
b. Sand River Pit Update. Pitlik and Wick is in the process of staging the recycled shingle mix at the pit
site.
c. 2012 Town Road Aids. The letters inviting project funding proposals were sent to the towns, which
includes the Town of Highland. A summary of projects will be presented at the next Forestry and Parks
Committee meeting.
d. Forester Position Update. Jason Holmes is the new Forester and an excellent asset to the Department.
e. Access Management. The planned project groundwork will begin with holding public input meetings
and conducting surveys. The Committee directed J. Bodine to begin gathering information.
f. Red Cliff Land Transaction Proposal Update. The Tribe has withdrawn their request to purchase
land from Bayfield County at this time.
g. General Department Updates. None to report.
h. Steve Coffin and Joseph LeBouton, DNR Representatives, Comments.

12. Executive Session:
MOTION: (Kacvinsky, Bichanich) at 6:34 P.M. to move into Executive Session pursuant to Wisconsin Statutes
19.85(1)(g)(e) for the purpose of considering legal advice regarding strategy to be adopted by the body with
respect to litigation in which it is or is likely to become involved and for the purpose of deliberating or
negotiating the purchasing of public properties, the investing of public funds or conducting other specified
public business whenever competitive or bargaining reasons require a closed session. Carried.
Adjourned in Executive Session at 7:01 P.M.
