COMMITTEE MEETING
April 9, 2012

Members Present: Shawn Miller, Chairperson; Marco Bichanich, Vice-Chairperson; John Bennett; Bill
Kacvinsky, and Bucky Jardine

1. Call To Order of Forestry and Parks Committee Meeting.
The meeting of the Forestry and Parks Committee was called to order by S. Miller at 5:28 P.M.
2. Approval of March 12, 2012 Meeting Minutes.
MOTION: (Bichanich, Bennett) to approve the March 12, 2012 meeting minutes. Carried.
3. Public Comment. None.
4. Monthly Financial Report.
Forestry: J. Bodine reports the revenues received to date are on pace with 2011.
Parks: All expected seasonal campers have paid to date.
MOTION: (Bichanich, Bennett) to approve the April 9, 2012 Financial Report. Carried.
5. Todd Naas, WDNR Wildlife Biologist.
T. Naas reported on the treatment/maintenance on the wildlife openings on 78 acres in 2011 and the
expected hand treatment only on 68 acres in the towns of Hughes, Bayfield, Bell and Tripp.
MOTION: (Jardine, Kacvinsky) to approve the WI DNR proposed wildlife opening management plan for
2012. Carried.
6. Recreational Use Request: Ned Zuelsdorff, American Birkebeiner Ski Foundation. Discussion and
possible action regarding new ski trail construction in the Town of Cable.
J. Bodine read a letter from N. Zuelsdorff withdrawing the request. No action needed.
7. Land Use Request: Bob Lang, Town of Barnes.
J. Bodine received a request from the Town of Barnes to dispose of 300+ tree stumps on county forest land.
The stumps will be removed from Town road rights of way near the Potawatomi Estates.
MOTION: (Bichanich, Bennett) to deny the request to dispose of tree stumps on county forest land.

8. Spring Timber Sale Offering 2012.
J. Bodine discussed the 32 tracts planned for spring 2012 offering. The sales totaled 2,944 acres and
represented the largest offering of new sales to date. He also commended the foresters on the exceptional
job done to reach this record breaking goal.
MOTION: (Kacvinsky, Bichanich) to approve the proposed Spring 2012 Timber Sale Offering. Carried.
9. 2012 Town Road Aids.
a. Approval of a resolution of the County Board authorizing the transfer of funds to the 2012 Town
Road Aid revenue and expense accounts.
J. Bodine reported that 11 towns (including the Town of Highland) applied requesting a total of $65,000
with only $25,397.99 as available.
MOTION: (Bennett, Jardine) to approve the proposed resolution authorizing the transfer of funds to the 2012
Town Road Aids revenue and expense accounts. Carried.
b. Selection of 2012 projects.
A discussion of which towns will be offered the funding for proposed projects [refer to the Town Road
Improvement Aid Request Summary (2012) handout indicating two options].
MOTION: (Bichanich, Bennett) to approve the Option #2 on the Town Road Improvement Aid Request
Summary (2012) which includes moving $4,000 from the Town of Cable to the Town of Bayfield. Carried.
10. Timber Sale Contract Revision.
J. Bodine highlighted the proposed revisions to the timber sale contracts which include merging the
roundwood and whole tree contracts into one contract; addressing language revisions securing performance
bonds on access roads that travel through private roads; and addressing chain of custody language as
required by the state.
MOTION: (Kacvinsky, Jardine) to approve the proposed revisions to the Timber Sale Contract. Carried.
11. Parks.
a. DNR Shoreline Restoration Grant
As per a letter received from the WI DNR, a portion of the grant funding is rescinded. The County
Administrator will seek clarification and possibly appeal the completed parking area portion of the
grant.
b. Twin Bear and Delta Lake Outbuilding Repair.
Several RFP’s were received with the lowest at $7,000+. The project has begun with the completion
expected by the end of April.
c. Maintenance Report.
Much work has been completed to date at Twin Bear and Delta campgrounds including hazardous trees
removed; improved access to poorly accessed sites; new sites added, including a tent site; improved

camping pads on needed sites; roadwork and drainage improvements; electrical improvements; added
beach sand and general clean up.
12. General Discussion Items. Action as needed:
a. Gypsy Moth Quarantine
A summary from the state was shared and briefly discussed. A quarantine training is scheduled for May
1 at 9:00 AM in the EOC to inform industry professionals who have not been trained within the past
three years.
b. General Department Updates
J. Bodine shared and discussed the County Forest Certification CARs handout which outlines the
specific required certifications.
c. Steve Coffin and Joseph LeBouton, DNR Representatives, Comments.
J. LeBouton commented on the good job the foresters did setting up the new tracts.
13. Executive Session.
MOTION: (Bennett, Kacvinsky) at 6:19 P.M. to move into Executive Session pursuant to Wisconsin Statutes
19.85(1)(g)(e) for the purpose of considering legal advice regarding strategy to be adopted by the body with
respect to litigation in which it is or is likely to become involved and for the purpose of deliberating or
negotiating the purchasing of public properties, the investing of public funds or conducting other specified
public business whenever competitive or bargaining reasons require a closed session. Carried.
