HomeMy WebLinkAboutForestry & Parks Committee - Minutes - 9/10/2012BAYFIELD COUNTY FORESTRY AND PARKS DEPARTMENT COMMITTEE MEETING September 10, 2012 County Board Room Members Present: Shawn Miller, Chairperson; Marco Bichanich, Vice-Chairperson; Bucky Jardine, John Bennett and Harold Maki Members Absent: None Staff in Attendance: Jason Bodine, Administrator; Steve Probst, Assistant Administrator; and Pat Bruno, Office Manager Others in Attendance: None. 1. Call To Order of Forestry and Parks Committee Meeting. The meeting of the Forestry and Parks Committee was called to order by S. Miller at 5:30 P.M. 2. Approval of August 6, 2012 Meeting Minutes. MOTION: (Jardine, Bennett) to approve the August 6, 2012 meeting minutes. Carried. 3. Public Comment. S. Miller called for public comments. H. Maki requested an update on a proposed meeting between the industry professionals and staff. J. Bodine thinks spring break up time in 2013 would be a good time and will contact Douglas County to gather information on their annual meeting. No further comments were received. 4. Monthly Financial Report. Forestry: Timber sale revenues received are at $1.99 million to date; and year end estimates are in the $2.65 million range. Expenses are on budget. Parks: Revenues received to date are near $90,000 and expenses are on target. Tentative plans are improvements at Delta Lake Park and evaluating Big Rock Park in 2013. MOTION: (Bennett, Jardine) to approve the August 2012 Financial Report. Carried. 5. Recreational Use Request. J. Bodine received a request from the Trails North ATV Club for a proposed trail re-route on portions of Trails 24 and 31 located near Ruth Lake Road in the Town of Iron River. The proposed, lightly used trail was discussed. J. Bodine said recreational use would not restrict logging or access. MOTION: (Jardine, Bennett) to approve the Recreational Use Request as proposed by Trails North ATV Club on portions of Trails 24 and 31 located near Ruth Lake Road in the Town of Iron River. Carried. 6. Access Permit Request: Brian and Jill Jenson. An inquiry was received from Brian and Jill Jenson to access a 128 acre parcel of land in the Town of Orienta approximately one-quarter mile off the Flagg Road. After inspection, J Bodine has no issues with their request. Bayfield County Forestry and Parks Committee Page 2 of 2 September 10, 2012 Meeting Minutes MOTION: (Jardine, Maki) to approve the 10 year Access Permit as requested by Brian and Jill Jenson to property located in the Town of Orienta. Carried. 7. Access Management. J. Bodine will move forward with preparing a draft policy and plan for the Committee to review using the information gathered via inventories, other documents, and input received from stakeholders. 8. 2013 Budget. Recent changes to the proposed budget include an increase in reforestation expenses due to red pine plantation failures at three sites. Replanting those sites is anticipated. Also 2013 revenue line items were increased. J. Bodine said proposed garage improvements and repairs are estimated at $100,000. 9. General Discussion Items. a. Joseph LeBouton, DNR Representative, Comments. J. LeBouton was not present. J. Bodine reported that Steve Coffin, DNR Team Leader at the Barnes office, has recently retired. Adjourned at 6:00 P.M.
