1. Call To Order of Forestry and Parks Committee Meeting.
The meeting of the Forestry and Parks Committee was called to order by S. Miller at 5:30 P.M.
2. Approval of November 6, 2012 Meeting Minutes.
MOTION: (Bichanich, Bennett) to approve the November 6, 2012 meeting minutes. Carried.
3. Public Comment.
S. Miller called for public comments. No comments were received.
4. Monthly Financial Report.
Forestry: Timber sale revenues received are at $2.6 million to date, anticipating a record year in revenues.
Expenses are on budget.
Parks: The parks are officially closed for the year and gross revenues received are $93,500 and expenses
are on target.
MOTION: (Bichanich, Bennett) to approve and place on file the November 2012 Financial Report. Carried.
5. Recreational Use Request: Bayfield Chamber of Commerce and Visitor Center.
A request to use trails located in the Towns of Bayfield and Bayview for the 18th annual Apostle Islands
Sled Dog Race has been received.
MOTION: (Jardine, Bennett) to approve the request for a recreational use permit from the Bayfield
Chamber of Commerce and Visitor Center for the February 2 and 3, 2013 Apostle Islands Sled Dog Race.
Carried.
6. Recreational Use Request: Mt. Borah Foundation, LLC.
A request to use trails located in the Town of Cable for a June 18, 2013 mountain bike race has been
received.
MOTION: (Bichanich, Bennett) to approve the request for a recreational use permit from the Mt. Borah
Foundation, LLC for the June 18, 2013 mountain bike race in the Town of Cable. Carried.

7. Recreational Use Request: Chequamegon Fat Tire Festival.
A request to use trails located in the Town of Cable for a September 13-15, 2013 mountain bike race has
been received.
MOTION: (Jardine, Bichanich) to approve the request for a recreational use permit from the Chequamegon
Fat Tire Festival for the September 13-15, 2013 mountain bike race in the Town of Cable. Carried.
8. Recreational Use Request: Hayward Wesleyan Church.
A request from the Hayward Wesleyan Church to use trails located in the Town of Cable for a charitable 6k
trail run on April 27, 2013.
MOTION: (Jardine, Bennett) to approve the request for a recreational use permit from the Hayward
Wesleyan Church for a 6k trail run on April 27, 2013 in the Town of Cable. Carried.
9. Recreational Use Request: North End Ski Club.
A request from North End Ski Club to use trails located in the Town of Cable for a cross-country ski race on
February 10, 2013 has been received.
MOTION: (Bichanich, Maki) to approve the request for a recreational use permit from the North End Ski
Club for a cross-country ski race on February 10, 2013 in the Town of Cable. Carried.
10. Recreational Use Request: American Birkebeiner Ski Foundation.
A request to use trails located in the Town of Cable for the 40th annual American Birkebeiner, Kortelopet
and Prince Haakon cross country ski events on February 23, 2013 has been received.
MOTION: (Bichanich, Bennett) to approve the request for a recreational use permit from the American
Birkebeiner Ski Foundation for the cross-country ski race events on February 23, 2013 in the Town of
Cable. Carried.
11. Recreational Use Request: American Birkebeiner Ski Foundation.
A request to use trails located in the Town of Cable for the 4th annual Birkie Tour cross country ski event on
January 21, 2013 has been received.
MOTION: (Maki, Bichanich) to approve the request for a recreational use permit from the American
Birkebeiner Ski Foundation for the Birkie Tour event on January 21, 2013 in the Town of Cable. Carried.
12. Recreational Use Request: American Birkebeiner Ski Foundation.
A request to use trails located in the Town of Cable for the Birkie Trail Run and Trek events on September
21, 2013 has been received.
MOTION: (Jardine, Bichanich) to approve the request for a recreational use permit from the American
Birkebeiner Ski Foundation for the trail run and trek events on September 21, 2013 in the Town of Cable.
Carried.
13. Access Permit Request: Ron Redwine.
A request to access property located in the Town of Hughes has been received. The request resulted from a
property line issue which questions where the Town road ends and an existing driveway begins. The “trail”
between Redwine Road and Mr. Redwine’s property has been maintained as a road for decades. J. Bodine
recommends approval.

MOTION: (Jardine, Maki) to approve the request from Ron Redwine for an access permit to his property
located in the Town of Hughes. Carried.
14. Access Permit Re-Route Request: Mike Hartmon.
A request for a re-route to an existing access in the Town of Orienta has been received. The re-route permit
would include closing an existing trail’s use to Mr. Hartmon’s property and opening an improved, higher
ground access route. Mr. Hartmon would be responsible for all costs and obtain any permits that may be
applicable.
MOTION: (Jardine, Bennett) to approve the request from Mike Hartmon for a re-route access permit to his
property located in the Town of Orienta. Carried.
15. 2013 Work Plan.
The 2013 Bayfield County Work Plan is presented to the Committee as required by the Wisconsin DNR’s
annual Administrative Grant process for review. J. Bodine discussed the proposed plan. An approved plan
would then be forwarded to the full County Board for consideration.
MOTION: (Jardine, Bennett) to approve the 2013 Bayfield County Work Plan and forward to the full
County Board for discussion and possible action. Carried.
16. Withdrawal of County Forest Land from County Forest Law.
As a result of an agreement with four landowners in the Town of Tripp, 3.27 acres of land are recommended
for withdrawal from County Forest Law in preparation of the sale. If approved by the Committee, the
resolution to withdraw the parcels will be brought to the full County Board for consideration.
MOTION: (Maki, Bichanich) to withdraw 3.27 acres of land in the Town of Tripp in preparation of the sale
to the adjacent landowners; forward the recommendation to the full County Board and then to the Wisconsin
Department of Natural Resources for review and recommendation. Carried.
17. General Discussion Items.
a) New Storage Building.
Per J. Bodine, no building plans have been prepared as of yet.
MOTION: (Maki, Bichanich) to not require an architect’s plan for the new storage building at Bayfield
County expense. Carried.
b) Red Cliff Presentation Update.
J. Bodine reported that in lieu of Tribal officials attending the Bayfield County Forestry and Parks
Committee meeting, the Tribe requested the timber sale issues are addressed at the regular meeting of
the Red Cliff Tribe and Bayfield County. J. Bodine attended the meeting.
J. Bodine updated the Committee on a northern timber sale that became actively recently and the access
agreement with the Tribe that has been pursued.
c) Access Management.
J. Bodine is planning to meet with the foresters in January.
d) Joseph LeBouton, DNR Representative, Comments.
