COMMITTEE MEETING
January 21, 2013

Members Present: Marco Bichanich, Vice-Chairperson; Bucky Jardine, and John Bennett
Members Absent: Shawn Miller; Chairperson and Harold Maki
Staff in Attendance: Jason Bodine, Administrator; Steve Probst, Assistant Administrator; and Pat Bruno,

1. Call To Order of Forestry and Parks Committee Meeting.
The meeting of the Forestry and Parks Committee was called to order by M. Bichanich at 5:36 P.M.
2. Approval of December 10, 2012 Meeting Minutes.
MOTION: (Jardine, Bennett) to approve the December 10, 2012 meeting minutes. Carried.
3. Public Comment.
M. Bichanich called for public comments. No comments were received.
4. Monthly Financial Report.
Forestry: The year-end stumpage revenues received were just under $2.7 million dollars which is $500,000
over budget. The sustainable forestry grant revenue for 2012 is expected to be received in 2013. Because
revenues are $500,000 over budget, the 10% to Towns expense account was over by $50,000. Otherwise,
most expense accounts are at or below budget.
Parks: No changes from the past month for 2012. All but one of the anticipated 2013 seasonal deposits
have been received.
MOTION: (Jardine, Bennett) to approve and place on file the December 2012 Financial Report. Carried.

5. Presentation: Red Cliff Band of Lake Superior Chippewa; Land Use Project Application and
Compliance Review (PAC): Jeff Benton and Todd Norwood.
J. Benton and T. Norwood reviewed and discussed the “Policy Application Compliance Review.” The PAC
Review was recently revised and will be available on the Tribal website. The PAC Review Board
anticipates the entire application-through-approval process to take two to three weeks as the PAC Review
Board determines final approval of all applications received via the Tribal Zoning Administrator. The
Tribe requests continued meetings with the County to discuss future planned sales.
6. Recreational Use Request: Ashwabay Outdoor Education Foundation.
A request to use trails located in the Town of Bayfield for a March 2, 2013 light use, multi-event has been
received.

MOTION: (Bichanich, Jardine) to approve the request for a recreational use permit from the Ashwabay
Outdoor Education Foundation, WinterDASH event on March 2, 2013 in the Town of Bayfield. Carried.
7. Recreational Use Request: CANSKI
A request to use trails located in the Town of Bayfield for a cross country ski race has been received.
MOTION: (Bichanich, Bennett) to approve the request for a recreational use permit from CANSKI for the
cross-country ski race on February 2, 2013 in the Town of Bayfield. Carried.
8. 2012 Accomplishment Report.
J. Bodine reviewed the distributed report. Noted accomplishments were: Sustainable Harvest: 5,183 acres;
New Timber Sale Contract Value: $4.9 million; Volume Harvested: 54,543 cords and 1,341 Mbf;
Reforestation: 676 acres planted, 1,024 acres prepped for future planting/seeding; 641 acres of
maintenance; over 2,700 acres regeneration monitoring; Reconnaissance: 8,135 acres; Firewood Permits:
441; Sand and Gravel: $19,544 (primarily from the Highway 13 re-paving project); Wildlife Openings: 68
acres hand treated and 0 acres mowed.

9. Resolution. Withdrawal of County Forest Land From County Forest Law.
J. Bodine explained the need to increase the original number of acres (3.27) to be withdrawn due to the
classification of land which requires the boundary nearest to the Jackman Lake Road to be extended to the
center of the road rather than the edge.
MOTION: (Bennett, Jardine) to approve the resolution to withdraw approximately 4.25 acres of County
Forest Land from County Forest Law located in the Town of Tripp. Carried.
10. General Discussion Items.
a) Arbor Day Grant
J. Bodine reported Bayfield County had recently been awarded $12,500 which is used for reforestation
efforts.
b) Access Management Update.
The information gathered in recent months is compiled and may warrant a special meeting to review and
discuss.
c) Isolated County Parcels.
Many individual and isolated land parcels have been identified which relate to the County’s Land Use
Plan, Chapter 400 – Forest Ownership and the options to be considered.
d) Joseph LeBouton, DNR Representative, Comments.
Nothing at this time.
