Call To Order of Forestry and Parks Committee Meeting. The meeting of the Forestry and Parks Committee was called to order by S. Miller at 5:30 P.M. 2. Approval of April 2, 2013 Meeting Minutes. MOTION: (Jardine, Bichanich) to receive and place on file the April 2, 2013 meeting minutes. Carried. 3. Public Comment. S. Miller called for public comments. No comments were received. 4. Logger Comments. S. Miller called for logger comments. Michael Blomquist expressed concern over the lack of maintenance of the Towns’ road systems and the challenges the truckers’ experience. J. Bodine explained there are currently two sources of revenues for the Towns to use for road maintenance projects. No further comments received. 5. Monthly Financial Report. A. Forestry: April revenues were about average; expenses were not out of the ordinary. B. Parks: The parks opening date was delayed to May 17 due to snow. Excavation is taking place at Delta Lake. There are no additional park revenues to report. Expenses are as expected. MOTION: (Bichanich, Maki ) to receive and place on file the April 2013 financial report. Carried. 6. Spring Timber Sale Bid Opening. The spring timber sale bids were opened and read. The total value of the sales sold (25 of the 28 offered) was $1,878,890.97. MOTION: (Jardine, Bichanich) to accept the Spring 2013 timber sale bids. Carried. 7. Access Management. For the purposes of information, J. Bodine reviewed the progress of and draft amendment to Chapter 700 of the Access Management Plan. A survey has been sent to interested stakeholders requesting comments and an advertisement placed in the newspaper for the open house planned for May 22. The proposed plan Bayfield County Forestry and Parks Committee Page 2 of 3 May 6, 2013 Meeting Minutes amendment will then be brought to the Committee for consideration in June. No action taken. 8. Forestry Building(s) Request for Proposals. J. Bodine reported that 17 contractors and 2 subcontractors attended the walk through. RFPs were submitted based either on a concrete slab or gravel. The WI Department of Workforce Development has requested the two projects (new building and repair to existing building on site) be separated. The County Highway Department will assist in site preparation (concrete removal). The wainscoting will be painted and not brick. MOTION: (Bichanich, Jardine) to have J. Bodine contact the two most competitive contractors to resubmit revised RFPs changing one door on one end to two 14’X14’ insulated doors; and one non-insulated 14’X14’ door on the other end and a service door on each end on the new building. Carried. 9. Land Acquisition. Because the Board of Commissioners of Public Land appraisal came back too high and they do not have the authority to negotiate, a second appraisal was ordered. A portion of this property (Sale Tract 47-12) was sold in this timber sale offering (thinning). It’s expected the County will recoup its administrative costs ($4,000) from this timber sale. 10. DNR/County Forest Time Standards – FY 2014-2018. J. Bodine shared the type of assessment discussions held with the WI DNR to determine the number of hours the state will provide to assist with labor relating to Bayfield County forest management. The number of hours contributed will be 3,506 per year; a substantial increase over the next five years. 11. Recreational Forester Position. Twenty-three applications have been received to date. It is expected interviews will take place the week of the 20th with a projected start date of June 10. 12. Joseph LeBouton, DNR Representative. J. LeBouton introduced Matt Blaylock, Supervisor, Wisconsin DNR. M. Blaylock will be in the Barnes office and will supervise the Bayfield County team of DNR foresters. 13. Supervisors’ Comments: H. Maki was anticipating more logger comment participation. Adjourned 7:50 P.M.
