Comprehensive Planning Committee Meeting
July 20, 2022 10:00 a.m.
Meeting Held in the Bayfield County Board Room, Courthouse, Washburn, WI
& Remotely
The meeting of the Comprehensive Planning Committee was called to order at 10:00 a.m. by County Clerk
Lynn M. Divine.
Members Present: Steve Sandstrom, Mary Dougherty, Charly Ray, Jim Crandall, Ruth Hulstrom, Ben
Dufford, Mike Mattmiller, Cole Rabska, Jake Benson, Kellie Pederson, Mark Abeles-Allison, Keith
Koenning, Barb Thorpe, Jason Laumann, Emily Nelson, Megan Mader, Paige Terry, and Lynn Divine
Members Excused: Jason Bodine, Tribal Representative
Others Present: Bill Bussey-Chequamegon Chapter of Citizens’ Climate Lobby, Bruce Moore-

2. Welcome and Opening Remarks: Abeles-Allison thanked all for their participation and
attendance.
3. Introductions: Introductions of the attendees were as follows:
Lynn Divine – Bayfield County Clerk, previous experience as Town of Barksdale Clerk for 12
years and participation in comprehensive planning process 10 years prior
Steve Sandstrom – County Board Supervisor District 1, Master’s Degree in Comprehensive
Planning
Keith Koenning – Citizen Member from the Town of Clover, previous experience on the
Comprehensive Plan Committee in 2000-2001
Barb Thorpe – Citizen Committee Member
Kellie Pederson – UW Extension Community Development Outreach Specialist
Cole Rabska – Executive Director Bayfield County Economic Development Corporation
Ben Dufford – Bayfield County Conservationist, Land & Water Conservation Department
Jim Crandall – County Supervisor District 12
Jake Benson – Bayfield County Highway Department Patrol Superintendent, Highway
Department Designee
Ruth Hulstrom – Planning & Zoning Director
Mary Dougherty – County Board Supervisor District 2
Charly Ray – County Board Supervisor District 4
Mark Abeles-Allison – Bayfield County Administrator
Megan Mader – Northwest Regional Planning Commission
Emily Nelson – Northwest Regional Planning Commission
Jason Laumann – Deputy Director Northwest Regional Planning Commission
4. Plan and Purpose: Laumann reviewed the plan and purpose of the committee.

5. Election of Chair and Vice-Chair:
Motion by Crandall, seconded by Pederson to nominate Steve Sandstrom for Chairman. Divine
asked twice for other nominations, no other nominations were given. Motion carried.
Motion by Ray, seconded by Dufford to nominate Jim Crandall as Vice-Chair. Divine asked
twice for other nominations, no other nominations were given. Motion carried.
6. Overview of the Comprehensive Plan Update Process, Including Workflow, Timeline, Key
Benchmarks, Roles & Responsibilities: Laumann gave a presentation that reviewed the
comprehensive plan update process as well as the comprehensive plan process timeline and the
roles and responsibilities of the committee. Discussion regarding the authority of the
comprehensive plan.
7. Establishment of Working Groups:
Pederson asked that the virtual attendees be introduced to the committee. Introductions of virtual
attendees were as follows:
Bill Bussey – Town of Bayfield, former County Board member and member of the
Chequamegon Chapter of Citizens’ Climate Lobby
Mike Mattmiller – United States Forest Service Designee
Bruce Moore – Member of the Chequamegon Chapter of Citizens’ Climate Lobby
Robert Schlack – Town of Bayfield, member of the Chequamegon Chapter of Citizens’ Climate
Lobby
Sandstrom stated that an email would be sent out to the committee members asking for input
regarding which work groups everyone would be interested in, and the establishment of the work
groups would take place at the next meeting. Discussion regarding the organization of the
working groups.
8. Proposed Meeting Structure and Format: The committee reviewed the meeting structure and
format for future meetings. Abeles-Allison clarified that all meetings will be recorded, and
minutes will be taken at the same time.
9. Group Task 1: Roundtable Discussion about Current, Ongoing, and Anticipated Issues and
Concerns in Bayfield County: Laumann asked for committee input for topics to be included in
the planning process. The following topics were discussed by the committee:
a) Trails
b) Food Security
c) Impacts of Tourism
d) Limited Affordable Housing
e) Workforce Shortage
f) Cooperation between communities/counties
g) Economic Impact of Short-Term Rentals
h) Aging Community
10. Discussion Regarding Public Participation Planning and how to Encourage: Discussion took
place regarding encouraging public participation in the comprehensive planning process. Thorpe
expressed concern regarding the accessibility of committee documents to the public. Abeles-
Allison stated that documents would be included in an accessible PDF format on the
Comprehensive Planning Committee page of the website.

11. Resources: Laumann and Abeles-Allison reviewed the comprehensive planning resources that are
available to the committee.
12. Public Comment: Bill Bussey, Town of Bayfield, spoke on behalf of the Chequamegon Chapter of
the Citizens’ Climate Lobby regarding climate change and the impact it would have on the county.
Bussey commended Bayfield County on its efforts towards transitioning to clean energy and stated
this issue should be present in the comprehensive plan.
13. Next Meeting: August 17, 2022 at 10:00 AM, County Board Room
14. Adjournment:
There being no further business to come before the Bayfield County Comprehensive Planning
Committee, Chairman Sandstrom adjourned the meeting at 11:48 a.m.
