BAYFIELD COUNTY
BOARD OF HEALTH MEETING
Monday, October 22, 2012, 4:00 pm.
Present: John Bennett, Ken Jardine, Winefred Punjak, Rusty Williams
Absent:
1. Call the Meeting to Order: The meeting was called to order at 4:00 p.m. by Chairperson
Meyers.
2. Welcome to Dr. Deb Dryer: Dr. Dryer shared her education and experiences, her current
role as Medical Director and lead physician at the Lakes Community Health Center, her
philosophy in Public Health work with the committee.
3. Approval of August 20, 2012 Meeting Minutes: A motion to approve the minutes of the
August 20, 2012 meeting minutes was made by Jardine motion seconded by Bennett. Motion
carried.
4. Adoption of Agenda: No changes were made to agenda
5. Presentation by Marilyn Jenkins, Northwest Tobacco-free Coalition: Marilyn gave the
Board of Health and update on the American Lung Association coalition work in our county,
an update on the WINS checks that have been completed in Bayfield County and also
presented some new tobacco products that have been introduced and marketed to youth.
Marilyn suggested that board members be on the lookout for these new products. Discussion
of marketing to children and youth and current numbers in Bayfield County of youth
smoking.
6. Review of Budget through September 30, 2012: A motion to accept the budget and place
on file was made by Jardine; motion seconded by Williams. Motion carried.
7. Update of WIC Extended Hours/Flex Schedule: Report to board that the extended hours
are working well, flexible work schedule is allowing full coverage of clinics. WIC is tracking
contacts before 8 a.m. and after 4 p.m. and is reporting an increased number of client contacts
during the extended times. The extended hours at outlying clinics is also adding client
appointments to the schedule improving client satisfaction. Extended hours contacts made
last month were at 50.
8. Update on the Iron River WIC Clinics Being Held at The Lakes Community Health
Center: WIC clinics are being held at the Lakes Community Health Center in Iron River.
WIC moved from the church several months ago due to space and privacy issues. A thank
you letter was sent to the church. Adjustments are being made to make the placement of staff
and the clinic flow. Clients are comfortable with the change and some have been directly
referred in to the Lakes for care.
9. Update on Thompson s West End Beach: University of Wisconsin Oshkosh, Water
Quality Specialist Kimberly Busse has outreached to the city officials in Washburn to
schedule another meeting to present an overview of the findings of the enhanced studies done
for several Lake Superior Beaches and is offering funding to the City of Washburn for
remediation activities at Thompsons. U.W. Oshkosh presented these findings to our Board of
Health and invited the City of Washburn officials in April of 2012. No action was taken.
U.W. Oshkosh will travel here and present once again on Wednesday November 7th at 3:00
p.m. in the EOC. A wider group of Washburn representatives and city officials have been
invited. Board of Health members are invited to attend also.
10. Environmental Health:
a. Inspections Report: A motion to accept the report and place on file was made by
Jardine; motion seconded by Punjak. Motion carried. Limited discussion.
11. Preparedness Update: Presentation on the deliverable requirements for the 2012-2013 year.
Focus on the Capabilities guide. Will include a CDC SNS (Strategic National Stockpile)
assessment, a Homeland Security Exercise and report, we must meet with the state mid-year
and year end on progress, must enter our alerting contacts into a new data system developed
by the state called the PCA portal. We must assure that all staff is trained on PPE (Personal
Protective Equipment), NIMS (National Incident Management System), ICS (Incident
Command System) and primary focus areas will be around communication. Planning will
include Jan Victorson EM Director to assure our communications plan is current.
12. Next Meeting Date: The next meeting is set for Monday, December 17, 2012 at 4:00 pm.
13. Other Issues: All school based influenza clinics have been completed. Public influenza
clinics have had low turnout. Next BAHEC event Monday October 29th on Winter
Preparedness, Sara Mackiewicz and Terri K present. 3 positive Pertussis cases in Bayfield. 3
new Human Health Hazard complaints. Progress being made on Human Health Hazard case
on W. Bressette Road, no new action taken. Dan Clark and Terri K are trying to light the
Courthouse dome pink for Breast Cancer Awareness month.
14. Adjourn: The meeting adjourned at 5:00 pm.
