Call the Meeting to Order: The meeting was called to order at 4:00 pm by Chairperson Meyers. 2. Approval of December 16, 2013 Meeting: A motion to accept the minutes of the December 16, 2013 Health Board meeting was made by Maki; motion seconded by Dryer. Motion carried. 3. Adoption of Agenda: A motion to adopt the agenda as presented was made by Jardine; motion seconded by Bennett. Motion carried. 4. Update on the NW Wisconsin Tobacco Free Coalition Activities for 2013: The presentation was given by Marilyn Jenkins. The Health Board was given a packet of materials with information on the activities of the coalition, e-cigarettes, the 2014 Surgeon’s Report and the products companies use to target youth. Most of the coalition’s work is done in Ashland, Bayfield, Douglas and Sawyer Counties. This year is the 50th anniversary of the Surgeon General’s report on the adverse health effects of smoking. There have been reports since then with irrefutable evidence of these adverse health effects. The coalition’s mission is to stop people from starting smoking and to help those that do smoke in finding resources to help them quit. They also manage the WI Wins Program. The WI Wins program is mandated by the State. A federal amendment requires all states to do this. This program ensures tobacco sellers do not sell tobacco products to minors. Reports for 2013 can be seen at WIWINS.org. 5. Preliminary End of Year Budget Report for 2013: A preliminary report of expenses and revenues for 2013 was presented to the Health Board. Since all revenues for 2013 have not been received at this time, this will not be a final report. Kramolis gave an update on the number of participants in the biometrics and on-line health assessment and the wellness program. 6. WI Great Lakes Beach Monitoring Annual Report for 2102 Beach Season: The BEACH Act provides funding opportunities for coastal and Great Lakes states, territories, and tribes to develop and conduct beach pathogen monitoring and public notification programs at their coastal beaches. The activities described in this report were conducted during Federal Fiscal Year 2012 (October 1, 2011 through September 30, 2012). Many things can cause elevated e-coli levels including heavy rains and bird feces that wash into the lake. The level of funding received is based on beach priority. Closing a beach depends on how high the e-coli level is. This level is set by the EPA. 2012 was the first time algae bloom was seen in Lake Superior in Bayfield County. If the algae bloom gets stuck on shore and starts to rot it can cause botulism. This can kill birds and fish if they eat it. 7. Update on WI Well Woman Program (WWWP) Funding Changes and Planning for 2014: We have had this program for many years. This program does case management to obtain cancer screenings for women between ages 35 and 64 with no insurance. It also helps with finding funding for those with a diagnosis of cancer. With the Affordable Care Act women will have the ability to obtain health insurance. This program was meant for women who could not obtain health insurance elsewhere. In 2014 local health departments will no longer manage the program. We will coordinate the program until June and then refer. The State is considering creating a coalition that would serve the entire northern part of the state. The impact for us is that the program has offset some staff time and expenses. There may be some changes in staffing. This would not mean terminating anyone just possibly cutting back hours. 8. School-based Influenza Vaccination Summary: The board received a breakdown of private and public flu vaccinations administered in Ashland County and Bayfield County school districts. This is the first year we could not give VFC (Vaccine for Children) vaccine provided by the State and the CDC to children whose insurance covered vaccines. We partnered with the Northlakes Community Health Center to provide vaccinations to all children regardless of insurance coverage. This was a very complex project with unsatisfactory results. This year we can use school flu vaccinations as a public health mass clinic exercise for our Public Health Emergency Preparedness Grant. We can get the vaccine free from the state and vaccinate all kids. We probably won’t be able to do this annually. The Health Board felt this is a valuable service and the health department should be providing it. There was discussion regarding how much it would cost to deliver this service in the schools. The board was in favor of using contingency fund dollars to fund this service. It was felt this is something that should be presented to the County Board for approval. A motion was made by Jardine to increase the health department budget by $18,000 in 2015 to cover child vaccinations, motion seconded by Williams. After discussion it was agreed to increase the request by $20,000. Jardine had no objection to the amendment. Motion carried. Kramolis is to draft a resolution to be presented to the County Board at the next meeting. 9. Family Planning Update: Kramolis went to Price County. Price County gave a very in-depth presentation on how they run the program and will also be going to Iron County to see how they run the program. We are looking at modeling after Price County because they outreach into their county. We are working on getting what we need to allow us to bill for these services. We are still in the process of developing policies and procedures. 10. Next Meeting Date: Monday, April 21, 2014 at 4:00 pm in the EOC 11. Other Issues: none. 12.
