BOARD OF HEALTH MEETING
December 22, 2014 - 4:00 PM
Bayfield County Annex Building – EOC

1. Call the Meeting to Order: The meeting was called to order at 4:00 pm by Chairperson Meyers.
2. Approval of October 20, 2014 Meeting Minutes: A motion to approve the minutes of the October
20, 2014 meeting as presented was made by Strand; motion seconded by Kopp. Motion carried.
3. Adoption of Agenda: A motion to adopt the agenda as presented was made by Williams; motion
seconded by Kopp. Motion carried.
4. WIC Program Management Evaluation for 2014: This report defines the areas where the WIC
program received commendations, the areas that need attention and the corrective action. The
program is doing very well and our percentages are better than the State in many areas. The
corrective actions are minimal.
5. Public Health Role in Ebola Planning and Response: Reports, such as the Ebola Situation Report,
come from the Department of Health Services (DHS). Kramolis forwards these on to our partners.
When a person returns from one of the affected countries, the state is notified and the local health
department is contacted by the state. The exposed person or persons are contacted by the local health
department every day for 21 days to monitor for symptoms. MMC now has protocols in place to hold
patients, more than likely in the ambulance, until they can be transported to a Level 1 hospital that
can do biocontainment. Ashland Fire Department has designated one ambulance and purchased all
the protective gear required to transport Ebola patients.
6. Health Care Coalition (HCC) Planning and Response: Kramolis represents Public Health in
Region 1 in Wisconsin. This health care coalition (HCC) is a drive from the CDC and the state to
align hospitals, emergency management and public health to develop preparedness response plans
together. RTAC is also heavily impacted. Many states already have this coalition in place and
systems working. Wisconsin is just starting. A coordinator will be hired and a board will be formed
for all regions in the state.
7. Immunization Update from Influenza Vaccination Program: We completed all of the school-
based flu vaccination clinics. We ordered approximately 450 doses and used it all. We also
immunized staff. We did not have much of a response at the public clinics. There are so many places
people can get vaccinated for the flu that we don’t see nearly as many at our clinics. The CDC has
said the vaccine is not a good match for what is circulating. Vaccination is still the best defense.
Influenza is tracked through the state and the hospitals. Influenza is coming very early this year is
very severe.
8. Staffing Changes: Donna Potter has retired. Donna began working with Bayfield County as a home
health aide. When the county no longer provided home health she began working in the WIC
program as a clerk. To take the place of the position she vacated we have increased Amy Jarecki,
who worked part-time, to full-time and she works two days per week in WIC. We also increased
Jennifer Nye by one day per week.
9. 2014 Budget Amendment Resolution: A motion to approve the 2014 budget amendment was made
by Kopp; motion seconded by Williams. Motion carried. The resolution will be forwarded to the Full
County Board for approval.
10. Next Meeting Date: Monday, February 16, 2015 at 4:00 pm in the EOC.
11. Other Issues: The Board discussed how and when another member will be appointed to the Board of
Health and how a chairperson will be appointed/elected.
12. Adjourn: The meeting adjourned at 4:47 pm.
