HomeMy WebLinkAboutHealth Board - Minutes - 8/11/2015 BAYFIELD COUNTY BOARD OF HEALTH MEETING Tuesday, August 11, 2015 – 4:00 PM Bayfield County EOC Present: Elaine Kopp, Dee Kittleson, Wayne Williams, Deb Dryer, Ellen, Braddock, Fred Stand, John Bennett, Kathy Wendling via telephone. Absent: None Staff: Terri Kramolis, Cathy Moore, Anne-Marie Coy 1. Call the Meeting to Order: The meeting was called to order at 4:04 by Chairman Strand. 2. Approval of June 15, 2015 Meeting Minutes: A motion to approve the minutes of the June 15, 2015 meeting was made by Bennett; motion seconded by Kopp. Motion carried. 3. Public Comment: None. 4. Adoption of Agenda: A motion to accept the agenda as presented was made by Kittleson; motion seconded by Kopp. Motion carried. 5. Presentation of Bayfield County Food Inspection Program Survey Data Anne-Marie Coy gave a presentation on The Food Inspection Program survey data. The questionnaire was designed for food establishments to state if they had any suggestions regarding the program and the sanitarians and also what they liked or didn’t like about the program or sanitarians. The Department of Health & Family Services and the Department of Agriculture, Trade & Consumer Protection does an audit every year. The auditors suggested doing a survey and they wanted food service surveyed. Most of the responses were favorable and there were some constructive criticisms. One of the suggestions was to have food safety classes at a time teenagers can attend. 6. Ground Water Sampling Project The Ground Water Sampling Project will target those living in the area of the Concentrated Animal Feeding Operation (CAFO). A flyer regarding the Ground Water Sampling Project has been developed and is on the County’s website, the Health Department’s Facebook page and printed in the Daily Press. It was also sent to residents living in the CAFO area. The work needs to be completed by the November deadline set for the livestock committee. We are offering the basic homeowner’s kit free to those who want it. This kit tests for bacteria, nitrate, nitrite and chlorine. Residents can get the metals package for a fee. The metals package tests for a wide array of chemicals. We wanted to test all the wells in the county but the tests are $100 each and with an allotment from the county of $6,000 we can do 60 wells. We have 21 residents signed up so far. This is not enough. We could run a large ad in the Evergreen Shopper but that would be very expensive and we would have to absorb that cost internally. One person who attended one of the meeting came away from the meeting with the idea that if your well test came back positive for nitrates they would get fined. Kopp suggested trying to do a PSA on the radio. Dryer suggested sending the information to the town clerks. 7. Review 2016 Proposed Budget There were questions about the grant revenues decreasing and the resulting increase in the tax levy. It was explained that sometimes we get one time grants or grants that help us build programs and then they are gone. For four years we have not asked for an increase. Now expenses are up and grant revenue is decreasing. We have had three people take the county health insurance that had not taken it before. The health department is committed to continue to look for grant opportunities to offset levy. Right now the Director is applying for a Costal Management Grant. This will help with testing ground water. We are going through a transitional year for Reproductive Health. We will not be getting the funding this year. A motion to approve the 2016 proposed budget and forward it on to the Full County Board was made by Kopp; motion seconded by Williams. Motion carried. 8. Review 2015 Second Quarter Budget Report The report was reviewed by the Board. There were no questions. 9. 2014 Annual Report The Annual Report is a statutory requirement. This report highlights our activities and shows trends. There is a large jump in Hepatitis C. That is mainly because of IV drug use. It is expected that these numbers will rise. The Aids Resource Center of WI (ARCW) has a van that comes once a month to do a needle exchange. We did get a small grant to purchase sharps containers that could be put in the sheriff department’s squads. Motion made by Dryer to approve the 2014 Annual Report and forward to the Full County Board; motion seconded by Kittleson. Motion carried. 10. Human Health Hazard Ordinance Discussion The differences between the State Human Health Hazard Ordinance and the Human Health Hazard Ordinance proposed for Bayfield County was sent as requested. The new document is much more defined, it leaves personal impressions out. Penalties are more defined. This document has not been reviewed by corporation counsel yet. A final copy will be brought to the Board of Health at the next meeting after corporation council has reviewed it. 11. Smoke Free (e-cigarette) Ordinance At the previous Board of Health meeting the Board had asked for the county’s smoke-free ordinance. There was never a formal ordinance in place; only something in the personnel policy. There is no ordinance to build on for an e-cigarette ordinance. There was a preemption bill to stop counties from adopting ordinances against e-cigarettes but it did not pass. Dryer made a motion to recommend to the Personnel Committee that the county add the e-cigarette wording to the personnel policy; motion seconded by Williams. Motion carried. Kramolis could work on a draft ordinance with Emily White’s assistance if the Board wants to move this forward. There was discussion on what types of buildings and / or businesses this would pertain to. Enforcement of this ordinance would need to be discussed with law enforcement. Kramolis will work with Emily White, State of WI Tobacco Coordinator, on drafting an ordinance for the Board to review. Language addressing tobacco products that can be purchased by kids should be included. 12. Next Meeting Date: Tuesday, October 13, 2015 at 4:00 pm in the EOC. 13. Other Issues: Pete Morrissette and Terri Kramolis are part of the Have You Had Enough Alcohol Prevention Coalition which is part of the Northwoods Coaliton. We promote and coordinate the Prescription Drug Take Back event twice per year with law enforcement. This helps decrease accidental poisoning of children, decreases the likelihood of people flushing them down the toilet which contaminates the ground water and we have a lot of theft of drugs left in the home. 14.
