HomeMy WebLinkAboutHealth Board - Minutes - 12/9/2015 BAYFIELD COUNTY BOARD OF HEALTH MEETING Tuesday, December 9, 2015 – 4:00 PM Bayfield County EOC Present: Wayne Williams, Fred Strand, Elaine Kopp, Kathy Wendling, Ellen Braddock, Deborah Dryer Absent: John Bennett, Dee Kittleson Staff: Terri Kramolis, Cathy Moore, Others: Mark Abeles-Allison, Bayfield County Administrator 1. Call the Meeting to Order: The meeting was called to order at 4:01 pm by Chairman Strand. 2. Approval of August 11, 2015 Meeting Minutes: A motion to approve the minutes of the August 11, 2015 meeting as presented was made by Braddock; motion seconded by Kopp. Motion carried. 3. Public Comment: There was no one from the public in attendance. 4. Adoption of Agenda: A motion to accept the agenda as presented was made by Williams, motion seconded by Kopp. Motion carried. 5. Review of 2015 Third Quarter Budget: We don’t submit our final budget until February. The date depends on how soon we receive invoices to be paid and/or when all the revenues are received. We are doing better than expected. There was a question regarding whether the caseload for WIC is increasing. Right now it is holding steady. We have been doing some marketing of the program. Hopefully this will attract more clients. Our funding is based on the number of clients served. If the participant count goes down, our funding decreases and vice- versa. There were no other questions. The third quarter budget will be placed on file. 6. Human Health Hazard Ordinance: The draft ordinance is still with Linda Coleman, Corporate Council. Due to extended time being committed to the Operations Ordinance she has not had time to review and make suggestions. The Director did not think this would be an appropriate time to bring it forward. She suggests that we wait until after the CAFO issue is resolved. It may not be supported by full board if trying to get this through. The language mirrors the state statutes. This will remain on the agenda until Corp Council has had time to review it and make suggestions. 7. Grant Application Status: Five grant applications were submitted last quarter. The Adolescent Health Grant, Red Cliff GIS Mapping for Chronic Disease, HPV Outreach Grant, Preparedness – Equipment and Training Funds and Coastal Management Grant. The Board was informed regarding the purpose of each grant. a. Adolescent Health Grant – Initial award is $17,777. This is to start dialogue with schools on adolescent health issues (bullying, self-esteem, alcohol and drug use, sexual activity). This is federal money. This grant is designed as a way to get into schools and address curriculum gaps and purchase curriculum to support the needs of the students. This sets a base to apply for round 2 of the grant which is $100,000 renewable for three years. We have applied for round 2 in partnership with Ashland County. This is a competitive grant, award notification the end of December. b. Red Cliff GIS Mapping for Chronic Disease has no funding associated with it; it is just for training to do GIS mapping. Bayfield County has a great mapping system and also has a computer lab and the correct programming to run the presentation. The grant focus is for areas with a concentration of diabetes, chronic disease, etc. and develop plans on how to outreach to that population to do health promotion. c. HPV Grant – we received the first round of funding. The state HPV vaccination rates are less than 10%. Grant funding cannot be used to purchase vaccine. It is to be used for outreach and education to the public, schools, and community to increase rates. We received the first round of funding for $5,000 plus $2,000 from UW-Madison. d. Preparedness – Equipment and Training Funds. We received funding for $1,500 which will be used to purchase a new ID Badge printer. This printer will coordinate with the state’s programing. We received funding to go to a national training on preparedness.in Dallas, TX. Any staff person or board member could attend if they have a desire to go. Also there is funding to support training for sheltering, family assistance centers, and volunteer registration. e. Coastal Management Grant – This grant is for $65,000. There are signed MOU’s with Red Cliff and Bayfield County Land and Water Conservation. If we get this grant we could build a county wide ground water testing program. We will do data sets and data reporting with UW-Stevens Point. 8. Discussion and Possible Action on an Electronic Cigarette Ordinance: The Director has pursued language for an E-cigarette ordinance. The County does not currently have an ordinance covering the entire county; we follow an article in the personnel policy handbook stating smoking is not allowed on county property except the county forest and fair grounds. This draft includes language the state suggested. The plan is to enact this at the county property level. There was discussion regarding how this would be enforced. The policy does not include county forest and county fairgrounds. Dryer made a motion that this language be included in the existing county personnel policy; motion seconded by Braddock. Motion carried. 9. WI Disaster Medical Response Team, Medical Reserve Corp (WDMRT MRC) MOU: This organization is made up of physicians, pharmacists and nurses – trained medical personnel. They are funded through State Preparedness grants. They use WEAVER as registration point. WDMRT comes at county request to support response to disaster or health crisis that exceeds local capabilities. Staff with MRC responds with no cost to county and with license and background checks completed. Health Officer suggests that we sign MOU for additional support services. The MOU is not legally binding. A motion was made by Kopp to allow Terri to sign it and forward it on; motion seconded by Wendling. Motion carried. 10. Resignation of the Director / Health Officer and WIC Nutritionist: The Department Director/Health Officer and the WIC Nutritionist have both tendered their resignation. Job descriptions for both positions were sent to the health board in their packet of meeting materials. A few tweaks were made in the Director/Health Officer job description in an attempt to draw more applicants. The job description still remains within the scope of the statutes. The deadline for applications is January 3, 2016. WIC Nutritionist last day is January 11th. Advertisement for position closes December 13th. We are allowed to temporarily use one of our nurses certified as a CPA (Competent Professional Authority) in the nutritionist role until we hire so services will continue uninterrupted. There was discussion as to whether we could put the new hire under contract or commitment statement to stay within the role for 2 years or be assessed a penalty. Discussion on topic of if we are offering a competitive wage and benefit package for the Nutritionist. Administrator noted that the county is currently completing a new wage study and these rates may be adjusted but suggested we not make changes until the new information is reviewed by committee. 11. Next Meeting Date: February 9, 2016, 4:00 pm in the EOC. 12. Other Issues: Bayfield County is an agent of the state under contract with the Department of Health Service (DHS) and the Department of Agriculture, Trade and Consumer Protection (DATCP). These two agencies have merged and will now be called the Division of Food and Recreational Safety. Once this merge is completed code and ordinances will change, the board should expect that all of our local code and ordinance language for our agent program will need to be updated as well.
