BOARD OF HEALTH MEETING
Tuesday, June 14, 2016 – 4:00 PM

1. Call the Meeting to Order: The meeting was called to order by Chairman Strand at 4:00 pm.
2. Welcome and Introduction: Sara Wartman, the new Health Department Health Officer /
Director gave overview of herself, her work experience and academic background. She has
worked in public health since graduating. Sara went over the programs she would like to put in
place in the future. Wartman introduced Brandon Rohrig, WIC Director / Dietician. Brandon
gave an overview of himself and his work experience and academic background. He gave a
description of his position goals. He would like to be seen as a community leader in exercise and
nutrition.
3. Election of Chair and Vice-chair: Elaine Kopp nominated Fred Strand for Chairman.
Nominations were called for three times. There being no further nominations a motion to close
nominations was made by Goodwin; motion seconded by Kopp. Fred Strand is Chairman. Deb
Dryer nominated Rachel Coughtry for Vice-chairperson. Nominations were called for three
times. There being no further nominations a motion to close nominations was made by Dryer;
motion seconded by Kopp. Rachel Coughtry is Vice-chairperson.
4. Approval of April 5, 2016 Meeting Minutes: A motion to approve the minutes of the April 5,
2016 meeting was made by Dryer; motion seconded by Goodwin. Motion carried.
5. Public Comment: None.
6. Presentation on What is Public Health and the Return on Investment of Public Health: A
short Power Point presentation was done on public health for new members. Public Health is all
about prevention and not treating. We are required by state statute to have a health department, at
the bare minimum we are required to have a health officer. There are three levels of health
departments. The number of programs the health department runs determines the level of health
department. We are currently a level 3. We work toward improving people’s lives and health.
The Board was informed of the number of employees in the department and what each does in the
department. We are funded mostly by state and federal grants, and fees for service. The balance
is county levy dollars. The programs we have were described. A short video was played that
showed how investing dollars in prevention saved money in treatment.
7. Staffing Updates: New employees include, Kathy German-Olson, PH Nurse, Brandon Rohrig,
WIC Director/Dietitian, Cameron Mercer and Taylor Zuiches, Environmental Health Interns, and
Michael Cashman, Program Manager of the Joint Ashland and Bayfield County Adolescent
Health Grant. Kathy has been getting certified to help with more programs and help at WIC. The
roll of all new employees and interns was described to the board.
8. 2017 Budget: We are beginning to work on the 2017 budget. The Board was asked for their
thoughts on anything that should be included on the budget; also if there is something they would
like to see in the 5 year plan.
9. Groundwater Susceptibility and Study Update: Report on updated information from the
proposal for Hydrogeological Atlas of Bayfield County from Madeline Gotkowitz, USGS. Price
list for the groundwater and depth -to-bedrock study. Anne informed what portions of the plan
would be beneficial to us and also for land records. At the last meeting the Board had felt the
depth-to-bedrock would be the important and also the susceptibility plan. Once we see what we
need/want we will be looking for grants. Some grants require match. We may also need some
county funding. We do have a grant to get water testing done for the whole county except
Barnes, Namakagon and Cable. The grant is for the Lake Superior Basin. We will use the $6,000
the County gave us to test Namakagon, Barnes and Cable. We will be charging a small fee this
year, possibly $20. We will also be looking for abandoned wells that need to be capped. Land
Conservation has funding to do this. Various forms of information will be available for towns to
use when making their comprehensive plans. This could possibly help identify area(s) that would
be optimal for CAFO’s. We need to designate an area that is optimal for CAFO’s or the DNR
will address it on a case by case basis. We could split the project into 3 years. The cost for whole
thing is $101,000. Goodwin suggested expanding the coalition where we would be able to have
access to other monies. The coalition should include the tribes. Goodwin stated there will be six
Lake Superior tribes getting together at Legendary Waters on Wednesday, June 22nd at 9:00. He
will make sure the item is put on the agenda for discussion.
10. Manure Spill Response Training Update: We do have someone who is willing to do the
training but need a farm. Anne asked personnel in various departments who would like to attend
the training; no one was interested. Jan Victorson, Bayfield County Emergency Management,
said if we could get the manure spill response plan from other counties she would include it in our
county plan. There was question whether we could include in our ordinance, should it happen,
the CAFO’s cleaning up a manure spill, It was explained that this would not only pertain to the
CAFO but it would also address smaller farms.
11. Information on Summer Environmental Health Programs – Coastal Management Grant
and Beach Monitoring Grant Updates: We have the interns doing beach testing. They will be
starting the well water testing under the Coastal Management Grant July 1st.
12. Human Health Hazard Ordinance Update: A draft was sent to corporate council last fall but
nothing has been done with it yet. The last board talked about having an ordinance to deal with
outbreaks at a farm such as swine flu or bird flu. It was thought that this could be added to the
Human Health Hazard Ordinance. Other types of businesses could be included in this. It was
suggested that the ordinance be made broad enough to include a variety of human health hazards.
Anne asked that board read and get back to Anne or Sara with any feedback within 30 days.
13. Grant Application Status: A community opportunity grant was applied for. This would be a
collaboration between Ashland County Health Department, Bayfield County Health Department
and Memorial Medical Center. We would be the primary agent responsible for the grant. It’s a
$50,000 grant over 2 years. This ties in with our Community Health Improvement Plan. It would
help pay for staff time and resources to go to town and municipal board meetings giving an
evidence-based toolkit that would show strategies for decreasing underage drinking.
14. Strategic Plan Update: It’s time to look at our strategic plan and revise it. This will define the
direction of the health department. The Health Board is welcome to attend the planning sessions.
They will be September 8th and 23rd. We would like to have something on our County webpage
and Facebook page to gather input from the community; find out what direction the community
thinks the health department should go. It was suggested that this item be put on the next Health
Board meeting agenda. In the meantime the health board can review the current plan and make
recommendations.
15. 2015-2017 Community Health Improvement Plan (CHIP): We are working on AODA
(Alcohol and Other Drug Abuse). We are working with Ashland County Health Department and
Memorial Medical Center. There are three main goals. We are hoping to work on goal three.
Goal three reads “by December 31, 2016 Ashland and Bayfield Counties will support Alcohol
and Other Drug Use Coalition work that increases community knowledge of alcohol and other
drug use issues and drives action towards broad range policy changes.” We are also looking at
merging coalitions; having each coalition work on different goals. The current CHIP plan is
building off the previous one.
