Call the Meeting to Order: The meeting was called to order at 4:01 pm by Chairman Strand. 2. Approval of June 14, 2016 Meeting Minutes: A motion to approve the minutes of the June 14, 2016 meeting as presented was made by Kopp; motion seconded by Oswald. Motion carried. 3. Public Comment: None 4. Presentation on Adolescent Health Grant: Guest Speaker, Michael Cashman, Program Manager for the Adolescent Health Grant. Handouts were given to the Board. The first handout was a summary of the grant. Curriculum was purchased by Ashland and Bayfield County Health Departments. Nurses from both Ashland and Bayfield counties will be trained to facilitate the curricula on reproductive health in the schools. The other is a multi-faceted program. There are some curricula on alcohol and other drug risk perception. There is also training to help create empowerment to make changes in their peer group. Another handout described the goals and motivations of the program. Mr. Cashman read the purpose of the grant. There are teen advisory groups in the schools. Wellness for Life printed and visual handouts was given to the Board. Mr. Cashman described each of the visions. 5. July 2016 Flood – Windstorm Update: People are wondering where they can get supplies and financial help. Community resource lists were developed. Our role in public health is outreach and education. Information and outreach was done via newspapers, radio ads, flyers, email lists, and social media. Our website had 70,000 hits in one day. There was multi-department collaboration between the Health Department, Emergency Management, Land Records, Land Conservation, and Human Services. We collaborated with the Red Cross for emergency supplies and clean-up materials. Clean-up kits are still available. Multiple press releases were done. There is ongoing clean-up. We are waiving the fee for water testing for families with wells affected by flood waters. 6. Review of 2016 Budget: We are on track as of June 30th, 2016 with 42 percent of revenues received and 45 percent of expenses. We are tracking additional expenditures related to the flood for budgeting next year. For example, fees waived for well water testing for families with wells affected by flood waters. There was a question about the Ebola grant and the amount of revenue remaining to be received. It was explained that the state took the funding counties had left and gave it to the few of the state’s southern counties that have the mosquitos that carry the Zika Virus. 7. Review of 2017 Budget Proposal: There was question as to why expenses appeared in the 2016 report for sick leave, vacation, etc. The Board was informed that we do not budget to those categories but that expenses are charged to them throughout the year. The revenues and expenses for the WIC grant were reviewed. One board member felt the amount received for the WIC grant was a lot for 680 participants. Since this had not been listed as an action item a motion could not be made. The Chairman told the Director to move this on to the full county board. 8. Human Health Hazard Ordinance Update: The proposed revisions to the Human Health Hazard Ordinance for the Bayfield County Health Department were given to the board. There were some minor changes to numbers and wording to coincide with the human health hazard state statute, and to add one additional example of a human health hazard. See attached document with red changes. The main revision in this version includes the following text: L. Disease Outbreak – Any public event, business or building where evidence of a human-borne or zoonotic communicable disease outbreak is occurring. Corporate Council will be reviewing the proposed ordinance. The Director plans to meet with Linda Coleman, Corporate Council, possibly as soon as next week. This will hopefully be ready for adoption by the October Health Board meeting. 9. Environmental Health Update: Update on countywide groundwater study. If the Health Board values the recommendations from the Large Scale Livestock Committee, then we will be actively pursuing grants to help accomplish these goals/recommendations. However, most grants have a cost- share associated with them or a county match, and we need the assurance of the Health Board that they will support any county match associated with awarded/received grants. The WI Coastal Management Grant begins this summer. We will be distributing well water kits at the Bayfield County Fair as well as other parts of the county. The kits are also available at the Health Department office. If we do not get enough of a response in a certain area we will begin contacting homeowners asking if they would be interested in having their well tested. A flyer is available and will be published in local newspapers. We will officially begin handing out kits on Thursday but people can get their name on a list to ensure they receive a kit. Our Beach Monitoring Grant is coming to an end soon. This program runs from Memorial Day to Labor Day. If anyone is interested in beach closures or advisories, the most current information can be found at: www.wibeaches.us 10. Bay Area WIC Program Update: Orientation is going well for the new WIC Director, Brandon Rohrig. Brandon had a site-visit with Barb Pevytoe from the state WIC Program which was helpful in his orientation. Brandon is focusing on increasing outreach of the Bay Area WIC Program through a variety of venues including possibly radio advertisement as well as more frequent utilization of the WIC Facebook page. Brandon is also working on updating and ensuring that staff is up-to-date with required WIC trainings. At this time, WIC has a total of 680 participants (pregnant and postpartum women and children up to age 5). 11. 2015-2017 Community Health Improvement Plan (CHIP) Update: Pete Morrissette, Health Educator, will be the new CHIP facilitator. Abbie Kelly has stepped down from her role as facilitator. Pete has been involved with the CHIP Coalition since 2012 and with the Have You Had Enough? Coalition since beginning employment in 2010. He is well connected with area resources and will begin tomorrow with facilitation of meetings. We were awarded a Community Opportunity Grant. Katherine German-Olson, RN will be designated as Program Manager. She will be working on Goal III of the current CHIP. A press release will hopefully go out this week to describe the grant award in more detail. This is a Wisconsin Partnership Program grant, and we were one of nine awardees across the state. It is a 2-year grant and begins September 1, 2016. 12. Strategic Plan Update: A survey is in the process of being developed. It will most likely be distribute electronically. We would like to capture both quantitative and qualitative data. Strategic Planning sessions are scheduled for September 8th and September 23rd, facilitation will be by the Northern Regional Office staff. All Health Board members are welcome to attend. We are working toward becoming an accredited Health Department. Strategic Planning is part of that process. 13. Discussion and Possible Action Regarding Resolution to Accept Community Opportunity Grant Funds: This grant is to aid in working to meet goal #3 of our CHIP plan. Goal #3 is Alcohol and Other Drug Abuse. This goal is particularly centered on providing an option for sober activities and places of recreation in each community within Ashland and Bayfield counties. A motion to accept the resolution and forward it to the full-county board for approval was made by Dr. Dryer; motion seconded by Kopp. Motion carried. 14. Discussion and Possible Action Regarding Resolution to Accept Coastal Management Grant Funds: This grant is to fund a groundwater surveillance project. A motion to accept this grant and forward it to the full county board for approval was made by Coughtry; motion seconded by Dr. Dryer. Motion carried. 15. Discussion and Possible Action Regarding Resolution to Accept Adult Immunization Grant Funds: These funds are to be used for improving influenza vaccination rates in Bayfield County residents for those ages 19 or older. We are working with Human Services to administer shots at the elderly meal sites. We also plan to ride with Meals-on-Wheels drivers to administer vaccinations to those who are home bound. A motion to accept the grant and forward it to the full county board for approval was made by Oswald; motion seconded by Kopp. Motion carried. 16. Discussion and Possible Action Regarding Resolution to Approve 2016 Health Department Budget Adjustments: This resolution is to amend the 2016 due to increases / decreases in grants. A motion to accept the amendment and forward it to the full county board for approval was made by Oswald; motion seconded by Williams. Motion carried. 17.
