HomeMy WebLinkAboutHealth Board - Minutes - 10/10/2017BAYFIELD COUNTY BOARD OF HEALTH MEETING Tuesday, October 10, 2017 – 5:00 PM Bayfield County Annex Building EOC Present: Fred Strand, Jeremy Oswald, Wayne Williams, Rachel Coughtry Absent: Brian Goodwin, Deb Dryer, Ellen Braddock, Elaine Kopp Staff: Caloney Mesik, Amy Jarecki, Michelle Simone (left at 5:40 p.m.) 1. Call the Meeting to Order: The meeting was not called to order as there was not a quorum. The meeting would be informational only. 2. Approval of June 20th, 2017 Meeting Minutes: The minutes could not be approved since there was no quorum. 3. Public Comment: None. 4. Update on Health Department Staffing: Sara Wartman is currently on maternity leave; Grace Rose Elizabeth Wartman was born at 2:32 a.m. on September 29 weighing 7 lbs 13 oz and 19.25 inches long! Baby and mother are both doing very well. In her absence, Caloney Mesik, Public Health Nurse is Interim Health Director. Jessica Zakovec, WIC Clerk, has completed the beach sampling. Mary Spoden, LPN/Health Screener has settled into her position at WIC and is doing well. 5. Discussion and Possible Action Regarding Bayfield County Ordinance Title 9 - Licensing Chapter 2 Environmental Health Sanitarian, Michelle Simone, discussed revisions to the Bayfield County Ordinance Title 9-2: Lodging, Recreation Establishment, Food Protection, and Tattoo and Body Piercing Establishments and supplementary Reference Document A as recommended by Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP). There are no longer separate contracts for Department of Health and DATCP; everything is now covered under DATCP. Items that were no longer applicable were removed from the ordinance. As there is no quorum, there was no motion to send this to the full County Board. Chairman Strand made a recommendation the revised ordinance be sent to the full County Board for approval and there was consensus. 6. Review of Third Quarter Budget Report Amy Jarecki discussed the third quarter budget report. At the time of the meeting, not all of the expenses had been posted to the general ledger accounts. Revenues are always going to be lagging behind by a couple of months due to the pay schedule from the state. Amy has been watching the grant budgets closely to ensure the grants will support the programs through the end of 2017. Amy has been meeting with Kelsey monthly regarding the WIC budget. 7. Discussion and Possible Action Regarding Resolution to Remove the 2015-2016 Community Health Assessment and Group Evaluation (CHANGE) Grant from the 2017 Budget: The CHANGE grant had been included in the budget for 2017, but was not a grant that was received in 2017, therefore it will need to be removed from the 2017 budget. Chairman Strand made a recommendation the resolution be sent to the full County Board for approval and there was consensus 8. Discussion and Possible Action Regarding Fee Schedule: There is a change in the amount to be charged for TB skin testing. The one step test went from $10.00 to $20.00 and the two step test went from $20.00 to $40.00. However, there was some confusion as to why the Health Department is now charging for Hemoglobin when that is a service we have not provided in the past. This item is being tabled until the next meeting. 9. Overview of Prenatal Care Coordination (PNCC) Program: Caloney Mesik has been working in the PNCC program for several years. The PNCC program is a Medicaid benefit for pregnant women. The goal is to outreach to high risk pregnant women early on in their pregnancy. The main way we receive referrals is through the WIC program, but we also receive referrals from local providers. Potential clients are screened to ensure they qualify for the program. Clients receive education and referrals to other entities depending on the issues. The program is meant to prevent outcomes such as prematurity, low birth weight and stillbirth. PNCC activity is billed to Medicaid on a monthly basis. There is also a Wisconsin Medicaid Cost Report that is done every year to capture any non-billable expenses such as travel and training. 10. Environmental Health Update: The state will be doing a review of the Environmental Health program in December, which will include yearly standardization of one sanitarian in the department and looking over records and ordinances. Michelle discussed the new Carbon Monoxide Grant that was received in August. We have since used half of the awarded $10,000.00 to purchase 250 battery powered detectors, which will be directed towards hunting shacks and ice fishing shacks, and sixty (60) plug-in detectors that are for home use. These home use detectors will be handed out at PNCC visits, for example, along with carbon monoxide education. Pete Morrissette, Public Health Educator, will be attending local hunter’s dinners, senior meals, community events, and ice fishing contests to provide education on the dangers of carbon monoxide. Anne-Marie Coy, Environmental Health Sanitarian, provided carbon monoxide education to the Health Department staff at the last staff meeting and is planning on providing the training to the Human Services Department. Human Services will be distributing the detectors as part of the Meals on Wheels program. Beach sampling is completed for the year and Anne-Marie is working on the final reports to the state. 11. WIC Update: The work funded by the WIC mini-grant has not been completed as the contractor doing the work has been quite busy. Kelsey received HR training in Superior, Jessica Zakovec and Jennifer Nye traveled to Wausau for a WIC support staff training and Kelsey will be attending a Fit Families training in the next few weeks. There will be a new way to determine income eligibility that will eliminate the need for the client to bring in paystubs. As long as the WIC client qualifies for such programs as Medicaid and/or FoodShare, they will be eligible for WIC benefits. Families with foster children will find it easier to qualify for the WIC program as well. The Farmers Market Nutrition Program will be ending on October 31. This benefit gives the family on WIC vouchers to be used at local farmers markets to purchase fruits, vegetables and herbs. The Bay Area WIC Project has a high redemption rate of FMNP vouchers. 12. Discussion and Possible Action Regarding New Policies & Procedures: Review of new Oleoresin Capsicum (Pepper Spray) Policy. Employees were trained on the use of pepper spray by a Bayfield County Sheriff’s deputy. Pepper spray will be available to employees as a precautionary measure to ensure personal safety. 13. Health Department Grant Updates: Sara is working on grant negotiations for 2018. 14. Update on Health Department Staff Trainings: Anne-Marie will be attending a seafood HACCP 3-day course in Michigan which will enable her to inspect the sale of fish by local vendors. Caloney Mesik will be attending an MCH (Maternal Child Health) Summit in Wisconsin Dells which is a required training by the state. Caloney will also be attending a First Breath training, which is a smoking cessation program. 15. Other Issues: The flu vaccine that is purchased by the Health Department for the general public has not yet arrived. This is an issue because we had various community clinics planned and these clinics had to be cancelled. Forty (40) doses of the flu vaccine were borrowed from Ashland County Health Department. These borrowed doses were enough to be able to give flu shots to local community ambulance crews. There was discussion about the upcoming flu clinic in Iron River that coincides with the senior meal and options were brought up on how to get interested seniors vaccinated. 16. Next Meeting Date: The next meeting is scheduled for Tuesday, December 12th, 2017 at 5:00 pm in the EOC. 17. Adjourn: There was no adjournment as this was only an informational session.
