Call the Meeting to Order: The meeting was called to order at 5:00 p.m. by Chairman Strand. Welcome to the new board members: Tom Gordon and David Zepczyk. Introductions done. 2. Approval of February 13, 2018 Meeting Minutes: A motion to approve the February 13, 2018 minutes was made by Kopp; motion seconded by Gordon. Motion carried. 3. Public Comment: None. 4. Discussion and Possible Action Regarding Election of Committee Chair Jeremy Oswald was nominated for Chairperson by Strand; nomination seconded by Gordon. No further nominations, nominations were closed and Oswald was elected chairperson. 5. Discussion and Possible Action Regarding Election of Committee Vice Chair Tom Gordon was nominated for Vice Chairperson by Silbert; nomination was seconded by Kopp. No further nominations, nominations were closed and Gordon was elected vice chair. 6. Presentation on Public Health Overview Presentation by Sara Wartman, Health Director on Bayfield County Health Department on public health programs and services. 7. Review 2017 Health Department Final Budget Report Amy Jarecki, Office Manager, reviewed the 2017 fiscal year budget for the Health Department. Budget finished out very close to what was projected. 8. Review 2018 Health Department 1st Quarter Budget Jarecki reviewed the budget for the 1st quarter of 2018; as in past years, incoming revenues received to date are down as there is lag time in the state reimbursements. 9. Discussion and Possible Action Regarding Budget Resolution to Accept Communicable Disease (Control and) Prevention Grant Funds were awarded to Bayfield County Health Department for FY 2018 in the amount of $3,200 for the Communicable Disease Prevention Grant. Funds can be used to meet the responsibilities of LHDs under § Chapter 252 to reduce the burden of communicable disease (CD), ensure or increase capacity to respond to CD events, training to increase competencies around CD issues, purchase additional equipment to allow for easier access when following up on CD reports, more extensive or complete follow-up on CD outbreaks/reports, and increasing CD awareness in the community along with practical prevention opportunities. A motion to accept this grant and forward it to the full county board for approval was made by Gordon; motion seconded by Strand. Motion carried. 10. Discussion and Possible Action Regarding Budget Resolution to Accept Chequamegon Bay Area Fund Grant Funds were awarded to Bayfield County Health Department for FY 2018 in the amount of $1,000 to be used to purchase car seats for the Chequamegon Bay Area Car Seat Program which gives car seats, provides instruction and education on child passenger safety to local families in the community. A motion to accept this grant and forward it to the full county board for approval was made by Gordon; motion seconded by Silbert. Motion carried. 11. Discussion and Possible Action Regarding Budget Resolution to Accept Security Health Plan Grant Funds were awarded to Bayfield County Health Department for FY 2018 in the amount of $21,213 to be used to increase the infrastructure available to the public for physical activity to promote health and wellness. The Bayfield County Health Department will be partnering with the City of Washburn to turn a hiking trail into a combination fitness/hiking trail. A motion to accept this grant and forward it to the full county board for approval was made by Silbert; motion seconded by Gordon. Motion carried. 12. Discussion and Possible Action Regarding Budget Resolution to Decrease Revenue and Expenses for the WIC Grant Federal and State grant funding for the WIC program was decreased for FY 2018 due to a drop in the number of clients attending WIC clinics. A motion to accept this grant and forward it to the full county board for approval was made by Gordon; motion seconded by Kopp. Motion carried. 13. Discussion and Possible Action Regarding Clinic Fee Schedule Wartman provided information regarding the reduction in immunization costs associated with Hepatitis A vaccination. We are now able to obtain the Hepatitis A vaccine at a much lower cost than before, so therefore, we can reduce the charge amount from $75 down to $50. A motion to accept and approve the new fee schedule was made by Gordon; motion was seconded by Silbert. Motion carried. 14. Update on Radon Information Center Wartman provided an update on progress on becoming a northern Radon Information Center (RIC) by Fiscal Year 2019. Since our department already has two trained radon measurement specialists (Anne-Marie Coy, Environmental Health Sanitarian and Pete Morrissette, Public Health Educator/Water Testing Coordinator) on staff. The grant monies associated with being the coordinator of such a program is minimal ($10,000), the northern counties are not currently being services properly by the current RICs that service our area. The health department feels we could provide better service which is the reason behind this idea. 15. Update on Bayfield County Health Infrastructure Grant Wartman provided a review of the Health Infrastructure Grant which was headed by the Health Department and monies provided by Bayfield County. This grant is to fund infrastructure projects throughout Bayfield County for 2018-2019. Our committee was able to help six (6) townships fund portions of their projects to improve the health and wellness of their residents. 16. Discussion and Possible Action Regarding 2019 Health Infrastructure Grant Discussion and input from Board of Health regarding the potential to offer Health Infrastructure funds in 2019. Motion was made to continue this program in 2019 by Silbert; motion seconded by Gordon. Motion was carried. 17. Discussion and Possible Action Regarding Free Influenza Immunizations for Bayfield County Residents Discussion regarding the possibility of free flu shots for Bayfield County residents and potential return on investment for community. Our department has national benchmarks that we strive to achieve for immunization for influenza, which we are very far from reaching. We would still submit billing to Medicaid and Medicare for reimbursement. Unanimous approval to move forward with this project was given. Numbers and information will be provided at future meetings. 18. Discussion and Possible Action Regarding Environmental Health Inspection Fees The environmental health program did a time study to find out how much travel is involved in doing the inspections and how much time it takes to complete the inspection and/or reinspection. It was found that the inspection fees that our county charges are well in line with what most other counties in the state are charging. The fees that may be lowered or increased are inspection fees for the recreation education camps and tourist rooming houses. Board was in agreement to move ahead with gathering more information on this subject. 19. Discussion and Possible Action Regarding Setting Future Meeting Dates and Times Health board meets every other month for a total of six (6) meetings a year. It is required to hold four (4) every year. Board was in agreement to keep the schedule as is and that the meeting would be canceled if there were no agenda items. 20. Other Issues or Concerns No other issues or concerns were brought up. 21. Next Meeting Date: The next meeting is scheduled for Tuesday, August 14, 2018 at 5:00 pm in the EOC. 22.
