BOARD OF HEALTH MEETING
Tuesday, December 11, 2018 – 5:00 PM
Bayfield County Annex Building EOC
Present: Fred Strand, Jeremy Oswald, Elaine Kopp, Jeff Silbert, Tom Gordon, David Zepczyk,

1. Call the Meeting to Order: The meeting was called to order at 5:01 p.m. by Chairman
Oswald. Introductions done.
2. Approval of August 14, 2018 Meeting Minutes: A motion to approve the August 14,
2018 minutes was made by Gordon; motion seconded by Kopp. Motion carried.
3. Public Comment: None.
4. Presentation on WIC Program and Review of Audit
Kelsey Latimer, WIC Director/Nutritionist gave a presentation on the most recent WIC
program audit. The northern regional director evaluated documentation, finances,
projects policies and procedures, and had the opportunity to observe a WIC clinic.
5. Review 2018 Health Department 3rd Quarter Budget
Amy Jarecki, Office Manager presented the board with the report of the third (3rd) quarter
budget as of September 30, 2018. Revenue monies are still coming in at least two (2)
months behind schedule, due to lags at the state level. Each grant budget is right where it
should be for this time of the year.
6. Review of Revised Clinic Fee Schedule
Sara Wartman, Health Director presented the revised version of the clinic fee schedule
showing the increase in the fee for administering the Tdap vaccine (tetanus, diphtheria
and pertussis). State and Federal program funding has now ended so the vaccine will be
purchased by our department privately.
7. Discussion and Possible Action Regarding Quality Improvement Plan
Wartman reviewed Bayfield County Health Department’s Quality Improvement Plan.
The Quality Improvement Plan is one of the tools needed in order to become either public
health accredited or to become accreditation ready. Motion to accept resolution and
forward on to the County Board was made by Silbert; motion was seconded by Gordon.
Motion carried.
8. Discussion and Possible Action Regarding 2019 Health Board Meeting Schedule
Review and schedule 2019 Health Board meetings. Superior Days in Madison falls on
February 11th -12th, 2019 which will conflict with the February Health Board meeting. An
alternate date was set for the February meeting. Meeting start time was discussed.
9. Update on Health Department Programs and Services
Latimer gave an update to the location of the Iron River WIC clinic. The clinic will be
moved from the Iron River Community Center to the Our Savior Lutheran Church. As
the numbers of clients in the Iron River area has increased, this move will allow the WIC
program to offer a full day clinic rather than the half day clinic it had been offering. This
move will take place as of January 3, 2019. The WIC staff is participating in opioid
addiction education as it pertains to WIC clients. This enables the staff to refer a client to
the proper local resource. The new public health nurse, Becki Nelles, started in the Health
Department on September 24, 2018, just before we started our flu clinic season. Terri
Bahe, our part-time Public Health Nurse retired on November 15, 2018. The Health
Department is beginning to write the Community Health Improvement Plan for the next
three (3) years. Our local partners are Ashland County Health Department, Memorial
Medical Center and Iron County Health Department, who is new to our coalition. The
coalition will address the alcohol and other drug abuse (AODA) issues in different ways.
When the plan is written, it will be brought in front of the Board of Health for approval.
There were questions and discussion regarding local facilities and resources for those
affected. The Health Department is looking at developing a family planning/reproductive
health program, which has been discussed at previous Board of Health meetings.
10. Other Issues or Concerns
The topic of school-aged child health was brought up by David Zepczyk. Wartman
discussed the ways that Public Health, along with other groups and professionals in the
community are working towards preventative mental health care for children. Chairman
Oswald suggested that this be a topic for discussion at a future meeting. Wartman agreed
and will reach out to Peter Morrissette, Public Health Educator to present and educate on
the preventative measures being done in the county. Latimer shared the fact that the UW-
Extension office does provide nutrition education, interaction and activities in the local
schools. Zepczyk inquired about the number of well water testing done after the last
flood. Wartman shared that the number of residents interested in testing after the flooding
was very minimal as compared to the flood of 2016. Nitrate testing will be done in the
Health Department lab in 2019 rather than mailing the samples down state to be run. This
will cut down on mailing expenses and increase the turn around time on test results.
Water testing for certain chemicals was brought up and discussed. Wartman mentioned
that this would be a topic for Anne-Marie Coy, Environmental Health Sanitarian to share
with the Board of Health at a future meeting. A variety of resources was shared.
11. Next Meeting Date: The next meeting is scheduled for Tuesday, February 19, 2019 at
5:00 pm in the EOC.
