BAYFIELD COUNTY
BOARD OF HEALTH MEETING
Tuesday, June 11, 2019 – 5:00 PM
WIC office, Ashland
Present: Fred Strand, Jeremy Oswald, Jeff Silbert, David Zepczyk, Ellen Braddock (arrived 5:06 p.m.)
Absent: Deb Dryer, Elaine Kopp, Tom Gordon
Staff: Amy Jarecki, Sara Wartman, Jennifer Nye (left at 5:36 p.m.)
1. Call the Meeting to Order: The meeting was called to order at 5:02 p.m. by
Chairman Oswald.
2. Approval April 9, 2019, Meeting Minutes: A motion to approve the April 9, 2019
meeting minutes was made by Silbert; motion seconded by Zepczyk. Motion carried.
3. Public Comment: None.
4. Presentation on Women, Infants & Children Program (WIC): Presentation by
Jennifer Nye, WIC Clerk/Breastfeeding Peer Counselor, gave an overview of how the
WIC program operates and the variety of other programs/services that are operated by
the WIC staff.
5. Brief Tour of Bay Area WIC Project Office: Sara Wartman, Health Director, gave
a tour of the WIC office, explaining what each job positions role is in the WIC program.
6. Discussion and Possible Action Regarding Tour of Health Department
Offices in Washburn: The discussion of having a tour of the Health Department
offices in Washburn was brought up and all committee members were in agreement to
the tour. Chairman Oswald made a note that it will be a part of the next Board of
Health meeting. An invitation to tour the Health Department will be extended to all
County Board members. Chairman Oswald will make the announcement at the next
County Board meeting. Wartman agrees to send out an invitation to all County Board
members as well.
7. Discussion and Possible Action Regarding Citizen Members to Board of
Health: Wartman explained that Ellen Braddock, Citizen Member whose term had
expired, must be reinstated. Terri Kramolis has applied to be a Community Board
Member on the Board of Health. A motion to recommend Ellen Braddock and Terri Kramolis
to Community Board Members of the Board of Health to the County Board Chairman was
made by Strand; motion seconded by Zepczyk. Motion was carried.

8. Discussion and Possible Action Regarding Clinic
Fee Schedule: The addition of a public MMR (Measles, Mumps &
Rubella) vaccination and changing the office visit fee to a donation only fee was
explained by Wartman. A motion to accept the Fee Schedule as proposed was made by
Silbert; motion seconded by Braddock. Motion was carried.
9. Review and Possible Action Regarding 2018-2020 Community Health
Improvement Plan: The Community Health Improvement Plan committee is looking
for the Board of Health to support the plan. A motion to approve the proposed 2020
Community Health Improvement Plan was made by Strand; motion seconded by Zepczyk.
Motion carried. Wartman to ask County Administrator to share document at next County
Board Meeting.
10. Update on Cooperation Inspection Agreement with Douglas County:
Wartman sent document on to Corp Counsel who made a couple of suggestions to
improve the readablility of the agreement.
11. Update on Health Department Staffing: WIC Director position remains vacant.
There are applicants and interviews will be scheduled. Caloney Mesik, Public Health
Nurse, has been filling in as Interim WIC Director. The part-time nurse position has
been filled by Holly Weber. Weber has a wide variety of nursing experience. Hannah
Hitchcock is the summer intern for the Health Department. Hitchcock has recently
graduated from Northland College in Ashland. She will be sampling the water at the
local beaches this summer.
12. Update on Health Department Programs and Services: The Health
Department has a grant for Communicable Disease that will help push the tick kits out
into the county. Pete Morrissette, Public Health Educator, along with help from other
staff members, will host a health fair for Bayfield County employees. The department
received a grant to re-establish the Drug Endangered Children Committee, which Holly
Weber, Public Health Nurse, will work on. Weber is also working on setting up
community talks to prevent underage drinking in the format of town hall meetings. The
Environmental Health program has received the certification for nitrate sampling. An
on-site visit by the DNR still needs to be completed. The Reproductive Health program
has seen a growing number of clients. Six (6) communities around Bayfield County
submitted grant applications for the 2019 Bayfield County Health Infrastructure
reimbursement grant. There is a committee that is in the process of approving the
applications. Wartman is in the process of doing a 140 review for the department and
will report back at the next Board of Health meeting.
13. Other Issues or Concerns: Wartman and a representative of the DNR met and
discussed the county well delegation program. Wartman will continue to keep the
Board of Health updated on any new information. Wartman is concerned about the lack
of communicable disease reporting electronically by the local clinics. By state statute,
the clinics are required to report electronically using WEDSS (Wisconsin Electronic
Disease Surveillance System) which is an essential service of public health.
