BOARD OF HEALTH MEETING
Tuesday, December 10, 2019 – 5:00 PM
Bayfield County Boardroom
Present: Fred Strand, Jeremy Oswald, Elaine Kopp, Jeff Silbert, David Zepczyk, Terri Kramolis, Tom
Gordon (left at 6:16), Ellen Braddock, Deb Dryer (in at 5:01)

1. Call the Meeting to Order: The meeting was called to order at 5:00 p.m. by
Chairman Oswald.
2. Approval August 13, 2019, Meeting Minutes: A motion to approve the August 13,
2019 meeting minutes was made by Kopp; motion seconded by Zepczyk. Motion carried.
3. Public Comment: None.
4. Presentation by Michelle Simone on Animal Bite Follow-up: Environmental
Health Sanitarian, Michelle Simone, explained the Health Department’s role concerning
animal bites, mainly dog and bat bites. Also discussed were steps to take if bitten by a
dog or bat.
5. Review and Possible Action of Diane’s Dugout Request to Appeal Late Fee:
Michelle Simone reviewed the letter received by a Bayfield County lodging facility
looking to waive the late fee. The license fee was paid late and there was a late fee
assessed, but not paid by the owner/operator. The main reason for denying the appeal
was if this late fee was appealed, the Health Department would need to refund everyone
who paid a late fee. It would then set a precedence for future years. A motion to deny the
appeal was made by Kopp; motion seconded by Gordon. Motion carried.
6. Discussion and Possible Action Regarding Environmental Health Grace
Period: Sara Wartman, Health Director, explained that the current grace period was
put in place per State regulations and has since been eliminated by the State. Our Health
Department has kept the grace period as a courtesy to our owners/operators. There
had been discussion within the Health Department in regards to eliminating the two (2)
week grace period. This would be communicated to all licensed facilities. Chairman
Oswald’s opinion is that the Health Department may move forward in the process of
eliminating the grace period for Environmental Health license fees.
7. Discussion Regarding Short-Term Rentals and Collaboration with Local
Zoning Ordinances: Wartman updated the Board of Health on interdepartmental

collaboration with Bayfield County Zoning Department regarding
short-term rentals. Discussion on the confusion among
owners/operators regarding licensing/zoning permitting process and how the Health
Department is working alongside the Zoning Department to streamline the process of
opening a new facility.
8. Review of 3rd Quarter Budget: Wartman reviewed the Health Department 3rd
(third) quarter budget.
9. Discussion and Possible Action Regarding WIC Infrastructure Grant
Resolution: The Bayfield County Health Department has received a grant in the
amount of $16,992 from the State of Wisconsin, Department of Health Services to
make improvements to our current office/WIC clinic space. Improvements will include
new flooring, installation of sink in Health Screener office, new wall decals, cord free
window blinds, and replacement office chairs. Total award to be expended by
September 30, 2020. A motion to accept this grant and pass this resolution to the full County
Board was made by Silbert; motion was seconded by Gordon. Motion carried.
10. Discussion and Possible Action Regarding WIC iPad/Tablet Grant
Resolution: The Bayfield County Health Department has received a grant in the
amount of $1,600 from the State of Wisconsin, Department of Health Services to
purchase two (2) iPads and/or tablets. The purpose of this purchase is to assist WIC
participants with setting up WIChealth.org accounts and for the required Nutrition
Education. Total award to be expended by September 30, 2020. A motion to accept this
grant and pass this resolution to the full County Board was made by Gordon; motion was
seconded by Kramolis. Motion carried.
11. Review and Possible Action Regarding 2019 Health Department Budget
Amendment: Review of Health Department budget amendment due to
increases/decreases in revenues and expenditures for fiscal year 2019. A motion to accept
this budget amendment and pass on to the full County Board was made by Kopp; motion
seconded by Kramolis. Motion carried.
12. Discussion on Personal Conviction Waivers: Wartman shared information on
regional and state public health initiatives and legislative efforts to eliminate personal
conviction waivers. Discussion on local data for personal conviction waivers and
potential public health initiatives that could increase immunization rates among school-
age children. This item has been tabled until the next Board of Health meeting and will
return as an action item.
13. Update on Fluoride Program: Brief update on the elimination of funds for the
fluoride program, which includes the fluoride mouth rinse school-based program and
the fluoride supplement program. The funding has been pulled by the State due to
difficulty in finding fluoride mouth rinse and/or supplements to purchase.
14. Update on Health Department Staffing: Most positions now filled within Health
Department. Vacancy for Project Nutritionist role at WIC (~0.2 FTE). Cara Croteau
began as a part-time WIC Clerk this past autumn, along with a new public health nurse,

Jordan Virshek. Jordan’s position is 0.4 FTE for the Health
Department, and 0.6FTE for Human Services.
Update on Health Department Programs and Services: Wartman shared updates in
some of the programs and services that are provided by the Health Department. Key updates
include:
Have You Had Enough? AODA Coalition sponsoring “Communities Talk” event to
address societal effects of underage drinking.
o Increased partnership with Red Cliff.
Multiple grants received for addressing drug addiction issues in the community
o State Opioid Response Grant, Northwoods Coalition Menu Items, and Narcan
Direct Program
Maternal Child Health objectives changing in 2020.
o Suicide prevention and child death review new priority areas.
Increased involvement with schools.
o Demos at teacher in-services for “Hidden In Plain Sight” and recognition of drug
paraphernalia and use. (South Shore, Bayfield)
o Education at Washburn School on sexually-transmitted infections and
prevention.
o Puberty/Adolescent Education this fall (South Shore, Drummond).
o Request for head lice information and presentation.
Home visiting programs (PNCC, MCH) building clientele.
Opportunity to increase Reproductive Health Grant in 2020 to full-service program and
increased funding.
o Site visit conducted end of November with program monitor, Karen Morris.
o Possible start-up funds.
15. Other Issues or Concerns: Wartman shared a complaint that had been received by
the Health Department in regards to the local farmer’s markets and the farmer’s market
nutrition program run by the WIC program. According to Wartman, the complaint was
that our program was not issuing vouchers to Bayfield County residents. She followed
up with a letter to this farmers’ market vendor and explained the process of becoming
an approved vendor in the nutrition program. More discussion regarding the personal
conviction waivers ensued as each board member shared their views.
