CHILDREN’S COMMUNITY OPTIONS PROGRAM ADVISORY COMMITTEE MEETING NOTES
Bayfield County Courthouse, Conference Room B
Tuesday, June 14, 2016 at 10:00 a.m.
Committee Members Present: Shelli Listing, Mary Lou Jahr, Ann Galavan, Lona Schmidt
Committee Members Absent – Excused: Barb Gadbois

Call to order: Lona Schmidt called the meeting to order at 10:05 am
Introductions: Introductions were made.
Review/adoption of minutes from 12/08/2015 meeting:
A motion was made by Ann to approve the 12/08/2015 meeting minutes as presented, seconded
by Shelli, motion carried.
Children’s LTC Program Enrollment Report
Kristin is serving 27 families in Bayfield County.
There is not a child on the waiting list that is not receiving some sort of service which was a goal
of Kristin’s to accomplish. This was due to a couple of kids aging out and funding becoming
available.
State Statute 46.272 Review
Family Support Program was renamed to Children’s Community Options Program as of January 1,
2016
Counties were given the option to combine Children’s and Adult COP advisory committees, but the
needs of the 2 groups are so different Bayfield County did not see it would work and kept the two
groups separate.
The State has not yet provided a CCOP manual or other official guidance for running the CCOP.
CCOP is running the same way the Family Support Program ran with 2 changes taking place: CCOP
will not cover room and board or cover anyone over 22 years old. This will not affect Bayfield
County’s families. Bayfield County transitions the child to Adult Long Term Care at the age of 18;
this can take 3-6 months to complete due to getting Disability Determination through Social
Security.
State of WI, LTC Division Memo Dated 12/14/2015 Review
Memo outlines a few changes of the program changing from Family Support Program to Children’s
Community Options Program.
Kristin has talked with Keith Keller the state Children’s Service Specialist who serves the top ½ of
the state about why no manual yet for CCOP, he said lots of changes at state level taking place.
Working on the 2017-2019 Waiver Manual to get to the Federal Government.
Committee Member Recruitment:
Peggy Hipsher is interested in serving on the committee; we will reach out to her and send a
Citizen Application to her.
Martha Oie works through North Country Ind. Living may be a person we can recruit for
committee.
Kristin will talk with parents whose children are being served and see if there is interest to be on
the committee.
Talk of inviting teachers, aides, school psychologists that work with special needs children.
Other (information items only):
Talked about the Annual Program Plan being due September 30, 2016 and hopefully will have
manual by then.
Community is lacking in opportunities for the summer for children with special needs, such as
daycare and summer camps. The children in the CCOP program do take advantage of other
opportunities in the summer but they are so far away.
Two Equine programs are available in our area: Unbridled Hope Equine Assisted Learning, located
at 93600 Little Sand Bay Road, Bayfield (715-779-5546) and Reins of Inspiration located at 30165
Co Hwy C, Washburn (715-292-2815) now affiliated with Northlakes.
