Box 100 Washburn, WI 54891-0100 BAYFIELD COUNTY DEPARTMENT OF HUMAN SERVICES CHILDREN’S COMMUNITY OPTIONS PROGRAM ADVISORY COMMITTEE MEETING NOTES DRAFT Bayfield County Courthouse, Conference Room B Tuesday, September 13, 2016 at 10:00 a.m. Committee Members Present: Shelli Listing, Mary Lou Jahr, Lona Schmidt, Barb Gadbois Committee Members Absent: Renea Woerle & Ann Galavan Staff Present: Kristin Opperman and Heather Gilbertson Call to order: Lona Schmidt called the meeting to order at 10:04 am Review/adoption of minutes from 06/14/2016 meeting:  A motion was made by Barb to approve the 06/14/2016 meeting minutes as presented, seconded by Shelli & Lona, motion carried. Children’s Community Options Program (CCOP) Budget / Memo  Memo outlines updates to the CCOP Plan Template Submission and Children’s Long-Term Support Functional Screen  Functional Screens section “Living Situation,” should be updated at state level on 9/8/2016 to reflect CCOP language.  3 main eligibility differences between the FSP and CCOP o A child who is adjudicated as a delinquent may meet CCOP eligibility. o A child who resides in a foster care setting may meet CCOP eligibility. o A child who is not a U.S. citizen may meet CCOP eligibility.  Submit date for CCOP Plan changed from September 15, 2016 to November 30, 2016. Children’s Community Options Program (CCOP) Plan Update  State Funds vs. Local Funds  60% of bill paid by Federal Govt. & 40% paid by State or Local Match  CLTS Waiver Funds are used up by years end whereas CCOP Fund has money left over that goes back to state if not used  CLTS Waiver Funds cannot be used for recreational use; CCOP Funds can be used for recreation use.  CCOP Funds can be used as the Local Match percentage  CCOP Fund account is more flexible and can be used for a child’s unique needs that are not covered under CLTS Waiver Funds  Each line of a Childs Individual Plan can be either State or Local, the plan as a whole does not have to be one or the other.  Received more State Funding allowing Bayfield County to move 3 children off the waiting list. Added 2 children onto the waiting list who moved from other counties into Bayfield County who will still be receiving funds from those counties until we are able to get them off the waiting list. Committee Member Recruitment:  Peggy Hipsher is not interested at this time in joining the CCOP Advisory Committee.  Kristin is looking into talking with the Bayfield County Health Department to see if anyone would be interested in joining the committee.  The majority of Kristin’s work is between the Washburn and Bayfield School Districts, it was brought up that we should try and get individuals from those districts to serve on the committee. Other (information items only):  All families were given the option to sign a release between Kristin and the schools.  Kristin has been going to more IEP meetings.  The terms for some CCOP Advisory Committee members have expired over the summer. All committee members were interested in having their terms renewed.
