CHILDREN’S COMMUNITY OPTIONS PROGRAM ADVISORY COMMITTEE MEETING NOTES
Bayfield County Courthouse, Conference Room B
Tuesday, June 13, 2017 at 10:00 a.m.
Committee Members Present: Barb Gadbois, Shelli Listing, Mary Lou Jahr, Terri Bahe – Bayfield
County Health Dept. Representative
Committee Members Absent: Ann Glavan, Lona Schmidt
Staff Present: Kristin Opperman – Bayfield County Youth Services Coordinator
Call to order: Barb called the meeting to order at 10:10 am
Review/adoption of minutes from 03/14/2017 meeting:
• A motion was made by Shelli to approve the revised 3/14/2017 meeting minutes as presented,
seconded by Mary Lou, motion carried.
Introductions took place: Terri Bahe, Bayfield County Health Department filled in for Sara Wartman,
the Director of the Bayfield County Health Department who is a new member for the CCOPAC, fulfilling a
State requirement to have a local health department representative on the committee.
Children’s Long Term Services (CLTS) and Children’s Community Options Program (CCOP)
enrollment review:
• There are 21 children enrolled in the 2 programs.
• 2 children aged out of the programs and transitioned into the adult programs in 2017.
• 1 child had moved to Ashland County and has moved off their waiting list whereas Ashland County
has now taken over the financial duties of this child.
• 5 children are on the CLTS waiting list but each is being served under another program (CCOP) or
their county of origin.
CCOP Five-Year Plan Submission Review:
• The CCOP plan was approved.
• There are 4 criteria we must address (see attached handout from State).
• A discussion took place about how to create an advocacy system for families, ideas are listed
below:
o Presence at Health Fairs and Senior Expos
o Provide a flyer to local schools listing programs available through Bayfield County
o Kristin shared current advocacy strategies offered to families; these must be better
documented in the annual update for the CCOP Plan.
Memo from WI DHS / Draft Release of the CCOP Procedures Guide
• Comments, questions & feedback on the draft are being solicited and can be emailed to
DHSCCOP@dhs.wisconsin.gov through June 30, 2017. Subject line must read “Draft CCOP
Procedures Guide”. A final guide will be released in the 3rd quarter of 2017.
• CCOP funding is the last resort for funding; private insurance, Medicaid, CLTS – Waiver funding
must be used first before using CCOP funding.
• CCOP is now in alignment with CLTS for “Incident Reporting & Restrictive Measures”.
Committee Member Recruitment:
• Kristin will send out a letter to Bayfield County School Districts to recruit a school district
representative and fulfill the state requirement.
• Doug Jardine, School Psychologist was invited to become a member.
• Shelli Listing suggested Cindy Knapp, Speech Therapist from South Shore / Northwestern School
District.
Other (information items only):
• Barb Gadbois provided information from the Circle of Life Conference she attended.
• 2 families attended the Annual Autism Conference in April.
• Status of Robyn’s application and approval by the DHS Board will be researched.
Motion to Adjourn: Mary Lou motioned to adjourned the meeting, Shelli seconded. Meeting adjourned
at 11:20 am.
