CHILDREN’S COMMUNITY OPTIONS PROGRAM ADVISORY COMMITTEE MEETING
MINUTES
Bayfield County Courthouse, Conference Room B
Tuesday, September 12, 2017 at 10:00 a.m.
Committee Members Present: Barb Gadbois, Shelli Listing, Mary Lou Jahr, Lona Schmidt, Ann Glavan
Committee Members Absent: Robyn Klobucher and the Bayfield County Health Dept. Representative
Others Present: John Knight Drummond School Representative, Dawn Winquist DHS State Representative
Staff Present: Kristin Opperman – Bayfield County Youth Services Coordinator
Call to order: Lona called the meeting to order at 10:02 am, Introductions took place.
Review/adoption of minutes from 06/13/2017 meeting:
• Review of Minutes, request was made to move Bayfield County Health Dept. Representative from
Staff Present to Committee Member Present due to them being a voting member
• A motion was made by Ann to approve the June 13, 2017 meeting minutes, seconded by Mary
Lou, motion carried.
Citizen Application Review and Approval:
• John Knight (Drummond Area School District) & Jamie Goodlet (Red Cliff ECC) have submitted
Citizen Applications for the CCOPAC.
• A motion was made by Shelli to approve the applications, seconded by Barb, motion carried.
• The applications will move forward for approval by the DHS Board
CCOP Plan Updates:
• See attached Bayfield County CCOP Annual Update Plan Notes
• Additions to first bullet - Plan for Advocacy systems
o Provide brochures for the CLTS-Waiver and CCOP program at area health fairs and aging expos
o Met with Beth Meyers to advocate for individual and program issues
o Make referrals to other resources, as appropriate
o Provide a flyer to local schools listing programs available through Bayfield County
o Assist families on how to be self-advocates
• A motion was made by Lona to accept CCOP Plan annual update per the additions we discussed above,
seconded by Ann, motion carried.

CLTS Waitlist Elimination:
• Kristin will devise a plan to eliminate the CLTS waitlist
• Once the Governor’s budget is approved this will be put in place
• All kids should be enrolled and getting services by next March
Other (information items only):
• Discussed Multiple Conferences happening in October & November
• Discussion about the Self Determination Conference, a great conference for teens to look to the
future and transition into adulthood

Motion to Adjourn: Barb motioned to adjourned the meeting, Mary Lou seconded. Meeting adjourned
at 11:10 am.

Bayfield County CCOP Annual Update Plan Notes
A Five-Year Plan for the CCOP was due to the Bureau of Children’s Long Term Support Services (BCLTSS)
in November 2016. On 3/13/17 feedback on that plan from Deborah Rathermel, Director of the BCLTSS
indicated additional information was needed. The bulleted points below were to be submitted by
10/1/17. However, the new CCOP Annual Update Plan template is not complete. This information is for
review, revision, and approval by Bayfield County’s CCOP Advisory Committee on Tuesday 9/12/17.
• “A description of the methods that will be used to promote the creation of advocacy systems
for families.” = Bayfield County’s Youth Services Coordinator connects families to existing
advocacy systems as concerns/questions arise. The YSC has enlisted the help of Disability
Rights of Wisconsin’s Rice Lake, WI office and a WISPEI Family Engagement Coordinator from
CESA #12 and #7. The YSC assisted a family in submitting a formal complaint to the Wisconsin
DPI against their child’s school district. The YSC has formed working relationships with several
Medicaid partners, (including a MA Policy Analyst, HealthCheck benefit staff, and a PA Clinical
Consultant) and she reaches out to these partners with questions and concerns regularly. The
YSC attends children’s IEP meetings, as requested by parents, to advocate for proper services
in the school setting. The YSC attempts to connect families directly to the providers who can
provide the best support and services to meet their children’s needs.
• “The CCOP Advisory Committee includes a school district representative”. = Both the
Drummond Area School District and Red Cliff’s Early Education Center have expressed interest
in participating in the CCOP Advisory Committee. Applications for both representatives from
the educational systems will be submitted for review and approval, per county procedure, and
pending approval will participate in the quarterly committee meetings, as scheduled.
• “The CCOP Advisory Committee includes a local health department representative”. = A
representative from the Bayfield County Health Department now participates in the quarterly
committee meetings, as scheduled.
• “At least one additional committee member shall be a person providing community social
services to children with disabilities who are eligible for the program.” = The Youth Services
Coordinator for Bayfield County DHS has always participated in the CCOP Advisory Committee
meetings and activities. In past submissions, the YSC’s name was left off the committee
membership list because Bayfield County believed this person’s involvement was implied. The
YSC’s name is now formally added to the committee membership list.
The Family Support Program’s Annual Update Plan traditionally asks for an update on how their plan has
changed in the past year. After reviewing the CCOP five-year plan that was initially submitted to the
BCLTSS, the Youth Services Coordinator notes the following other changes:
• #1 – County CCOP Operations: The YSC is no longer working towards her social work
certificate from the DSPS. Bayfield County has amended the YSC job qualifications, and this
certificate is no longer needed to hold this position.
• #2 – Estimated number of families that will be assessed and served: The CCOP is currently
serving 16 families in Bayfield County. There are 6 other families with children enrolled in
the CLTS-Waiver program. If one of these families has a need that cannot be met through
the CLTS waiver program, then CCOP will be explored as a funding option.
