CHILDREN’S COMMUNITY OPTIONS PROGRAM ADVISORY COMMITTEE MEETING MINUTES
Bayfield County Courthouse via Teams Meeting
& Phone Tuesday, September 8, 2020 at 10:00
a.m.
Committee Members Present: Shelli Listing (by Teams), Mary Lou Jahr (by phone), Lona Schmidt (by phone),
John Knight (arrived by Teams 10:08) Sara Wartman (arrived by teams at 10:30)
Committee Members Absent: Jaime Goodlet, Robyn Klobucher, Barb Gadbois,
Staff Present: Kristin Opperman, Heather Gilbertson
Call to order: Schmidt called the meeting to order at 10:06 am.
Introductions took place. Roll call took place.
Review/adoption of minutes from 03/10/2019 meeting
Children’s LTC Program Enrollment
• 30 kids are currently enrolled in CLTS and/or CCOP.
• 2020 – 2021 there are several teens that will be aging out of the current program and transitioning
into the adult programs.
• Opperman works with the ADRC and lets them know about 6 months in advance that a teen will be
turning 18 and helps them transition into adult programs. There are two adult programs to choose
from. The IRIS program has a consultant but is more self-directed or there is Family Care which has a
case worker and is more like the CLTS program.
• There are 8 children are on waitlist, our hope and goal, is to enroll them into the programs as the teens
age out into adult services.
Update on CLTS Program/CCOP changes in response to COVID-19 pandemic
• The State issued lots of changes in March and April due to COVID, then it quieted down, now we are
seeing more changes here again.
• The State stopped face to face visits with clients. Opperman usually sees clients 2 times a year, this
stopped back in March. We were asked to conduct meetings by phone or through video conference
meeting.
• The State said face to face meetings could resume, but to work with your local county health
department to do what they consider best practices. It was decided that we would not do face to face
visits with every client but if the meeting was for a service that could not be done by phone or virtual
that we would use appropriate personal protective equipment (PPE).
• During March to present, teens transitioning onto adult services were able to postpone transitioning
and stay on their current program. All who postponed need to transitions by the end of October 2020.
• The benefit category for specialized equipment that Medicaid has denied could be used for PPE for the

children but not parents or caregivers.
• The children’s functional screens were all put on hold due to no face to face visits, all end dates are
going to be extended for 1 year and then we will start back up in March 2021 with functional screens.
• Children are missing out on socialization at school with teachers and their aids. Agencies are not going
into home anymore either which is another form of socialization that is being missed out on. The
agencies have closed due to COVID. It’s a significant detriment to the children.
• A parent can be paid now for services if it makes sense to provide respite/care to child.
• All of these changes are temporary changes due to COVID.
Other (informational items only):
• The Health Department is working on having more COVID testing sites but nothing is definite.
• There are some virtual workshops taking place but no in person conferences.
