HomeMy WebLinkAboutComprehensive Community Service Committee - Minutes - 9/10/2014New Horizons North Comprehensive Community Support Ashland County/Bayfield County Coordinating Committee September 10, 2014-Great Lakes Visitors Center (Ashland County host) Present: Sheila Hoerich, Andrew MacGregor, Joan Haukaas, Martha Scott, Rick Whiting, Val Levno, Anita Haukaas, Linda Bailey, Linda Jorgenson Absent: Julie Newago, Karlan Williams, Hans Veenendaal Other: Ron DePerry, Diane Erickson, Megan Luger  Andrew called the meeting to order. Explanation of how meetings in the future are to be run were discussed.  Linda Bailey made a motion to accept the minutes from August 21 as they read; Shelia Hoerich seconds.  Recommendations made at the August 21st meeting were discussed. A letter from Andrew and Val was presented to the Committee, accepting the changes. Andrew and Val will respond to all recommendations by the Committee in writing and presented to the Committee at the meeting after the recommendations are made.  Martha Scott motioned to accept the response from Andrew and Val; Linda Bailey seconds.  Martha Scott also submitted additional changes/edits that she found in the new policy book.  Andrew and Val updated the Committee on the CCS application process. Additional information was required by the State which New Horizons provided.  A survey date will hopefully be set soon. This will include a site visit where a State official will go over all documents pertaining to the CCS program, personnel files, consumer file regulations, and other areas required to pass the inspection.  Once this is completed and a certification for the CCS program is granted, the Counties will submit their applications for MA billing.  Andrew and Val are still hopeful that October 1st will be the startup date for the new CCS program.  A quick rundown of new staff added for the benefit of the CCS program was given. Three therapists (Katy Gorman, Curi Perrine, and Angela Warzon) have been added, all of which are licensed to see children; a substance use team was compiled, Ron DePerry, and Joann Woodruff have also joined the team.  Proposals and changes to the CCS Plan & Policies were presented and discussed by the committee.  On page 5, under the Co-Administrator Function: this function was changed to more accurately show the co-functionality of this position across the shared service model that the program will be using.  On page 16, paragraph 4: The co-administrators will continue to develop ways to effectively provide outreach to local providers in regards to the CCS program.  On page 16, Application and Screening Process: this section was expanded to further describe the process.  The intake phone number was changed to 682-7171. This is the main line for New Horizons. The proposed change of having 682-7178 for the intake phone number was changed as this number will be used exclusively for Calm Waters Wellness.  Clarification on if local physicians needed to be educated on the Physician Confirmation of Need for CCS form was asked. As time has gone on, these forms are becoming more and more frequent, and physicians are educated on them through either their schooling or through their personal experience in the field. Subject to change at the next CCS Coordination meeting  **New Proposal**  On Page 18, Assessment Process: The last line in the first paragraph: Proposed to review last line to clarify accurate wording.  Appendix I-Organization Chart: This was revised to more accurately reflect the current state of the organization.  Appendix IV-Service Array: Issues within the document were corrected to reflect the service array provided by CCS.  Peer Support was added and it is the hope of New Horizons to look for younger peer specialists to connect with the youth that will be participating in the CCS program.  Appendix XIV: Referral Form: This form was updated to include a section for the person to provide some insight into the person’s current issues as well as a section for the Service Director to indicate that they have reviewed the form and believe the person is a candidate for the CCS program. Additional changes were the spelling out of the Ashland County Health and Human Services and Bayfield County Dept of Human Services and a place for the School’s name to be printed.  It is hopeful to get this form put on our website for people to fill out and send back in. In that instance, information on where to send the form in will be included.  Once the program is up and running, a procedure will be implemented to assist a person who does not have Wisconsin MA or is deemed ineligible for CCS to get services to help them with their mental illness or substance abuse.  This could range from connecting them with County services, helping them to set up an appointment with a therapist at Calm Waters Wellness, or other avenues based on their circumstances.  Linda Jorgenson was excused from the meeting early.  Ron DePerry spoke to the group about his experience with the Native American community and mental illness/substance abuse. He reviewed the importance of family dynamic within the culture and how those dynamics play a role in a person’s recovery.  At the conclusion of Ron’s presentation, Linda Bailey excused herself from the meeting.  The Committee discussed possible material for future meetings which included the role of the Committee after the CCS program begins-it will serve as Quality Assurance and continue to help develop the program through proposed changes, suggested fact finding surveys, etc.  Another possible future meeting topic was to invite Red Cliff to come and explain some of the services they offer.  Sheila Hoerich motioned to adjourn the meeting; Joan Haukaas seconds.
